Minutes of the Itchen Valley Parish Council Meeting held on 2nd January 2003 at Itchen Abbas & Avington Village Hall

PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Fiona Parry, Adrian Sindall, Eric Thompson, Paul Twelftree. 

01.1 APOLOGIES: Elaine Labram, Martin Woodcock.

Prior to the meeting Frankie Dawson (IVPC representative on the governing body of Itchen Abbas Primary School) was introduced. She said that the school was thriving, busy and had a happy atmosphere. She is willing to continue as representative.

01.2 MINUTES of LAST MEETING

The minutes of the meeting held on Thursday 5th December 2002 were approved and signed with an alteration under 11.4 which should read B3047 not A31.

01.3 MATTERS ARISING                                                                                                ACTION

a) Couch Green

Rollalong have given an estimate for windows. Enquire if

money available to improve condition of pavilion.

Peter Fisher asked to mend knob on cistern.                                                            FP

Neil Baxter has met a City Engineer regarding the smell of sewage.

A smell improver has been installed and a resident has been asked

to monitor smells.

Approximately 180 rabbits have been caught.

b) Old School Field

Nothing to report.

c) Footpaths

Barbed wire has been put alongside the footpath behind Shelley

Close. AM and CB to investigate.                                                                AM, CB

* (AM has checked with Peter Watson (HCC) and he says that

landowners cannot be required to remove barbed wire although

HCC regard this sort of thing as “bad practice”. PW will look at

the path and maybe write to Mr Andrews. (Landowner).)

Gate has been erected. No latch. JAE to ring Geoff Wheeler.                      JAE

Concern about slippery state of bridge across river at Martyr

Worthy. JAE to write to HCC asking their advice.                                              JAE

d) Easton Traffic Calming

Meeting 3/02/2003 at 7.30 pm in Easton Village Hall. Neil Baxter and

a representative from W S Atkins to attend. Both plans to be available.

e) Easton Village Hall/ Cricket Pavilion

PT has met a representative of the Cricket Club. 10 to 12 people

have written objecting.

No objection in principle to Village Hall plans, providing a passing

place is allowed for.

Sites in the village have been identified for a possible new Village Hall.       

            f) South Downs National Park

From 27/01/2003 the government will have a month’s consultation

asking  for comments about the boundary.

AM to put an article in the magazines.                                                            AM

g) Address Management

Signs for Bridget’s Lane, and Off Church Lane are in hand.

h) Low Cost Housing

DEFRA will sell the land for £1. The sewage will be available

for all of the houses. There is room for 3 additional houses-suggestion

that these may be shared equity houses. People are concerned that

the scheme is taking too long. AM to write a progress report for the magazines.                                                                                                                                    AM

i) Flooding

Houses at Easton are beginning to flood again. AM to write to the Environment Agency stating that IVPC is unhappy that no progress has been made.                                                                                                                                    AM

j) Parish Council Web Site

SG has prepared a plan, suggesting what should be included. It was suggested that                           Councillors look at other PC web sites.

k) Freedom of Information Act.

AS proposed and SG seconded that we adopt the Model Code.

JAE to inform residents with an article in the magazines.                                   JAE 

01.4 COUNCILLORS’ REPORTS and QUESTIONS 

ET commented that the hedgerow by the side of the caravan park near the

Percy Hobbs is encroaching on to the road. JAE to write to the Caravan Club.       JAE 

CB is applying for money for 2 new bus shelters in Itchen Abbas, following

Itchen Abbas VDS.                                                                                                            CB 

FP has spoken to a Landscape Officer about a bird watching hut at Grey’s Lea. The officer               agreed with this suggestion.

 

AS mentioned that elections are due in May. He queried the procedure.JAE to

SG stated bins near bus shelters have not been emptied. JAE to ring.                       JAE

Drain on Station Hill, Itchen Abbas and North side of Hazeldene Gardens need emptying.

 

JF stated the ditch by Martyr Worthy Hall is overflowing. Bus shelter to be mended by Charlie               Yeates.

01.5 FINANCE 

PT proposed that the budget for 2003/2004 be approved. CB seconded this proposal. A               precept of £13,255 will be applied for. 

Ideas for Parish Project 2003 were discussed. Possibly resurfacing footpaths.Either                   continuation of Chilland path to Itchen Abbas, or behind Shelley Close. 

There is £8613.77 in the Open Space Funding. Comments to be returned

01.6 PLANNING APPLICATIONS  

W 17550/02 Mr and Mrs Kent, 1 and 2, Graces Farm Cottages, Martyr Worthy. Two storey rear extension to no. 1, first floor side extension and single storey rear extension to no. 2. NO OBJECTION 

W 17990/01 TPOC Mrs Wright, 5, Chandos Terrace, Avington. Crown thin by 15% one sycamore tree. NO OBJECTION 

W 17973/01 Major and Mrs Mortimer, 1, Chillandham Cottages, Chilland. First floor extension and two storey extension to side, conservatory to rear. NO OBJECTION 

W 02691/04 Warren and Son Ltd. Unit 1, Moorside Point, Moorside Road. Non-illuminated               fascia sign. NO OBJECTION 

W 04737/05 Easton Village Hall. Demolition of existing village hall and replacement with 4 dwellings and parking facilities. (Outline). SEE 01.3e 

W 18136 Mr Blanchard, 20, Couch Green, Marytr Worthy. Single storey side extension and loft conversion. NO OBJECTION

01.7 PLANNING DECISIONS

W 17988 Mr Cotton, Kemari, Fair Lane, Alresford Road. Replacement of semi-detached               bungalow with a three bedroom dwelling and detached garage.

This application was refused. It was agreed that IVPC would support Mr Cotton if he                    appealed.  

Other decisions noted as listed in the Agenda.  

01.8 PLANNING MATTERS

Intech is in breach of the s106 Agreement 

AM has responded to Sheila Campbell’s  letter re. planning. 

Proposed oil exploration borehole-Regulatory Committee 8/01/2003 

01.9 CORRESPONDENCE 

A thank you letter was received from Bob Sharp. 

WCC-Visit to Planning Dept.-7/02/2003-PT and CB may go. 

HAPTC-Lobbying Letter sent to ODPM re. Joint Authorities Gypsy and Travellers’ Panel 

01.10 DATE of NEXT MEETING 

Thursday 6th February 2003 at 7 pm in Martyr Worthy Parish Hall
