Meeting held on Thursday 5th February 2004 in Easton Village Hall.PRESENT: Martin Woodcock (Vice Chairman), Jennifer Ffennell, Steve Gapper, Fiona Parry, Geraldine Phillips, Eric Thompson. One member of the public was present. 02.1 APOLOGIES: Alison Matthews, Cynthia Bolton, Elaine Labram, Paul Twelftree. 02.2 MINUTES of LAST MEETING The minutes of the meeting held on Thursday 8th January 2004 were approved and signed. 02.3 MATTERS ARISING ACTION a) Play Areas The annual inspection of the play areas will take place during the week beginning March 1st. As yet no-one has been found to monitor the play equipment at Couch Green and Old School Field.
Itchen Valley football team have complained about the dog faeces on the football pitch at Couch Green. JAE to put a letter in the magazines. It was suggested that a sign might be erected. JAE b) Pentex Oil Russell Jordan of Pentex Oil attended the open meeting on 13th January 2004 in Easton Village Hall to answer concerns from residents. About 30 residents attended. The application will be presented to the WCC Regulatory Committee on 18/02/2004. c) Low Cost Housing Hyde Housing Association have sent a letter to the existing residents asking them to sign an agreement if they wish to benefit from the new sewerage treatment plant. d) Finger Posts PT approached Acorn Doors to ask if they could make a new sign for the Walnut tree in Itchen Abbas. This has been done and the sign was brought to the meeting. JAE has written to Acorn Doors, thanking them.
AM met Phillippa Eldridge re a new sign for Church Lane, Easton. WCC will send an estimate and Norman Beaumont to be asked for a quote. JAE MW asked why the back of the Church Lane, Martyr Worthy footpath sign was red. JAE to ask Norman Beaumont to paint it. JAE
Parishes are to have a view on the type of road signs. Payment may be requested for Conservation Area signs. It was agreed that IVPC would like to be given the choice. e) Sewerage Neil Baxter sent a copy of an e-mail he sent to Councillor Barry Lipscombe, stating his deep concern about the delay in providing new sewage treatment works in Itchen Abbas. f) Flooding GP reported on a meeting she had attended on 20/01/2004 re flooding. The Environment Agency have carried out minor works in all the vulnerable areas. It was stressed that clearing ditches is the responsibility of landowners. The Agency favours Flood Action Plans. SG to see if insurance is affected by having a Flood Action Plan. SG 02.4 COUNCILLORS’ REPORTS and QUESTIONS JF asked about clearing the footpath behind Couch Green. Charlie Yeates has agreed to do this.
FP said minor repairs were needed to play equipment at Old School Field. She asked if anyone knew a person who could do odd jobs for the Council. A name was suggested.
GP reported that a public meeting has been arranged on 23rd February in Easton Village Hall to enable residents to see plans for the new village hall before the application is submitted.
MW reported that the footpath near Yavington Mead just before the river crossing has a tree down. JAE to contact Peter Watson. JAE
EL wrote to say the fence around the Old School Field is in a bad state. FP is liaising with Stuart Dunbar-Dempsey to see if funding could be made available. FP 02.5 FINANCE
Clarification was given about the amount held in the Open Space Funding. It was agreed that Itchen Abbas could continue with increasing the size of the boules piste. It is possible that Itchen Abbas will no longer want to add to their play equipment. FP to continue to enquire about play equipment for Couch Green and Old School Field.
JAE reported that the cost of field maintenance for this financial year is comparable with other years. Goldstar MSA Forecourts Ltd. have withdrawn their appeal. The Enforcement team to visit Princes Mead re parking. 02.9 CHAIRMANSHIP of IVPC In her absence Alison Matthews asked IVPC to be aware that she does not wish to continue as chairman for much longer. If there is anyone who would like to be considered, would he/she please speak to Alison. 02.10 CORRESPONDENCE Boundary Committee-Review of HCC-Draft recommendations that Wonston will join Itchen Valley ward. WCC-Performance Assessment Report-The Audit Commission has judged WCC as a Fair Council. National Playing Fields Association Newsletter.
