4.3 REPORTS FROM COUNTY & CITY COUNCILLORS
The reports of JP and NB are at Appendices A & B to these minutes.
NB also referred to problems regarding the land for the new sewage works which has been delayed due to the strictures of 1912 legislation, but progress is expected shortly. Problem trees on the B3047 have been cut back; no application has yet been received for a dwelling at the Trout Farm; it is expected that Easton Hall will be available for the May Elections, but back-up arrangements are in place.
4.4 MATTERS ARISING |

a) Footpaths: (i) substantial works are needed to redress the problems on the footpath behind Shelley Close; options are funding through the Small Grants Scheme and assistance from Conservation Volunteer groups. SG had arranged to meet a contractor’s representative on site with a view to identifying another solution. (ii) PF asked for confirmation as to how the School might approach the adjacent land owner with a view to obtaining a strip of land to permit safer access from the school to the village hall. It was suggested that that be done via HCC Education Department. (iii) SR is to check the boardwalk footpath and specifically the bridge(s).
(iv) A tree has been cut back on the old railway line footpath. Efforts are being made to confirm whether this was in fact done by WCC/HCC.
(v) The Clerk was instructed to write formally to residents adjacent to a footpath who are building and burning bonfires outside their property.
(vi) It was RESOLVED that the hourly rate paid to Mr C Yeates who carries out IVPC’s grounds/general maintenance would be increased by £1. |

b) Footway B3047: No further progress at HCC |

c) Lit Signs: JP offered a grant of £2,000 towards a new unit, to be shared by a number of neighbouring parishes. No further progress until post elections. |

d) Couch Green: i) Payment of outstanding debt by WCFC: a County Court judgement has been made in IVPC’s favour, and WCFC has been instructed by the Court to pay the due sum.
(ii) Water Bill: Southern Water have refused to waive their account for >£1,000. The Clerk is to write expressing dissatisfaction with the decision and taking advantage of SW’s offer of payment by instalments. |

4.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS
PM reported rumours of a potential planning application outside the settlement boundary, which will need to be handled carefully, in case of a precedent being set.
PF asked about the request for permission to plant a tree in memoriam. The consensus was that a fragrant lime would be preferable.
BB reported a co-operative attitude on the part of the Trout farm management – suspect trees have been dealt with and they are looking at options for noise reduction.
BB also said that the bus shelter roof needed repair. Clerk to contact Mr Yeates to effect repairs.
BL asked that action be taken to remove a fallen tree on the footpath near Fulling Mill.
PF reported that she had represented IVPC at the licensing ceremony for the new Rector.
PF also said that 4D were doing some survey work to do with a new drainage system. Rainwater gauge(s) are to be used to determine the cause of the water problems.
ET again commented on the overgrown hedges on Chapel Lane, which partially occlude a SLOW sign. Clerk to report this again.
ET asked whether it was in order for the Caravan Club to top the trees on their land without planning permission, and was advised that such was not needed unless the trees are in a Conservation Area or are the subject of a Tree Preservation Order.

The Chairman had received a request for grant funding from the Open Spaces Fund at the new Easton Cricket Pavilion (for new shelving for sports kit). WCC had confirmed that the proposal meets the criteria for a grant from OSF (Sports). It was RESOLVED to agree that a grant of £5,000 be released for this purpose.
It was noted that Easton had benefitted from a significant proportion of the sports element of OSF and it was RESOLVED that preference for funding from the play area/equipment element of OSF should be spent at Couch Green/Shepherd Close. |

A trip to Sir Harold Hillier Gardens is now more exciting and magical for children of all abilities following the official opening of a new Tree House, Flying Carpet and bamboo tunnels with a wobbly bridge to play on.
Hampshire Constabulary is now recruiting members of the community for Independent Advisory Groups (IAGs) across Hampshire and the Isle of Wight, to help us develop a better understanding of local communities.
Each area will have their own IAG, which will consider local issues, including impact of critical incidents and decisions around force policy and procedures. There will also be a force level IAG, which will consider strategic issues affecting the whole organisation, such as hate crime and knife crime.
Who can apply to be an IAG member? The Police wants people from the community who don't work for, or are not linked to the police in any way.They say they are looking for people who do not have access to the police in a formal role or for a political motive because they already have access to channels that let them have their say on policing.
People should be willing to attend regular meetings to discuss policing and other related issues - seeking fairness and equality for all whatever the subject matter.

The first meeting to discuss Travellers was held last week, and Sgt Smith is going to seek clarification of the laws available before the Parishes are introduced into the group, after the local elections now.
The Glade Licence is under review, following an application by the members of the public. Comments should be directed to WCC.
CAB for Alresford. The service has stopped due to lack of funding. There is a meeting for interested parties on April 13th at 10am at the ARC to consider sustainable funding for the service, or support to ensure rural residents have access to the Winchester service.
I attended the second round of ‘LTP3’ meetings last week. This is the Local Transport Plan, specific for first three years, strategic to 2026.The buzzwords?
A safe efficient and reliable transport system supporting a prosperous and sustainable Hampshire. Watch out for the consultation document in the Summer.
I asked for ‘improving the pedestrian experience’ to be included and the principle of rapid achievement of distances, as opposed to ‘deal with congestion’. Ideas for school transport will be welcomed and there may be a review of routes that are suitable for HGV’s
Enforcement being carried out. I stood at one site this week with a Policeman and a speed gun, where HCC vans were exceeding the limit (it wasn’t in the Itchen Valley)

WINCHESTER CITY COUNCIL JOTTINGS 15th MARCH, 2010.
COUNCIL TAX.
The Winchester City Council have approved the following changes to the council tax for the 2010/2011 year.
At Band D there will be an increase in the tax from £124.38 to £126.27 or put another way an increase of 3.5pence per week. This is a rise of 1.5%
The County Council, The Police Authority and the Fire and Rescue Service are increasing their taxes by 1.9%
When various parish precepts are added the consolidated average increase in council tax will be 2.1%.
SILVER HILL DEVELOPMENT.
Thornfield Properties who had the contract to develop the Silver Hills scheme in Winchester have been placed into administration. The control has been taken over by the Lloyds Banking Group. Negotiations with the administrator are due to take place as soon as possible.
HOUSING
The largest affordable housing scheme in the Winchester District for a decade is on the horizon.
The scheme is situated in a rural location to the rear of Willis Way straddling the parishes of both Headbourne Worthy and Kings Worthy. Planning consent has been given for 29 new affordable homes to be built
Construction is due to start in Spring 2010 with completion due in Summer 2011. The development is of 22 houses and 8 flats. Accommodation ranges from 1 bed to 4 bedroom homes.
MUSIC FESTIVAL.
Festival Republic (formerly Mean Fiddler) have surrendered their premises license for the event usually held in the May of each year at Matterley Bowl. This does not affect the licenses held by Mr Bruce or G Events (Glade).
Planning for the Glade Festival which will be held in July 2010 is underway and the first meeting of the Monitoring committee was held. The committee is composed of two representatives of each of the parish councils whose areas are affected by the Glade Festival, the County Councillor and myself. Glade are represented by senior executives of the company.
Issues to be discussed include noise levels pre 11.00pm and post 11.00pm. The Sunday night sessions, traffic issues such as the closing of the gaps on the A31 and signposting them in the valley villages on the B3047. Communications during the festival will be improved giving a hot line for residents to contact the WCC and or Glade should they have problems. Two further meetings are planned before July. We hope this initiative will be helpful allowing residents to inform the organisers of the festival of the issues which concern them.
SOUTH DOWNS NATIONAL PARK.
The committee members of the new SDNP have now been appointed and Winchester City Council is represented by Councillor Keith Woods and The County Council by Councillor Felicity Hindson
My role on the existing South Downs Joint Committee which currently runs the proposed park continues until 31st March 2011, though we will be shadowed by the new park authority members as soon as they are able to start assuming their new role
There are many issues yet to be resolved including the appointment of a Chief Executive, and where the Park authority will be based.
COUCH GREEN SEWAGE TREATMENT WORKS .
After months of frustration things seem to be happening, I will report on this next month when the situation is clearer. Hopefully once the legal issues are resolved I can get the WCC to start working on the new works as soon as possible which should be sometime later this year.
