10.035 a) Report of District Councillor Neil Baxter:
WINCHESTER CITY COUNCIL JOTTINGS 12TH NOVEMBER 2010.
One of the decisions made by the Coalition government in an endeavour to reduce our enormous borrowings is to reduce local government funding by 28% by 2014/2015. This places considerable pressure on local council budgets which are already stretched to the limit. One of the consequences of this decision will be a reduction in available funding for voluntary organisations next year.
The question has been asked if there will be any associated effect on Parish Council precepts. The answer is probably not. WCC as the Billing Authority exercises no control over the parish precept and is simply required to add the parish's requirements to its own budget requirements and collects it on the behalf of the parish.
However a parish council may choose to increase its precept to help support an organisation based in its own area which serves local residents and requires assistance. The parish council has more flexibility than WCC over this as the WCC have the council tax capped, but the capping rule excludes parish and town councils. Parish and Town Councils can effectively set their own budgets in accordance with the existing rules.
PLANNING.
AFFORDABLE HOUSING.
For some time I have been in discussion with the Housing department about the feasibility of utilising the site of the old sewage treatment works in Itchen Abbas for affordable housing. The land where the works were belongs to the WCC and we believe it has the services to support a small development.
Unfortunately the Hyde Housing Association were unable to design a viable scheme, however another association Radian are now working on the project and making good progress.. A number of surveys have been completed and a Developer is trying to design a layout of six two and three bedroom houses which is proving to be difficult.
There are a number of issues which require a solution, and also a dialogue is necessary with the IV Parish Council and local residents. I will keep residents informed of the progress which I trust will not drag on the way the Bridget’s Lane development did.
BARTON FARM.
The Barton Farm saga continues. During the past week in the High Court the Judges have ruled that the regional planning targets are still in force. In doing so they sided with the developer Cala Homes who launched a legal bid to strengthen its position before the important public enquiry next February to decide the future of the Greenfield site.
Our local MP Steve Brine stated (according to the Hampshire Chronicle)" in reality this judgement changes very little as later this month the Coalition Government will be introducing it's Localism Bill to parliament which will sweep away the controversial regional strategies once and for all".
Gala Homes wish to build 2000 homes on the Greenfield site. The Save Barton Farm Group gave notice that they would fight on if Gala Homes obtains planning approval and would return to the High Court to challenge the decision.
The public enquiry to decide the future of Barton Farm begins at Winchester Guildhall on February 8th 2011.
COUCH GREEN SEWAGE TREATMENT WORKS.
The good news is that progress is being made. I was informed this week by a Council officer that the purchase of the land where the works have to be sited is now underway and should by now be completed.
He felt that that the Council could start on the preparatory work soon and the actual building of the treatment works could be finished in the first quarter of 2011. This is news we have tong awaited and I will keep residents of Couch Green informed of progress through my bi-monthly reports.
BLUEPRINT.
Since the launch of Blueprint in October over 300 packs have been distributed to a wide range of organisations across the Winchester District Councillors were encouraged to get as many local organisations involved and hopefully interested. With that in mind I discussed the Blueprint with the Chairman of the Upper Itchen Valley Society and as their AGM was coming up in the next few weeks it seemed a good opportunity to get a senior Officer from the District Council to come to the meeting and speak on the subject. I am hopeful the society will come up with some useful imputs on the theme of localism.
The IVPC also discussed it at its November meeting and has circulated a questionnaire to residents to find out their views on localism and help it prepare it's submission to the District council by the 10th December 2010, The submissions made across the Winchester District will help the council produce a new draft LDF. The purpose of the Blueprint is to allow you to tell us what local needs exist in the ltchen Valley particularly in terms of housing, employment, transport, community provisions and infrastructure improvements, particularly as there are now no Government targets for housing
