Minutes 1/4/04

 

Meeting held on Thursday 1st April 2004 in Itchen Abbas and Avington Village Hall.

 PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Paul Twelftree.

 04.1 APOLOGIES: Steve Gapper, Martin Woodcock.

Inspector Stephen Sargent, new Inspector in charge of Alresford and Twyford police stations  attended the meeting. He stated that crime is stable in the area. The police rely on information from the public. The public can contact Crime Stoppers anonymously (0800 555111).  999 lines can be used for fairly urgent suspicions. 

AM asked if a speed survey could be carried out on the B3047. This will be done during term time. PT asked if  the results of a survey on the A31 from a couple of years could be known. 

GP asked about follow up to burglaries. Inspector Sargent stated that if the case goes to court the result is sent. 

AM thanked Inspector Sargent for coming and answering concerns from councillors. 

04.2 MINUTES of LAST MEETING

The minutes of the meeting held on Thursday March 4th 2004 were approved and signed. 

04.3 MATTERS ARISING                                                                                               ACTION 

a)      Couch Green

FP stated that there is a box of empty bottles near the pavilion. She will dispose of them.     FP  

b) Footpaths

            Charlie Yeates has made a good job of clearing  the footpath behind Couch Green.           

c) Low Cost Housing

            CB is in touch with Mark Oaten who has contacted DEFRA.                       CB

Some progress to date.

AM is continuing to chase Hyde Housing.                                                        AM 

d) Old School Field

            EL organised a working party to clear the boundary around the field.

            An estimate has been received for the fencing. A verbal agreement has been given by Stuart Dunbar-

            Dempsey WCC) to fund the fencing from the Open Space money.

            A financial contribution of £200 has been received from the trustees to offset the cost of  grass cutting and                         insurance on the field.

e) Finger Posts

            The new finger post by Itchen Abbas and Avington Village Hall has been erected. Norman Beaumont met

            Neil Broadbent to discuss a sign by Graces Farm.

            Mr Beaumont is also quoting for the sign at the beginning of Church Lane, Easton.

            AM reported that the brown signs to Park Golf Course were erected at the request of the owner. IVPC had

            no right to comment. 

04.4 COUNCILLORS’ REPORTS and QUESTIONS 

            PT  reported that 3 dual carriageway ahead signs have been removed from the A31. All cones and road signs

            have been cleared.

 

His neighbours have asked if a 50mph restriction is feasible on the road from the Percy Hobbs to the Avington

turning. PT to consult Neil Broadbent.            PT 

ET asked why there is a delay with some planning applications. No definitive answer could be given. 

CB commented that the Shelley Close sign has not been  reinstated. JAE to contact WCC.      JAE

She commented that although some work has been carried out to the tree by the Fulling Mill, it is still not

satisfactory. JAE to contact Peter Watson.           JAE

CB stated she did not wish to remain on the Village Hall committee as IVPC representative for the next year. 

FP asked about responsibility of hedges. HCC have supplied sample letters to give to householders. JAE to

type letters and supply.                                   JAE 

GP reported that the AGM of Easton Village Hall will take place on Monday May 17th.   

JF has received a letter from Land Surveyors stating WCC is trying to buy a part of her family’s land to improve

the sewerage system. 

 

The clerk reported that Itchen Abbas and Avington Village News have requested a regular report from the

Parish Council. This was discussed and it was agreed that a contribution will only be given when there is

something specific to report. 

04.5 ANNUAL PARISH MEETING 

            The chairman’s report was discussed. Councillor Susan Glasspool has sent her report and her apologies as

            she is unable to attend the meeting.

            Kings Worthy Post Office will deliver the reports with the newspapers on Tuesday 13th April.

            PC Steve Davies and a representative from Hyde Housing to be invited to attend. 

04.6  FINANCE

The following cheques were approved and signed:

HCC have sent their estimate for street lighting. This has increase by 20%. 

04.7 PLANNING APPLICATIONS 

W06599/08 The Worthys, Martyr Worthy Road, Abbots Worthy. (Amended Description) Change of use from residential to hotel (Not including any new boundary walls or gates) NO COMMENT 

04.8 PLANNING DECISIONS 

            Noted as listed in the agenda      

04.9 PLANNING MATTERS 

            Banner Homes

                        Concerns have been expressed to WCC over the pipeline and the tree protection zone. Talks have taken  

                        place with Hyde Housing regarding 30% affordable housing on the site. 

            Barton Farm-Cala Homes Application

                        It was agreed that no comment be made. 

            Stillwaters House

AM reported on legal position.                         

            Martyr Worthy Place

                        The enforcement team will make a site visit. 

            Mansard House

                        WCC are recommending approval. 

            WCC Community Strategy for the Winchester District-Consultation Draft

                        Councillors asked to fill in the form with their comments and return to WCC. 

            A large caravan is in situ at Burntwood. JF to investigate.                                        JF

04.10 CORRESPONDENCE 

Environment  Agency are proposing additions to the Main River Network. Increasing the main river categories

gives the Environment Agency greater powers to control activities.
