Meeting held on Thursday April 7th 2005 in Easton Village Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Geraldine Phillips, Eric Thompson, Paul Twelftree, Joyce Edgell (Clerk). One member of the public was present. 04.1 APOLOGIES: Fiona Parry 04.2 MINUTES of LAST MEETING The minutes of the meeting held on Thursday March 3rd 2005 were approved and signed. 04.3 MATTERS ARISING ACTION a) Couch Green The play equipment reports have been received and passed to FP. FP b) Low Cost Housing An update received stated that building will soon start with a finishing date of March 2006. 14 responses have been received from people interested in the dwellings. c) Sign in Church Lane, Easton Nothing to report d) Footpaths Hoggin has been put down at Cow Down. It is hoped that surfacing will be carried out on the 2 other footpaths within the financial year. A stile on the footpath between Easton Lane and the church will be replaced with a kissing gate. Jennifer Ffennell declared an interest in the following item. It was decided to apply for the footpath from Couch Green to Martyr Worthy bridge to be dedicated. This would make a circular route for walkers. Landowners must be consulted. CB to acquire a pack from HCC. CB Trail riders will be applying to convert RUPPs into BOATs (motorised traffic). There are 3 RUPPs at Itchen Down and 1 from Church Lane, Easton to the Fulling Mill. Landowners may object. JAE to contact Itchen Stoke Estates saying that if they are to object, IVPC would give their support. JAE e) Traffic Calming Easton traffic calming scheme should start within the next 2 weeks. HCC are to implement a minor traffic management scheme to slow traffic by Itchen Abbas and Avington Village Hall. f) Easton and Martyr Worthy Cricket Club As there is more money in the Open Space Fund than at first thought, due to a payment of £12,511.64 by Hyde Housing, IVPC agreed to increase the grant to £2000. AM to write to Roy Paramor asking if more local youth could be encouraged and asking if the facilities could be more available to the local community. AM g) Parish Council Vacancy To date 2 applications have been received. Closing date is 9th May. h) Annual Parish Meeting The Chairman’s report was discussed and slight amendments made. 04.4 COUNCILLORS’ REPORTS and QUESTIONS PT said that the banners are still up at The Percy Hobbs. Neil Broadbent has been contacted again, and has written to the Pub asking them to remove the metal supports on HCC land. In response to a planning application to erect a freestanding flag sign to which IVPC objected, the pub owners will remove the 2 existing signs, so IVPC has withdrawn the objection. JF stated that the Bridgets building will be divided into 4 units. 04.5 FINANCE An estimate of £308.88 has been received from HCC for Street lighting. This is a considerable increase. JAE to contact HCC to ask who their preferred contractors are.
