Meeting held on Thursday 1st February 2007 in Itchen Abbas and Avington Village Hall.PRESENT: Steve Gapper (Vice Chairman), Cynthia Bolton, Jennifer Ffennell, John Harris, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Joyce Edgell (Clerk). One member of the public. 02.1 APOLOGIES: Alison Matthews, Bob Banham 02.2 MINUTES of LAST MEETING The minutes of the meeting held on 4th January 2007 were approved and signed. 02.3 MATTERS ARISING ACTION a) Couch Green FP/JAE met Stuart Dunbar-Dempsey who has sanctioned the proposed new play equipment, painting the outside of the changing rooms, and putting down hogging on the car park. FP has shown the design of the play equipment to local residents who approve the design. FP is getting an estimate for the hogging and slight widening of the entrance. FP FP/JAE are meeting the organisers of the football team on 2.02.2007 to talk about further use. FP/JAE The play area inspections will cost £35 +VAT. Couch Green not to be inspected this year. JAE b) Old School Field FP/EL have proposed to have the hedge grubbed out and 4ft deer fencing erected. FP to get an estimate. FP FP to ask the erectors of the climbing frame to suggest how it could be improved as it is little used. FP c) Low Cost Housing Dwellings have been allocated. Mid March is the scheduled finishing date. A letter has been received refusing the request for a conservation type nameplate. NB will follow up this refusal. NB JP to find out what lighting was in the original plan. JP d) Footpaths HCC have put a kissing gate on Easton lane and resurfaced the path to Martyr Worthy Church. CB to report a damaged footpath sign in Rectory Lane and the sign at the Chestnut Horse. CB The path from Chillandham Lane to Cow Down is soon to be resurfaced. HCC is discussing with the landowner the state of the Shelley Close footpath. The landowners are being consulted re making a safe path from the board walk footpath to Strawberry Lane. AM/CB will respond to the survey re the Countryside Access Plan. AM/CB e) Traffic Calming JP commented that movement is slow re the 40mph on the B3047. Resurfacing the road outside The Trout will take place in the spring. FP attended the presentation re traffic calming in Kings Worthy. f) Itchen Abbas VDS Ongoing g) Pinder Centre Sign The sign by the Walnut tree in Itchen Abbas has been removed. 02.4 COUNCILLORS’ REPORTS and QUESTIONS JP presented her report. SEERA and GOSE have set a timetable for local authorities to provide move on and permanent sites for travellers. Rights of Way maps can now be accessed on line. NB reported that tenders have gone out for the Sewage Treatment works. GP has queried with BT the position of a new telegraph pole near her house. CB reported that the trailer at the front of the industrial units has gone. JAE to ask the planning office about the ones at the back of the units. JAE The gulley along Northington Lane has been damaged. JAE to inform Neil Broadbent. JAE EL commented on the WCC budget meeting she and JH attended. EL will book the bus timetable in the magazines. EL She gave her apologies for the March meeting. FP said the hedge at the end of Bridgets Lane has still not been cut. JAE The hedge alongside the pavement opposite the Couch Green bus shelter needs cutting. JAE to contact the landowner. JAE SG says the Village Hall is aware of the problem with gravel running down onto the pavement in heavy rain. Comments were made about the excessive lighting at the Vet Centre. JAE to inquire. JAE JAE reported that the telephone box in Itchen Abbas is now operational. JAE attended a meeting at New Alresford re the Computer Access Point which is being installed in conjunction with HCC and WCC. A letter has been received re the condition of the road from Avington Church to the golf club. Hedges need cutting and the tarmac has been damaged. Neil Broadbent and landowners will be contacted and the letter will be answered. Demolition of garage and shed; erection of replacement garage, office, store and access gate (Resubmission) NO COMMENT 02.7 PLANNING DECISIONS As noted in the agenda 02.8. PLANNING MATTERS The Paddock has been chosen for the development in School Lane, Itchen Abbas. JAE has written asking for a conservation type sign. CB attended a presentation on 25.02.2007 re the revised plans for the Itchen Abbas Church extension. On behalf of Mrs Faber JAE has contacted Michael Edwards asking why some Poplar trees can be felled while others have TPOs. The planning office has given consent to the Jessamine House under delegated powers. The Parish Council has been invited to Lower Chilland House to discuss the planning application for the garden improvements. FP/JH will attend. FP/JH 02.9 CORRESPONDENCE The Citizens Advice Bureau outreach surgeries at Alresford will close in April. Thornfield Properties have revised their scheme for the Silver Hill development.
