1.2 MINUTES of LAST MEETING
The minutes of the Ordinary Meeting held on 3 December were agreed and signed. |

1.3 MATTERS ARISING
a) Footpaths
(i) Strawberry Lane: The Clerk is to write to the landowners regarding their failure to cut back the hedges.
b) Footway B3047:The Chairman confirmed that he had asked for a stretch of footway to be included in the HCC programme. .
c) Lit Signs: Nothing to report
d) Couch Green
(i) Payment of outstanding debt by WCFC. WCFC had l been served with a notice via the small claims court; no feed-back had been received from the court. and were required to respond by 9 December.
(ii) A large water bill had been received had been challenged by the Clerk. The Suppliers response had not addressed the issue and a further letter is to be sent.
e) Model Standing Orders: It was agreed that the latest draft presented by the clerk to the Chairman would be signed.. |

f) PFI Lighting: The chairman had confirmed that IVPC did not wish to sign up to the PFI Lighting Scheme. The Clerk had received a defect report on an IVPC light near Martyr Worthy War Memorial. Cllr Moffatt agreed to check. |

1.4 REPORTS FROM COUNTY & CITY COUNCILLORS |

This item was deferred due to the fact that JP was late arriving, having not received notice that the venue had changed. The Clerk apologised for his failure to do so.
JP’s report is at Appendix B to these Minutes. The severe weather conditions had led to a number of requests for grit bins to be located throughout the parish. JP offered 50% funding, from her devolved budget, for bins which IVPC is obliged to purchase where HC/WCC do not do so.
The Clerk will compile a list of such requests and circulate to members for confirmation. It was recognised that roads which already needed resurfacing will be even more damaged by the severe weather conditions. These include stretches of the B3047 and under & close by the bridge on Northington Road.

1.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS
PF was very satisfied by the way in which drains in Avington had been cleared (N.Broadbent).
JH reported that advance information had been received regarding a planning application to demolish an existing bungalow (Edgehill) and erect a new house.
PM reported that he had examined the defective kissing gate near the Martyr Worthy Hall. It was agreed to take no action at the moment.

1.6 FINANCE
It was RESOLVED to approve the detailed 2010/2011Budget at Appendix C to these Minutes and to apply for a Precept of £13,820.
It was RESOLVED to make a grant of £300 to Easton PCC, Martyr Worthy PCC, Itchen Abbas PCC & Avington PCC and £650 to Martyr Worthy Village Hall.
