Meeting held on Thursday 7th December 2006 in Itchen Abbas and Avington Village Hall.PRESENT: Alison Matthews (Chairman), Bob Banham, Cynthia Bolton, Jennifer Ffennell, Steve Gapper, John Harris, Elaine Labram, Geraldine Phillips, Eric Thompson, Joyce Edgell (Clerk). One member of the public. 11.1 APOLOGIES: Fiona Parry. 11.2 MINUTES of LAST MEETING The minutes of the meeting held on 2nd November 2006 were approved and signed. 11.3 MATTERS ARISING ACTION a) Couch Green JAE to ask if Open Space money can be used to get scalpings for the car park and new gate posts. JAE Permission has been given for a helicopter to make a landing on the field. Residents will be informed of the date. There is a tree down. JAE will inform Charlie Yeates. JAE The police have been informed that a 4 wheel drive vehicle has been using the field. b) Old School Field FP/EL are looking into filling the gaps in the hedge. FP/EL c) Low Cost Housing JAE to contact WCC about the road sign, Shepherds Field. IVPC does not want a WCC sign and is prepared to provide the sign. JAE NB has written to WCC voicing his disgust at the handling of the houses. He has also asked for one named person to deal with allocations. People who want a house have been given conflicting information. GP asked that AM and NB be thanked for dealing with this difficult situation. d) Footpaths CB presented the report on the Parish Poll Results. The poll is to become a regular event. The Easton Lane footpath will be cleared. The drum removed and a kissing gate installed. The Martyr Worthy footpath will be covered with hogging. The cost of covering the Cow Down to Chilland footpath is high due to the lorry not being able to get close. CB to ask householders along Main Road if access can be got from their premises. CB HCC to contact owner re widening the footpath from Trees to Itchen Abbas Church. e) Traffic Calming Nothing to report f) Itchen Abbas VDS This needs to be updated. g) WCC Winchester District Joint Consultative Committee Agenda AM/JF attended the meeting. WCC would like to see a wider PC involvement. 11.4 COUNCILLORS’ REPORTS and QUESTIONS AM reported on the Climate Change event and HAPTC seminar on the government white paper on local government. AM has put a notice in the Village News re the Silver Jubilee tree. ET mentioned the lorries that are parking on the road near Judes Ice Cream factory. JAE to look at the conditions when permission was granted. JAE GP commented on the drainage work by Demelza. They are waiting for a machine to clear the pipe. CB mentioned the drain by the Old House. There has been a reduction in the noise from cars in Station Close. JH mentioned the Chillandham Lane and Bridgets Lane drains. JH attended a transport meeting. There are cost pressures on subsidised schemes. JH will put an article in the magazines asking residents about their needs for transport. JH SG said the Yew tree on Station Hill has been cut. He will look into ways of making the Web Site more attractive. EL will contact the agents re the hedge at The Corner. Ideas to be given to JAE in the next 2 weeks. The Planning Improvement Plan will change arrangements with informing neighbours. The staff will receive increased training to raise the profile of VDSs. The developer of the Morn Hill Hotel was given another 18 months to complete the hotel. After this time planning permission is lost. The S106 agreement is not to be enforced. AM to inform GOSE.
