Minutes of the meeting held on Thursday 5th July 2007 at 7pm in Itchen Abbas and Avington Village Hall.PRESENT: Steve Gapper (Chairman), Penny Flemons, John Harris, Shirley Howell, Elaine Labram, Bill Loader, Fiona Parry, Sarah Robinson. Neil Baxter (City Councillor), Joyce Edgell (Clerk). 07.1 APOLOGIES: Bob Banham, Eric Thompson. Jackie Porter (County Councillor). 07.2 MINUTES of LAST MEETING The minutes of the meeting held on 7th June 2007 were approved and signed. 07.3 MATTERS ARISING ACTION a) Couch Green Itchen Abbas School is now using the field for sports activities. The agreement has been signed. SG has checked that IVPC is covered by insurance. £10 a session is being charged as a contribution towards costs. The play equipment has yet to be seen by WCC, who will then release the second amount of money. FP has received many messages of thanks from grateful parents regarding the new play equipment. b) Footpaths JAE has written to the landowner asking for a tree to be felled which is overhanging the footpath at Easton. SR to find out who is responsible for keeping footpaths clear. SR c) Speed Limits JAE has received a query whether homeowners could be provided with 30mph stickers when the 30mph speed limit comes in. IVPC thought not. d) Co-option of Parish Councillor PF signed her declaration of acceptance of office. 07.4 REPORT from CITY COUNCILLOR NB had attended the Sanctuary Music Festival. He checked on the noise level. This was high in areas in the direction of the wind. There is a motocross event being held the last weekend in July. This does not need a licence. Mean Fiddler hold a permanent licence. Neither of these two organisations is included in the allotted ten events per year. SG has written a letter to Howard Bone, WCC solicitor, voicing the concern of IVPC. SG 07.5 PUBLIC QUESTION TIME There were no members of the public present. 07.6 PARISH COUNCILLORS’ REPORTS and QUESTIONS SG has responded to WCC re the proposed sewage treatment works at Avington. The response to HCC will be given after the meeting with HCC representatives. EL commented on the state of the underpass at J9 roundabout. JAE will contact Neil Broadbent. JAE 07.7 FINANCE JH is looking into the existing banking services to see if there is a better offer available. JAE to give him a copy of the accounts. JH/JAE The accounts have been audited by the internal auditor. EL proposed that these should be accepted. SR seconded this proposal. It was agreed to renew the internal auditor’s contract for another 5 years. The clerk’s petrol allowance is now 55.8p a mile. APPLICATION REFUSED 07.9 PLANNING MATTERS UIVS were approached for financial backing to appeal against the Matterley Bowl Premises Licence. Having found out why the licence was granted IVPC were advised not to appeal. The Regulatory Committee of HCC is visiting the site of the Avington Sewage Treatment Works on 9.07.2007 at 11.30am. PF, JH, BL, and SR will attend. PF will speak on behalf of IVPC at the meeting on 25.07.2007. JP has arranged a meeting in Itchen Abbas and Avington Village Hall on 12.07.2007 when Neil Chester of the Minerals and Waste department of HCC and Philip Druce of 4D will attend. The deadline for comments has been deferred until after this date. 07.10 CORRESPONDENCE SG will send the survey questionnaire re the Sanctuary Music Festival. SG The South Downs National Park will be on Public Deposit until 13.08.07. 07.11 DATE of NEXT MEETING Thursday September 6th 2007 at 7pm in Easton Village Hall. The meeting closed at 8.35pm |
