Minutes 7/7/05

 

Meeting held on Thursday July 7th 2005 in Easton Village Hall.

 PRESENT: Alison Matthews (Chairman), Bob Banham, Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Eric Thompson, Paul Twelftree, Joyce Edgell (Clerk).

County Councillor Jackie Porter, City Councillor Neil Baxter. 

Alison Matthews opened the meeting by welcoming Bob Banham to the Parish Council. 

07.1 APOLOGIES: Fiona Parry, Geraldine Phillips. 

07.2 MINUTES of LAST MEETING

The minutes of the meeting held on Thursday June 2nd 2005 were approved and signed. 

07.3 MATTERS ARISING                                                                                          ACTION 

a)      Couch Green

AM and JAE met Neil Broadbent to discuss erecting posts alongside Couch Green to prevent vehicles going on to the field. He will arrange for the posts to be put up with no expense to IVPC. The erection of a barrier at the entrance will be left for the time being. Charges for casual use of the field were discussed. Hire of the football pitch should remain at £25. 

b)      Low Cost Housing

An article to be put in the September magazines asking anyone interested in having a property to contact Ursula Bennion at Hyde Housing.           

c) Sign in Church Lane, Easton

Residents have agreed to have a conservation “Church Lane” sign put on their wall. JAE to contact Phillippa Eldridge and Norman Beaumont.                                                                     JAE 

c)      Footpaths

CB and Marilyn Meeks have walked various footpaths in the parish. A dangerous stile will be repaired. Several paths will be surfaced next year. The board walk footpath is almost impassable, as is Strawberry Lane in Itchen Abbas, with hedging left to grow. It is hoped this will deter vehicles. 

CB showed a new dog fouling sign which she asked if Charlie Yeates could put at beginning of footpaths. AM stated she didn’t want them put up universally. AM and CB to discuss positioning.                                                                                                                                                     AM/CB 

Mark Stent is in communication with HCC regarding gates which were hung the wrong way round which has allowed his livestock to escape.

e) Traffic Calming

AM and PT met Graham Clifford at Easton. He produced a new plan. The junction needs to be built out. There is a delay with the contractors. AM and PT have asked Graham Clifford to write officially stating what HCC’s policy is on 20mph restrictions in villages. 

f) Co-option of Bob Banham

SG proposed that Bob Banham be co-opted on to IVPC.in accordance with the voting at the last meeting. CB seconded this proposal. BB signed the declaration of acceptance of office. 

07.4 COUNCILLORS’ REPORTS and QUESTIONS 

PT attended a meeting at Southampton Airport re aircraft movements. These meetings to be bi-annual. Routing trials are in place for 6 months. The public have been asked to report if there appears to be more than usual traffic over Easton as aircraft need to line up on approach to the runway. PT to put articles in both magazines.                          PT 

SG stated that the website is now directly linked to the HCC site.                                   

BB has been trying to improve the hedging alongside the river in main Road. It is the responsibility of the landowner. 

JAE was asked to comment about the sight line when emerging from Rectory Lane. JAE to contact the landowner.                                                                                                                                                      JAE 

ET discussed funding for Easton Village Hall. He asked if the Parish Council could give x number of years grants in advance. This was agreed in principle, but could not be advanced in one lump sum. NB to talk to the financial department to see if money was available.                                                                                                 NB

JP suggested several avenues to explore which may release funding. 

EL asked if the meeting thought that banks/verges were cut earlier this year. JP to enquire what the policy  is.                                                                                                    JP 

AM reported that with CB and JF they had attended a Forestry Commission meeting. There is a change of emphasis from timber to leisure. 

07.5 FINANCE 

A cheque for £100 has been received from WADPC being a share of the Parish Project money which has now ceased.

A cheque for £30 has been received for casual parking on KGV.

07.6 PLANNING APPLICATIONS 

W03192/17LB The Pinder Centre, Avington. Internal alterations to reposition existing first floor truss to improve internal circulation. NO COMMENT 

W19622 Harcourts, 3, Railway Cottages, Old Station Road, Itchen Abbas. Two storey side and single storey rear extensions OBJECT A symmetrical design in keeping with the opposite end of the terrace would be welcomed.                                    AM 

W14028/03 Miss Moloney, 1, Burntwood Cottages, Basingstoke Road, Martyr Worthy. Replacement single storey extension to rear; replacement double garage with store above. COMMENT ONLY 

W02980/03 Banner Homes Wessex Ltd. Abbotsbury, School Lane, Itchen Abbas. Demolition of existing bungalows, Abbotsbury and The Paddock; residential redevelopment of 10 dwellings with associated garages/parking, landscaping and alterations to access. (Permission not required for demolition) OBJECT Plans are incomplete. The drainage plan has not been included, traffic density design etc. are still problems.                     AM 

W13219/06 Mr and Mrs Morgan, Flint Cottage, Avington Park Lane, Easton. Extension to existing detached garage to provide artist studio, including installation of pitched roof. NO COMMENT 

W04382/09 HCC-Itchen Abbas Primary School. New main entry. Reception area. (This application will be determined by HCC) COMMENT ONLY that while work is in progress site vehicles should be parked on the premises.   JAE 

07.7 PLANNING DECISIONS 

            Noted as listed in the agenda. 

In addition, planning permission has been granted for the sewage treatment works at Couch Green. 

07.8 OTHER MATTERS 

            Mineral and Waste Consultation Response HCC                                                          AM 

Morn Hill Hotel-Public Inquiry-17/07/2005. There was a delay in sending out notification. AM will write to Simon Eden commenting about this and also the acceptance by the planning department of incomplete plans for the Banner Homes development. AM
