Minutes of the meeting held on Thursday 5th April 2007 in Martyr Worthy Parish Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, John Harris, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Joyce Edgell (Clerk), Jackie Porter (Hampshire County Councillor), Neil Baxter (Winchester City Councillor). One member of the public. 04.1 APOLOGIES: Bob Banham. 04.2 MINUTES of LAST MEETING The minutes of the meeting held on 1st March 2007 were approved and signed. 04.3 MATTERS ARISING ACTION a) Couch Green The play area reports have been received. No contract has yet been received for the new play equipment. An estimate is awaited to surface the car park. The new agreement with the football club has been agreed and signed. A Wednesday evening match has been notified. b) Old School Field No estimate has been received for the improvement to the play equipment. A cheque for £50 has been sent to IVPC to help with the grass cutting. The hedging was agreed at the Trustees meeting. An estimate will be obtained. EL/FP c) Low Cost Housing The lighting has been reduced. d) Footpaths The footpath from the railway line to Bridgets Lane needs to be done before the railway line footpath can be delegated. Peter Watson will cost it. Hyde Housing to be approached. Possibly apply to HAPTC for a Countryside Grant. HCC have not surfaced the path from Cowdown to Chilland Lane as delivery lorries would churn up the already muddy field. CB to contact HCC now the field is dry. CB e) Village Speed Limits Parishes have been approached to see if any village would like to apply for a 30mph speed limit. IVPC would like a 30mph limit on the B3047 where there is now a 40mph limit. JAE to write. JAE f) Itchen Abbas VDS SG has written an article for the magazine re the updating of the VDS. NB/SG to liaise hoping to put it on the web site. NB/SG g) Avington Seat A map will be sent to HCC with the site of the proposed seat. h) Travel and Subsistence Allowance Scheme for Parish Councils Notification has now been placed on the notice boards. SG proposed and GP seconded the motion that allowances should be paid for all duties of Parish Councillors. Everyone was in favour. 04.4 COUNCILLORS’ REPORTS and QUESTIONS SG reported that the rubbish collection had been successful. This will take place again next year. NB responded to the question of the sewage treatment works. The design of the Itchen Abbas treatment works is now going out to tender. WCC is still negotiating for the land for the Couch Green works. The application for the Avington works is not yet in. There is difficulty in working around the trees. AM commented on the application to discharge treated sewage effluent into rivers. IVPC will support Tichborne and Cheriton in objecting. JAE to write to the Environment Agency. JAE AM asked that as Andrew Robson was unable to attend the Annual Parish Meeting if Louise Waldron as chairman of governors could be approached to give his report. JAE FP complained that burst water mains in Chillandham Lane are happening too frequently. JAE will write to Southern Water. JAE ET asked if an “Easton Lane” sign could be erected in Easton. JAE will ask for a conservation quality sign. JAE The request for signs denoting “Long Walk” was considered unnecessary. ET commented about the excess of old tyres at the defunct filling station on the A31. JAE to investigate. JAE JF attended the WDAPC meeting at Curdridge. This meeting was poorly attended. JP reported that the Environment Agency has looked at the Board Walk Footpath. Contractors at the Banner Homes development continue to park in Northington Lane. AM will attend the Licensing Committee hearing re Slammin Vinyl on 24.04.2007 to object on Public Nuisance grounds. AM The owner of Matterley Bowl has applied for a Premises Licence. AM to draft objection.
