Minutes of the meeting held on Thursday 8th January 2009 at 7pm in Martyr WorthyVillage Hall.

PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Elaine Labram, Bill Loader, Paul Moffatt, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor), Joyce Edgell (Clerk).

The Chairman introduced Rik Haines, Luke Piper and Dave Fuller of Glade Festival who spoke about the Pop Festival which will be held on the weekend of 17/18/19th July. The festival is planned for 10,000 people. There will be no day tickets. There will be a mixture of live bands and a DJ. A hot line will be set up, manned 24hrs a day.

Traffic has been a problem in the past. There will be local buses and a shuttle service from the railway station. PF asked that notices be put up in the villages informing residents that the gaps on the A31 are closed. BB mentioned the noise level last time from the bass. The noise will be monitored. SG suggested an article in the magazines to inform residents about the event. Rik Haines thanked the PC for allowing the opportunity for dialogue.

01.2. MINUTES of the LAST MEETING
The minutes of the meeting held on Dec 4th were approved and signed.

01.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR.
JP’s report has been circulated.
Alresford Town Council has offered to administer the Lit Signs for IVPC. This will keep the cost down.

NB attended the planning committee and informed the meeting that Lower Chilland House was given planning permission. As IVPC objected to part of the application he was disappointed that nobody from IVPC attended the meeting. The reply was that the plans for the Mill were concerning IVPC more. NB to find out at what stage this application has reached.
The land for the new sewage treatment works at Couch Green has not yet been purchased.

01.4 MATTERS ARISING                                                                                              ACTION

a) Easton Village 30 Survey
The survey circulated among Easton residents has resulted in 2/3 voting no, and 1/3 yes. JAE will write to HCC stating that IVPC doesn’t wish to continue with this project.                                                           JAE

b) Play Equipment
A reply has not been received from Playdale Playgrounds re the need for a safety surface under the new equipment at Couch Green.
c) Footpaths
SR PF and BL met Peter Watson from HCC to discuss footpath queries. He will make steps on the path from the Golf Club to Avington. Putting hoggin on the Shelley Close footpath would be too expensive. The Fulling Mill path is the responsibility of the owner. SR will contact HCC re the overgrown hedge on the Strawberry Lane footpath.                                                              SR

d) Trout Farm Trees
The owner of the Trout Farm will consult his contractor re the condition of the trees along side the B3047. JAE will contact Neil Broadbent to ask for progress.                                                                                              JAE

e) Footway B3047
Steve Opacic, Chief Forward Planning Officer for HCC will attend the February meeting to discuss the way forward.

f) Lit Signs
            See County Councillor’s report.

g) Date for APM
            22nd April in Martyr Worthy Parish Hall.

01.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS

EL commented that the ploughing of the grass verge in Chapel Lane, Easton will deter travellers.
A letter has been received from a resident of Church Lane, Easton, complaining about the new hedging/fencing. EL will draft a reply.                                        EL
EL gave her apologies for the February meeting.
EL asked for new football nets for Easton Schoolfield The meeting agreed. A new net will be purchased for Couch Green.   JAE

PM commented that the 30mph signs in Bridgets Lane have not been moved. JP replied that this in hand.

BL commented that the hedge needs cutting between Bridgets Lane and Couch Green. JAE will contact the owner.   JAE

01.6 FINANCE

        The budget for 2009/10 was approved. A precept of £14,040 will be applied for.                                                                                                           JAE

The following cheques have been withheld until it is known what the grants will be used for. Replies have been received from 2 organisations. It was agreed to release the cheques as replies are received.
