Minutes of the meeting held on Thursday 4th February 2010 at 7pm in Itchen Abbas & Avington Village Hall.

2.2 MINUTES of LAST MEETING
The minutes of the Ordinary Meeting held on 7 January 2010 were agreed and signed.

 

 

 

At 7:05pm the meeting recessed into open forum to allow Mr Cunliffe, Winchester Gospel Hall Trust to outline current plans for the proposed Gospel Hall at Northington Lane  & resumed at 07:15pm. A report is contained in Appendix A to these minutes.

 

 

 

2.3  REPORTS FROM COUNTY & CITY COUNCILLORS
The reports of County Cllr Jackie Porter and City councillor Neil Baxter are at Appendices B & C to these minutes.

 

 

 

2.4 MATTERS ARISING
a) Footpaths
            (i) Strawberry Lane: An earlier letter addressed to the landowners regarding their failure to cut back the hedges is to be forwarded to Cllr Robinson.
b) Footway B3047: We have requested that a stretch of footway has been included in the HCC programme. Monitor.
c) Lit Signs: Nothing to report
d) Couch Green
 (i) Payment of outstanding debt by WCFC. No feed-back had been received from the court. Clerk to follow up.
(ii)  A further letter has been sent to the water company asking them to address the issues in the PC’s initial letter.
e) Model Standing Orders: A draft presented by the clerk to the Chairman had been signed, but new Model Standing Orders had been received from NALC, which will be modified for IVPC by the Clerk.

f) Lighting: Cllr Moffatt had checked on a defective IVPC light near Martyr Worthy War Memorial. A further check is to be undertaken.

2.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS
PL asked that an up to date list of contact details be circulated to members.
PL reported seeing officials inspecting Avington House car park; it was felt that might have to do with the location of the holding tank.
SR reported that travellers camping in the woods are gradually being removed.
JH reported that a new date had been set for the Archimedes Screw application to be heard by the City Planning Committee.
EL reported that a heap of dog faeces had been deposited on the footpath by the Chestnut Horse. The Clerk is to write to near neighbours.
EL also reported that she will be submitting a personal planning application: change of use of agricultural land to domestic use.
SG reported that Serco had been picking up rubbish along the highway, and welcomed the fact that an open topped bus had been used as a means of reaching/cutting back overhanging vegetation.

2.7 PLANNING

W21621: Mr Barry Turberfield, Park View Main Road Itchen Abbas:  (HOUSEHOLDER) Demolition of single garage and entrance porch and construction of two storey front extension to form bedroom with en-suite, study and entrance lobby and attached single garage with deck access above. Decision: Application Refused.

2.8. ADVERSE WEATHER CONDITIONS
It was agreed to request additional grit bins: Avington (2) (i.)By the Pinder Centre & (ii) Near the West Hill dairy); Easton (3) (i) By The Cricketers, (ii) On the corner near Dairy Farm, (iii)  + one other TBC); Itchen Abbas (2) (i) Outside the school on School Lane (ii) corner of Shelley Close/Station Road); Couch Green  (At the top of Couch Green by the old people’s house).

2.9  POSSIBLE WITHDRAWAL OF HALC FROM NALC
It was agreed to inform HALC that “this PC supports HALC’s determination to seek change and transparency from NALC, and as an indicator, we request that NALC circulate details of the following to CALCs by 1 April 2010:

  • Further details of the Annual Accounts for the 2008/2009 financial year as presented at the last AGM, where many shortcomings in that presentation were noted; specifically, notes clearly identifying (i) the sources of all income and (ii) expenditure on main aspects of its activities, all with the relevant values.

  • A report detailing its successes in the last 3 years in influencing Government on matters affecting local Councils and its planned activities for the next 2 years”.

It was agreed to write to Barnados declining their offer to locate a textile bank in the parish.

2.11     DATE of FUTURE MEETINGS

The next meeting will be on Thursday 4th March 2010 at 7pm in Itchen Abbas & Avington Village Hall.

The May meeting will need to be postponed due to its clash with local/national elections on 6 May. An alternative date of 13 May was suggested, but will depend upon the availability of the village halls.
