Minutes of the meeting held on Thursday 7th February 2008 in Itchen Abbas and Avington Village Hall.PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Shirley Howell, Bill Loader, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor), Joyce Edgell (Clerk). 2 members of the public. 02.1 APOLOGIES Elaine Labram 02.2 MINUTES of LAST MEETING The minutes of the meeting held on 3rd January 2008 were approved and signed. 02.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR Jackie Porter presented her report. She has ascertained that the frontages along Main Road, Itchen Abbas, are Hampshire County Council owned. The length, the surface and planning constraints need to be investigated. Also the possibility of funding. A meeting will be called for residents to put forward their views. A Traffic Regulation Order for the Village 30 scheme will be advertised. Discussions with the Police are ongoing. IVPC will put in an initial request for Easton to be included in the Village 30 scheme. A meeting will be held with Easton residents to ask their opinions. Neil Baxter reported on the Morn Hill Hotel inquiry. The hotel has been in receivership. The new owners want to build a Holiday Inn. This was agreed with a new S106 agreement. He commented that there had been good attendance at all of the Local Development Framework meetings. SR asked if he knew what the plans were for the old Itchen Abbas sewage works. He replied that the site is suitable for affordable housing.
02.4 MATTERS ARISING ACTION a) Couch Green IVPC has received £3000 from the Open Space Fund for the car park re-surfacing. The contractors have yet to agree a date. JAE will ask the sponsors of the football club for an estimate and consult Stuart Dunbar-Dempsey for his approval. JAE It was agreed not to increase the hiring charge for the football team for the 2008/09 season. JAE reported that the back of the Portakabin will be painted. New Hampshire League rules state that poles and ropes have to be erected around the pitch on match days. IVPC does not want permanent holding pipes put into the ground. JAE to discuss with the football organisers. JAE b) Old School Field The money has been received for the fencing and hedging. A request has been made for a new pedestrian gate to be erected. Estimates will be acquired. c) “The Paddock” sign This has been ordered from Norman Beaumont. The Upper Itchen Valley Society has agreed to fund the sign. d) Avington Bench A bench has been erected by Shawn Brewer at no expense to the Parish Council. JAE has written to Shawn, thanking him. e) Parish Council Vacancy The meeting agreed to co-opt Paul Moffatt on to the Parish Council. He will represent the Easton and Martyr Worthy Ward. JAE f)Traffic Calming See Jackie Porter’s report above. g) Freedom of Information - New Mandatory Model Publication Scheme JAE notified the meeting that there is to be a New Mandatory Model Publication Scheme. The scheme will be available by the beginning of June 2008 and must be adopted by 1st January 2009. h) Representative on Martyr Worthy Parish Hall and Winchester Villages Trust Martyr Worthy Hall representative will be decided at the next meeting. Penny Flemons will be IVPC’s representative on The Winchester Villages Trust. JAE 02.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS SH asked about provision of equipment for older children at Couch Green. She will ask for recommendations from the children/parents. SH PF reported that the time limit has expired for 4D to appeal against the refusal of the Sewage Works at Avington. JH has penned a letter to be sent to Fiona Tebbutt, with a copy to Barry Lipscomb, Chairman of the Planning Committee, re Larchwood, Itchen Abbas. He will also investigate whether Unit 1 at Itchen Abbas can become a retail unit. JH BL reported that the hedge has been cut along Long Walk. BB commented on the state of the Gas Works at Martyr Worthy. SG will ring the Gas Board. SG ET commented that the poles used for notices re The Percy Hobbs are still there. SR reported an April start for the zig-zag path down from Shepherds Field to the old railway line. She has had difficulty in getting an answer from Peter Watson re the state of the bridges over the river at the bottom of Church Lane and Lower Chilland Lane. JAE will contact Peter Watson. JAE SG has received an invitation from Itchen Abbas School. JH will attend for him. JH The drain on the bend by The Trout needs clearing. JAE 02.6 FINANCE It was agreed to get estimates for the grass cutting of the fields for the 2008/09 season.
