Minutes of the meeting held on Thursday 4th December 2008 at 7pm in Itchen Abbas and Avington Village Hall.
PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Elaine Labram, Shirley Howell, Bill Loader, Paul Moffatt, Sarah Robinson, Jackie Porter (County Councillor). Joyce Edgell (Clerk). 27 members of the public.
The Chairman introduced PC Stephen Dicker and Police Community Support Officer Helen Ashcroft to the meeting. Dates of the Mobile Police Station visits to IAAVH will be published in the Village News.
Residents of the dwellings alongside the B3047 were invited to discuss the proposed footway through Martyr Worthy and Itchen Abbas.
There was concern about the narrow stretch where there is no grass verge. Many householders present were prepared to give a piece of their land. The surface of the footway needs careful consideration as the meeting did not want it to look urbanised. A number of questions were raised by those present and the Chairman undertook to seek answers by the end of February.
Overall there was a general feeling of support for the footway. A referendum should be for all residents of the village, not just the residents of the B3047. The chairman thanked everyone for attending the meeting.

12.4 MATTERS ARISING ACTION
a) Easton Village 30 Survey
71 replies have been received. Closing date is 12th December. The survey will be looked at in the January meeting, when a formal decision will be made.
2 requests have been made for a rethink of the Cricketers junction. 20 supporters will be needed, and then the request will be sent to HCC.
b) Play Equipment
The play equipment for Couch Green has been ordered, but there is a query about the need for a safety surface. There has been conflicting information. Before the order is accepted by IVPC a letter will be written to the firm saying we have been misled into thinking no safety surface will be needed for this equipment. JAE
c) Footpaths
Strawberry Lane - Ongoing
SR met Neil Broadbent and 2 residents of Bridgets Lane/ Shepherds Field to discuss the siting of the zigzag path. The path will be put nearer the bridge. Work should start soon.
d) Lit Signs
As the meeting has agreed in principle to having lit signs £750 needs to be added to the 09/10 budget. If the moving of the signs can be met within the community the moving cost will not apply.
12.5 FREEDOM of INFORMATION ACT
The Model Publication Scheme has been circulated. EL proposed that this should be adopted, JH seconded the proposal. The meeting was in favour. This must be made available for the public on January 1st 2009.
12.6. PARISH COUNCILLORS’ REPORTS and QUESTIONS
EL reported that the travellers have left Easton, but have left rubbish. The meeting agreed that once the rubbish has been cleared the ground could be ploughed. PM to contact the farmer. PM
The building of Easton Village Hall will be put out to tender in April. Demolition is planned for September.
The replanting of the hedge at Old School Field will take place soon.
PF reported that the appeal time for the planning application for the Sewage Works in Avington has expired.
PF attended a talk by Lord Griffith on the current financial situation.
JH and PF attended the Housing Forum Seminar. It was an update on the housing targets.
JH met the bursar from Princes Mead. A planning application is expected to change some land from agricultural to recreational. JH would like to put a condition on the planning application that there will be no lighting on site.
BB commented that paperwork for changes to existing planning consent makes it difficult to identify what the changes are.
PM queried the position of the 30mph signs in Bridgets Lane. JP replied that Mott Gifford has been asked to look at the positioning of all the 30mph signs. He commented on 2 recent accidents which have happened at Graces Farm. JP has asked for a pattern of the accidents to see what can be done.
SG has been contacted by Hyde Housing re the possibility of affordable housing at the old sewage farm in Itchen Abbas.
12.7 FINANCE
The budget for 2009/10 was discussed. £750 for Lit Signs to be added. An increase of £100 for the clerk’s salary and the removal of grass cutting at Martyr Worthy War Memorial.
