Minutes of the Itchen Valley Parish Council meeting, held on Thursday 5th February 2009 at 7pm in Itchen Abbas and Avington Village Hall.

PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Shirley Howell, Bill Loader, Paul Moffatt, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor), Joyce Edgell (Clerk). One member of the public.

The chairman introduced Steve Lincoln of WCC who described the advantages of having a Parish Plan. WCC encourages all Parishes to develop a Parish Plan. This is a complementary document to the Village Design Statement. The Parish Plan lays out a shared vision for the community over the next 10+ years and contains a detailed action plan for achieving this vision. It should be comprehensive and consider all aspects of local life including social, economic and environmental issues of concern to the community. Representatives from each village should be on the steering committee in addition to several Parish Councillors.

SG introduced Steve Opacic, Chief Forward Planning Officer for HCC, to talk about the implications of the B3047 footway. SO explained that a footway will make little or no difference to any planning decisions under the current infilling policy (H4). However, he did add that H4 is seen as too restrictive and is due to be replaced in the next 12 to 24 months.

02.2 MINUTES of LAST MEETING
The minutes of the meeting held on January 8th were approved and signed.

02.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
JP informed the meeting that the bulbs in the high lights at Shepherds Field have been changed. The bollard lights are still to be changed.

NB stated that the planning application for Lower Chilland House will come before the Development Control Committee on 17.02.09. He said it is important that IVPC is represented. IVPC will have a representative present.
WCC has not yet managed to purchase the land for the Couch Green sewage treatment works.

02.4 MATTERS ARISING                                                                                            ACTION
a) Play Equipment
An estimate for £456 for the safety surface under the aero whirl at Couch Green has been received. IVPC accepts this estimate. JAE to write.                JAE

The meeting agreed to accept the quotation which David Compton has obtained for the three play area inspections. This is for £114.50. It was agreed not to have a meeting with the inspector, but to ask for a written report.     JAE
The suggestion that a resident be trained to do the monthly inspections is to be investigated.
b) Footpaths
There has been no progress with the footpath down from Shepherds Field to the old railway line. SG to contact Neil Broadbent.                             SG
 
SR has ascertained from Peter Watson that it is the landowner’s responsibility to cut the hedges at Strawberry Lane. SR will contact Itchen Stoke Estates.        SR

c) Trout Farm Trees
            Neil Broadbent to be asked for a progress report.                                         JAE

e) Lit Signs
            Nothing to report

f) Vacancy for Parish Clerk
            No applicants to date.

g) Electricity-Couch Green
A large bill is expected for the electricity at Couch Green. The electricity board’s records showed erroneously that the Portakabin was not being used. A meter reading has now been taken.

02.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS

JH contacted HCC and Stagecoach about the removal of the extra bus stop sign near Mill Lane. It was decided that as the cost of removing the sign is high, it will be left in situ.

PF reported that the slope on the footpath from the golf club to Avington has been lessened. HCC will seed it when weather permits.

SG will not be present for the March meeting. JH will also be away. PF agreed to chair the meeting.

02.6 FINANCE

Letters have been received from Martyr Worthy Parish Hall, Itchen Abbas and Avington Village Hall and Avington PCC. Their grants have been sent.

As no response has been received to our letters in December the following cheques have been cancelled:
