Minutes of the meeting held on Thursday 2nd April 2009 at 7pm in Martyr Worthy Village Hall.

04.2. MINUTES of LAST MEETING
The minutes of the meeting held on 5th March were agreed and signed. |

04.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
NB reported a snag concerning social housing rents; an increase of 6.1% had been agreed in accordance with government guidelines, but the reduction in interest rates has meant that that has to be reviewed. A copy of his monthly report to the local newsletter was received.
LP reported that Glade had met representatives of the police and WCC and that their plans were acceptable. He explained that Glade will be seeking an additional licence (to supplement the PREM500 licence which covers events at Matterley Bowl) to allow music to be provided up to 6:30 AM on the Saturday and Sunday mornings of the festival up to 45decibels. (Music on open air stages will cease at 11pm). IVPC members expressed concern at the extension of this music from 04:30 to 06:30 and the potential for disturbance to neighbours, but were somewhat reassured that representatives of WCC will be on site at all times.
A traffic management plan is to be produced and sent to the Clerk. IVPC sought assurances that signage will be improved. LP offered members a tour of the event, which will be taken up.
JP reported that the Children & Young people’s Plan for 2012 had been agreed; Ambulance response times are not reaching target, which is being monitored by the Health Overview and Scrutiny Committee; more retained firemen are needed at Alresford; Hampshire has been acknowledged as a four star authority; the announcement of the creation of a National Park nearby was well received, but will have planning implications; the Alresford Town Partnership is hosting a public meeting on 20th April about public transport, at which questions may be asked; IVPC was invited to put in its request for possible footway links.
Finally JP urged caution on the Hampshire’s roads in view of two fatal crashes during March.
The possible provision of double white lines on the B3047 was discussed. JP reported that additional traffic calming measures may be considered if police speed checks show that the limits are being exceeded. |

SD reported that a handbag had been stolen at TFMV Avington; a sheep was attacked by a dog in Easton Lane; the theft of chickens and pens in Easton; theft of planters in Itchen Abbas and damage to fences at Chillandham Lane.
It was also reported that travellers were camped in Bridgets Lane. SD explained that the issue of Notices to Quit was not a police, but a civil matter, for which the landowner (in this case HCC) is responsible. |

04.4 MATTERS ARISING
a) Play Areas:
All play area improvements have been completed – Delete.
Some recently purchased football nets do not fit and are to be exchanged.
Clerk to check whether Nick Adams has been advised that his quotation for play area inspections has been accepted.
No monies have been received from Winchester City FC for their use of Couch Green. A strongly worded letter is to be sent, demanding payment to avoid recourse to legal action. Clerk to locate copy invoices.
b) Footpaths
Zigzag: HCC contacted. Start of works is imminent.
Strawberry Lane hedge cutting: documentary evidence has been located, confirming an agreement with the landowner to cut these hedges, and that they did so in 2000/2001. SR will contact Manor Farm again.
c) Footway B3047: ongoing. To be left on agenda.
d) Lit Signs: No discussion. To be left on agenda
e) Parish Plan: Little interest has been shown amongst counicllors. This will be raised at the APM. |

04.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS
BL reported that the latest Chilland House and Box It plans had been approved, the latter under delegated powers.
PF asked about an advertising sign near the Chestnut Horse and was advised that such signs should be removed once ongoing works are completed. Resident to be advised.
PF suggested that an article about the Glade Festival should be placed in the local newsletters in May/June.
EL a fly-tipped chair in Fair Lane is to be removed.
EL reported that although residents are free to put anything in their gardens in a Conservation Area (within planning limits), a Conservation Officer will inspect what has been done opposite the Cricketers.
SG reported that a Steam Engine Rally is to be held at Mattersley Farm in aid of charity. Details to be e-mailed to members. |
