January 2008 Minutes

 

Minutes of the meeting held on Thursday 3rd January 2008 in Martyr Worthy Parish Hall. 

PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Shirley Howell, Bill Loader, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor), Joyce Edgell (Clerk). 2 members of the public. 

01.1 APOLOGIES: Elaine Labram 

01.2 MINUTES of LAST MEETING

The minutes of the meeting held on 6th December 2007 were approved and signed. 

01.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR

Jackie Porter discussed the traffic calming proposals for the B3047. The meeting agreed to support the proposals commenting that we would like the 40mph limit to be taken around the bend towards Itchen Stoke. Also that the 30mph be taken to Rectory Lane. JAE to write in support.

SG put forward a proposal that an investigation be started to see if a pavement could made alongside the B3047. The meeting agreed. Land ownership to be ascertained. 

Neil Baxter reported that the Itchen Abbas Sewage Treatment Works is now fully operational.

He is now pushing for the Couch Green works. There has been no progress with the Avington works.

He encouraged people to attend one of the Local Development Framework workshops. 

01.4 MATTERS ARISING                                                                                          ACTION

a) Couch Green

A litter bin has been installed in the car park of the KGV field. An application has been made to the Open Space Fund for re-surfacing the car park. 

b) Old School Field

            Finance has been applied for from the Open Space Fund.           

c) Avington Seat

JAE is in contact with someone who may erect a bench on the grass verge opposite Avington House. 

d) “The Paddock” sign

It was agreed to replace the signs with a non WCC logo. The UIVS to be approached for funding. WCC to be notified. Norman Beaumont to be asked for a quote.                                                                                   JAE 

e) Parish Council Vacancy

Several people have shown an interest. Written applications to be received before the end of January. A decision to be made at the February meeting. 

01.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS 

SR is in consultation with Peter Watson asking him to look at the slippery state of the river bridges. As the footpath behind Shelley Close and the path from Cowdown to Chilland Lane become muddy, a more permanent surface will be investigated.

No progress has been made with the ramp from Shepherds Field down to the old railway line.

It is unclear what type of signs Hyde Housing propose for “Children at Play”. 

BL asked whose responsibility it is to cut roadside hedges. He was informed it is the landowners. JAE to contact the landowner of the Long Walk hedge.          JAE    

01.6 FINANCE 

It was agreed to give grants to parish organisations at the same level for 2008/09. For 2009/10 parish organisations are to be asked for specific requests for grants. This will be put on the agenda for the Annual Parish Meeting in April. 

            JH proposed and BB seconded that a precept of £13355 be applied for.                      JAE 

            The following cheques were approved and signed:

01.7 PLANNING  

Applications: 

W02962/12 Mr Freemantle, Vekk House, Avington Park Lane, Easton. Amendment to permission W02962/11 to fit double doors to garage; installation of window to side elevation; single door to South elevation. NO COMMENT 

W20952 Mr and Mrs Galbrath, 6, The Paddock, School Lane, Itchen Abbas. Conservatory to rear. NO COMMENT 

W03990/23TPOCA Mr Lyons, Lower Chilland House, Lower Chilland Lane, Martyr Worthy. To carry out various tree works as per tree works schedule dated 02.07.07. FOR INFORMATION 

 Decisions: 

W15346/01 Mr and Mrs Pennycuick, Ashurst, Main Road, Itchen Abbas. Two storey rear extension. APPLICATION PERMITTED 

W11117/05LB & 04 Mr and Mrs Pinder, Martyr Worthy Manor, Church Lane, Martyr Worthy. Demolition of existing extension to North elevation and demolition of 2 storey extension on West elevation; replacement 2 storey side extension with pitched roof and single storey rear extension with pitched roof. APPLICATION WITHDRAWN

W20804/01 Mr Coomber, 4, Baring Close, Itchen Abbas. Two storey side and single storey rear extension; front porch. (Resubmission). APPLICATION PERMITTED 

Planning Matters: 

Chillandham Cross application will be heard by the planning committee on 10.01.2008. 

The Box-It application is still ongoing. IVPC will object. 

01.8.CORRESPONDENCE 

It was agreed not to give a grant to the Hampshire County Youth Band.
