Minutes 3/4/03

 

Meeting held on Thursday 3rd April 2003 in Martyr Worthy Village Hall.

PRESENT: Alison Matthews (Chairman), Jennifer Ffennell, Steve Gapper, Elaine Labram, Fiona Parry, Adrian Sindall, Eric Thompson, Paul Twelftree.

04.1 APOLOGIES: Cynthia Bolton, Martin Woodcock.

04.2 MINUTES of LAST MEETING

The minutes of the meeting held on Thursday 6th March 2003 were approved and signed.

 

04.3 MATTERS ARISING                                                                                                ACTION

a) Couch Green

ET has looked at the windows at Couch Green and can

replace them for £94. JAE to contact Stuart Dunbar-Dempsey

re. money from the Open Space Budget.                                                         JAE

AM and CB have met Transco re. the resurfacing of the car park.

The work will be carried out at a weekend, after it has rained.

The gate post will also be straightened.

JAE will ascertain from HCC when the tree stumps are being

dealt with and AM will then inform Transco.                                                   JAE/AM

b) Old School Field

At the Trustees’ meeting on 10th March Jonathan Mills took

over as Chairman.

At IVPC’s Annual Meeting an Easton  Parish Councillor will be

elected to become a trustee.

c) Footpaths

There has been a delay in opening up the stream along the side

of the C25 (The main footpath between Easton and Martyr Worthy).

JF is in touch with John Young of the Environment Agency.

d) Traffic Calming

The gateways in Easton to be funded from the Parish Paths

Partnership. IVPC to contribute £2000. The change of priority

at The Cricketers will be funded by Charts (HCC).

The traffic calming for the B3047 has been added to the Charts

scheme, but will not be implemented for a while. It was agreed

that preliminary discussions with HCC should be held re possible

work.

e) Easton Village Hall/ Cricket Pavilion

Little progress towards a new village hall. The cricket club are

to submit revised plans.

           f) South Downs National Park

There will be a public inquiry.

g) Address Management

FP to ask about signs for Bridget’s Lane, and Off Church Lane.                        FP

EL asked if a sign could be erected to notify Avington Park Lane.

She will look at possible sites.                                                                        EL

h) Low Cost Housing

Solicitors for DEFRA have been slow to produce a draft contract.

A letter of complaint to be sent to DEFRA after contracts have been exchanged.

The Bio-Bubble system is to be used for sewage disposal.

A plan for 3 extra houses was shown. These to be Shared Equity.

AM to write commenting on the lack of parking spaces for these

j) Parish Council Web Site

This is now up and running on:

http://www.hants.org.uk/itchenvalleyparishcouncil. 

k) VDS

No reply about the bus shelters.

l) Annual Parish Meeting

The Chairman’s Report was discussed and various suggestions made.

m) Itchen Abbas and Avington Village Hall

A reply has been received from the Charity Commission. The comment

about increasing the number of days notice to sell was noted.

This has now been increased to 28 days.

The problem of non-resident committee members is being discussed

by the VH Committee.

  

04.4 COUNCILLORS’ REPORTS and QUESTIONS

          JF reported that a notice board has been put inside the Martyr Worthy

bus shelter. The wheeley bin has been moved next to the bus shelter.

 

FP said that the drain has been cleared in Church Lane. The dead tree

which has been removed will be replaced. She also mentioned the dead

tree opposite Couch Green which has still not been moved, nor has the

gate in Avington been repaired. JAE to contact Susan Glasspool.                                  JAE

 

A letter has been received saying that to allow access for the oil exploration

gaps will be closed on the A31. PT has been in touch with HCC and they

have agreed to leave 2 car size gaps. JAE to write asking why we were

not notified about the change of access. (Copy to Susan Glasspool).                      JAE

 

AS has contacted the owners about the overhanging hedge on the corner

in Easton.

 

SG stated that the mess from the burst water main is still to be cleared.                 JAE

The tree stumps of the felled Lime trees have been left. JAE to ask

what will be done with them.                                                                                             JAE

 

AM has received a letter from Superintendent Rose re. Homelands.

A traffic monitoring device to be installed on the B3047.

 

AM stated that PC Davies is to organise a Radar Gun for the B3047.

 

04.5 PARISH COUNCIL ELECTIONS

          There will be no election this year as the number of candidates does

not exceed the spaces.

 

04.6 FINANCE

          It was agreed to use the services of Ken Abraham for the internal

audit this year. JAE to write.                                                                                              JAE

 

A reply from Charlie Yeates was read. He accepts £610. Land owners

have complained that old wood was put onto their land. JAE to write to

ask for it to be removed.                                                                                               JAE

 

HCC Street Lighting Maintenance-Estimated Cost 03/04 is £284.94

 

The following cheques were approved and signed:

04.7. PLANNING APPLICATIONS

 

W16753/01 Airwave MMO2 Ltd., Telecom Mast Ham 0104 Alresford Road, Winchester. Extension of existing 28.5m tower to 32m, installation of 3 antenna, 2 dishes and relocation of existing equipment. PT commented that the height is

restricted with the first application. Thereafter the height of existing towers

is allowed to be increased. JAE to write.                                                                      JAE

that a condition should be imposed that the overlooking window should be

04.9 PLANNING MATTERS

           A reply was received re. the Park and Ride Scheme. They are not prepared

to extend the lease past 25 years.

 

Miss Forster, 10, Malthouse Close, Easton has appealed.

 

Pipit’s Hill, Avington-No reply to letter re. window.

 

HCC -Definitive Map Modification Order 2001-Awaiting report.

 

Avington Best Kept Village Milestone-There will be no cost for planning.

 

Mr Sly, Phoenix Cottage is to re-submit his plans. IVPC will support him.

  

04.10 CORRESPONDENCE

 

The drain opposite The Cricketers is to be rebuilt.

 

Princes Mead-Alison Matthews has been invited to meet the head on 25.04.03

04.11 DATE of NEXT MEETING

AM concluded the meeting by thanking Adrian Sindall for all his help and

advice while he has served on the Parish Council.
