Meeting held on Thursday February 3rd 2005 in Itchen Abbas and Avington Village Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Fiona Parry, Geraldine Phillips, Paul Twelftree, Joyce Edgell (clerk). One member of the public was present. 02.1 APOLOGIES: Eric Thompson, Martin Woodcock. 02.2 MINUTES of LAST MEETING The minutes of the meeting held on Thursday January 6th 2005 were approved and signed. 02.3 MATTERS ARISING ACTION a) Couch Green The drain cover has been replaced, thanks to ET. The play equipment inspection will take place during the week beginning March 7th. FP and a member of Itchen Abbas and Avington Village Hall Committee wish to be present. JAE b) Low Cost Housing Hyde Housing will inform FP which people are still interested. Hyde have asked for an article to be put in the village magazines stating the present situation and asking if there is anyone else interested. AM/FP c) Sign in Church Lane, Easton A photograph of a conservation sign stating Church Lane Only to be acquired and shown to the owners of the wall. AM/EL Neil Broadbent to be contacted to ask what can be done about the surface of Church Lane after the Old School Field. JAE d) Footpaths In order to make a valid application to request the railway line footpath be put on the Definitive Map, landowners must be individually notified. Also required are people to give evidence that the footpath is used. CB/JAE CB reported that HCC are publishing a booklet about the St. Swithun’s Way. HCC will investigate the state of the footpath. e) Traffic Calming Sue Glasspool has advised that there is no money available from the CHARTS scheme for traffic calming on the B3047 for the year 05/06 but she will investigate other funding. A letter has been received from Graham Clifford stating that speed checks will be put in place along the B3047 to see if the 40mph can be extended. JAE to reply asking that no speed checks be carried out during half term. JAE f) Publication Scheme under the Freedom of Information Act 2000 JAE reported that the Information Commissioner has agreed the Publication Scheme for IVPC. Leaflets have been distributed with the magazines. The scheme has been published on the Web Site.It was agreed to charge £1 per A4 sheet requested. 02.4 COUNCILLORS’ REPORTS and QUESTIONS FP commented on the amount of litter at Winnall. AM has already written EL reported that the hedge at The Corner will be cut back in the Autumn. SG reported that the web site is up and running, with a new address, www.itchenvalleyparishcouncil.org.uk. He asked about the benches at Avington Lake which seem to be missing. JAE GP stated that Easton Cricket Club will be sending a list of all local players. She had attended the Test and Itchen catchment liaison meeting. Property owners can approach the Environment Agency to ask for help with ground water flooding. Financial assistance may be given. GP to report this in the village magazines. GP JF voiced concerns about continuing the railway line footpath through to Bridget’s Lane. (She has an interest.) AM commented that the work being carried out in Avington is for drainage. JAE has had a letter from Norma Pratt about dog fouling on KGV. FP will look at the signing. FP 02.5 FINANCE £75 has been received from Itchen Valley Football Team for hire of the pitch. SUPPORT 02.7 PLANNING DECISIONS Noted as listed in the agenda 02.8 PLANNING MATTERS JAE has received assurance that the rubbish from the boundary at Martyr Worthy Place will be cleared. Theo Mezger gave a presentation about the new plans for Easton Village Hall. IVPC will be asked to support the proposal if it is approved by a public meeting to take place on 7/02/2005. AM has responded to the Local Plan , objecting to plans for a Park and Ride at Magdalene Hill and pressing for the Itchen Valley Management Strategy to be adopted as Supplementary Planning guidance. The consultation for the South East Regional Plan is taking place. AM urged people to write with their comments. The planning application for a hotel at Morn Hill will be considered by the Planning Development Control Committee on 9/02/2005.
