Minutes April 2008

 

Minutes of the meeting held on Thursday 3rd April 2008 at 7pm in Martyr Worthy Parish Hall. 

PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Shirley Howell, Elaine Labram, Bill Loader, Paul Moffatt, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor), Joyce Edgell (Clerk). Peveril Bruce (Matterley Estate).  1 member of the public. 

04.1 APOLOGIES: There were no apologies. 

04.2 MINUTES of LAST MEETING

The minutes of the meeting held on 6th March 2008 were approved and signed. 

SG welcomed Peveril Bruce who outlined the background and plans for the future at Matterley Bowl. He has a licence for six events for up to 15,000 people.

SG thanked Peveril Bruce for attending the meeting. JP commented that it was a worthwhile meeting building a constructive dialogue. 

04.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR

Jackie Porter informed the meeting that Easton has been included in the Village 30 scheme for 08/09. EL asked about the possibility of a 20mph in Easton.

A new contract for road maintenance starts 1st May. All drains/gulleys will be cleaned in the first year of contract. Grass at junctions cleared.

JP has been in contact with Hyde Housing re the lighting situation at Shepherds Field.

JP urged members to fill in the Alresford Town Partnership survey which asks people to list priorities. 

Neil Baxter commented that the national bus passes have not yet been received by WCC.

He also stated his concern about the proposed Avington Sewage Treatment Works. 

04.4 MATTERS ARISING                                                                                             ACTION

a) Couch Green

            The car park will be resurfaced shortly.

The bus shelter has been put back in situ after a vehicle had collided with it. Charlie Yeates has been asked to mend the broken slats. The roof is sagging and needs replacing. Concern that it might be asbestos. JP to consult an expert.                                              JP

A quote for a regular monthly inspection has been received from Serco. This will cost £10 per site. It was agreed to accept this.               JAE 

b) Old School Field

EL reported that the hedging and fencing will be postponed until the Autumn as it is too late in regard to birds’ nesting. The price will be held.

The meeting agreed to get new football nets in September.                        

e) Traffic Calming

            Several councillors will look at rural footpaths in other villages.           

04.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS

EL reported that Steve Brine PPC for the Conservative Party and a resident of Easton has circulated a survey re the Village 30 proposal. A village meeting will be held about June.

            There are many potholes in Easton. JAE to contact Neil Broadbent.                 JAE 

SH showed the meeting brochures of play equipment suitable for older children. JAE to find out how much the insurance will increase.                         JAE 

SR will check with Neil Broadbent re the Zig-Zag footpath down from Shepherds Field.       SR 

BL commented on the unsafe bridge rails near the Fulling Mill. JAE to contact Peter Watson.    JAE

He asked about the possibility of a boules piste on the Old School Field.

BL will attend the Planning Seminar at Basingstoke on 9.04.08. 

PF and JP are meeting Peter Chadwick of HCC to discuss the Avington Sewage Treatment Works.

The Avington road sign has not been repainted. JAE to remind.                        JAE

JH reported on a meeting with Mike Jarvis of Star Energy who want to drill two more exploratory wells.  

SG attended a seminar re Open Space Funds. Rules will be changed in approximately 18 months. There will still be a levy placed on builders of new homes but the money raised may not necessarily be available to the local parish. 

JAE has received a letter re concern over fly tipping. An article will be put in the magazines informing people who to get in touch with.                                  JAE

The street light on Station Hill has been reported.

A request for a church picnic on KGV on 15th June 2008 has been received.

The meeting agreed to this and there will be no cost. JAE to inform.                  JAE

04.6 FINANCE

            £150 has been received form the MacPherson Schoolfield Trust to help towards grass cutting on the field.

Planning Matters 

1. Matterley Bowl-Licence-see above

2. Police House Appeal-A representative from the Parish Council will attend the appeal on 30.04.08.

3. The Parish Council has written to WCC Planning Department pointing out that, whilst they have treated Larchwood as two properties when considering the recent planning application, the Council Tax Section of the City Council has treated Larchwood as one property.
