Minutes 8/1/04

 

Meeting held on Thursday 8th January 2004 in Itchen Abbas & Avington Village Hall.

PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Fiona Parry, Geraldine Phillips, Eric Thompson, Paul Twelftree, Martin Woodcock. Also present: Neil Baxter (WCC Councillor), 7 members of the public.

Mr Robin Cooper, Director of  Development Services attended the meeting to discuss topics of concern to Itchen Valley Parish Council.  Many of the issues discussed were noted by Mr Cooper. The City Council is in the process of changing and improving various aspects of the planning process.

Before the business meeting commenced, Jennifer Ffennell, as longest serving member of the Parish Council congratulated Alison Matthews on the award of MBE in the Queen’s New Year Honours list. Jennifer said it was very well deserved. She worked very hard for the benefit of the Valley.

In reply Alison Matthews commented that it is a good reflection on the whole council.

 01.2  MINUTES of Last MEETING

The minutes of the meeting on 4th December 2003 were approved and signed.

 

01.3 MATTERS ARISING                                                                                          ACTION

 a) Play Areas

            It was agreed that the cheaper annual inspection was adequate.         JAE

            Couch Green/Old School Field-Monitoring of Play Equipment.

            People have not yet been found to carry out this task.                            FP

            FP reported damaged wood on play equipment at Couch Green.

She has asked Gavin Henderson to repair.

Itchen Abbas and Avington Village Hall committee have

met Stuart Dunbar-Dempsey with a view to increasing the

size of the Boules piste and adding an extra item of play

equipment.

b) Pentex Oil

An Open Meeting has been arranged for13th January 2004 at 7.30

in Easton Village Hall. Russell Jordan of Pentex Oil will attend

to discuss further explorations.

Peter Chadwick has agreed it will not be necessary to close

gaps on the A31.

 

c) Low Cost Housing

            Ursula Bennion and AM met existing residents on 9th December.

The residents are to carry out a survey on the existing septic tank.

They will report back to Hyde Housing.           

d) Finger Posts

            The Upper Itchen Valley Society will give a grant of £650 towards

            the finger post improvements. WADPC may have a grant available.

            The Park Golf Course have applied for brown signs.

            The sign by the Jubilee Walnut tree in Itchen Abbas has rotted. PT to

            ask Acorn Doors if they could mend it.                                                  PT

e) WCC Scheme-Travelling Allowances

            FP proposed that this scheme be adopted. SG seconded the motion.

01.4 COUNCILLORS’ REPORTS and QUESTIONS

        CB reported that there are 3 areas where trees are over the pathway on

footpath 22. JAE to find out who the landowners are.                                                      JAE

 PT will ask HCC whether so many signs are needed on the A31.                           PT

 GP reported on progress re. the proposed new Village Hall.

 FP stated that ferreting has restarted at Couch Green.

 JF stated that the footpath from Couch Green to Bridget’s Lane has

trees down and a lot of litter. CB and FP to investigate.                                 CB, FP

The following cheques were approved and signed:

101288 The Park Golf Club (Maintenance-Aug to Nov)                                                              £277.91 

JAE to find out total cost of field maintenance for 2003.

   

01.6 PLANNING APPLICATIONS

 

WTPO/1263/02 Mr Hurlin, Jessamine House, Avington Park Lane, Easton. Crown lift to 5m 1 Poplar tree and 3 Sycamore trees, thin by 10% 1 Sycamore tree. NO COMMENT

            W06590/03TPOCA Mr Godson, Rivermead, Church Lane, Martyr Worthy. Crown lift to 3m and crown thin by 15% on 3             Maple trees. NO COMMENT-JF has responded.

 W17981/01 Pentex Oil/HCC, Temple Copse, Matterley Farm, Alresford Road. Temporary permission to drill 2 additional, directional exploratory/appraisal wells including the testing, along with the continued testing of AvingtonB(2) exploratory well at Avington exploration site, Matterley Farm. AM to write after meeting on 13/01/04.                                                                                                             AM

 W00463/32 Princes Mead School, Worthy Park House. Creation of parking areas in front of new sports hall off existing track. JAE to ask for more screening of the Car Park, the safety of a pond, and to comment on cars parking in the wood on the right.                                                                                                                           JAE

 W02980/02 Banner Homes, Abbotsbury, School Lane, Itchen Abbas. Demolition of existing bungalows and residential redevelopment comprising 7 three bedroom and 7 two bedroom dwellings with associated garaging, parking and alterations to access.

The meeting unanimously agreed in principle to object to the density, to comment on the poor drainage and the increase in traffic. A sub committee of Itchen Abbas Councillors will meet to discuss and respond to these issu

 

01.7 PLANNING DECISIONS 

            Noted as listed in the agenda.           

 

01.8 PLANNING MATTERS 

Draft Planning Policy Statement 12: As part of its reform of the planning system the government has produced a consultation paper on the plan-making process at local level. Comments before 16/01/04.                                                                               AM 

Planning Development Control Committee-Parish Councils will have the opportunity to have 3 minutes to address members to support or object to a planning application.

            Environment Agency Flood Meeting 20/01/2004-GP to attend.
