Minutes of the meeting held on Thursday 6th December 2007 in Itchen Abbas and Avington Village Hall.PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Elaine Labram, Fiona Parry, Sarah Robinson. Joyce Edgell (Clerk). One member of the public. 11.1 APOLOGIES: Shirley Howell, Bill Loader, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor). 11.2 MINUTES of LAST MEETING The minutes of the meeting held on 1st November were approved and signed. 11.3 REPORT from COUNTY COUNCILLOR This had been circulated prior to meeting. 11.4 MATTERS ARISING ACTION a) Couch Green It was agreed to purchase a fixed litter bin at a cost of £190. JAE FP has acquired estimates for re-surfacing the car park. She will contact Stuart Dunbar-Dempsey. FP FP has someone who would mend the down pipe on the portakabin. The portakabin has been painted. FP has thanked the painters on behalf of IVPC. b) Open Access Plans Plans received were dated 2005. Draft access plans for the Hampshire Downs have been received. SR will see if they are relevant to this Parish. SR c) Avington Seat No volunteers yet. Another name has been suggested. JAE will contact. JAE d) Martyr Worthy Notice Board Charlie Yeates will put new Perspex on the board. 11.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS PF reported on the E-Planning meeting she had attended. This will be phased in gradually throughout the country. The Avington nameplate on the A31 side needs attention. JAE will contact Ron Duff. JAE BB commented on the WCC signs for The Paddock. The UIVS to be approached to finance a sign without the WCC logo. SR is finding out the current situation re the pathway from Shepherds Field to the old railway line. SR Hyde Housing has suggested the Art College be asked to design “Children at Play” notices. SR will investigate further. SR FP reported the bar over the bridge at the bottom of Chilland Lane is broken. SR to contact Peter Watson. JAE FP asked for a reminder to put be in the magazines to ask house holders to keep their ditches clear. JAE EL reported more vandalism to cars at The Chestnut Horse at Easton. Quotes have been received re the replacement hedge at the Old School Field. JAE to apply to the Open Space Fund. Including a new gate, this will be in the region of £2000. JAE The member of the public present asked if there was any news re the 30mph limit. SG responded that a meeting between the County and the Police was due to take place on 7.12.2007. 11.6 FINANCE The Audit Commission has returned the accounts for 2006/7. Notices have been put on the Notice Boards. An article will be put in the magazines. JAE Some responses have been received from Parish organisations in reply to the letters sent re the Budget for 2008/09. The Precept will be fixed at the January meeting. Penny Flemons has agreed to be a signatory on the cheques. NO OBJECTION be RAISED Planning Matters: An appeal has been lodged with the Planning Inspectorate by Mr Ray, Police House, Main Road, Itchen Abbas against the refusal of the Council to permit the planning application for proposed erection of new dwelling and garage. An appeal has been lodged with the Planning Inspectorate by Mr Briarcliffe, Site at Matterley Farm, Alresford Road against the Enforcement Notice served by the City Council alleging without planning permission the material change of use of the land from agriculture to use for storage. Relief of Condition 7, Larchwood, Main Road, Itchen Abbas. Planning permission for the relief of Condition 7 is not required. 11.8.CORRESPONDENCE JAE commented that there is an increase in e-mail correspondence, which is circulated to Parish Councillors as it arrives. 11.9 DATE of NEXT MEETING Thursday 3rd January 2008 at 7pm in Martyr Worthy Parish Hall As this is the last Parish Council meeting Fiona Parry will be attending Steve Gapper thanked her for all the efforts and work she has carried out on behalf of IVPC over the last 12 years.
