Minutes of the meeting held on Thursday July 3rd 2008 at 7pm in Itchen Abbas & Avington Village Hall. 

PRESENT:
Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Elaine Labram, Bill Loader, Paul Moffatt, Eric Thompson. Neil Baxter (City Councillor), Joyce Edgell (Clerk).

07.1 APOLOGIES: Shirley Howell, Sarah Robinson. Jackie Porter (County Councillor).

07.2 MINUTES of LAST MEETING
The minutes of the meeting held on June 5th were agreed and signed.

07.3 REPORT from CITY COUNCILLOR

Neil Baxter reported on a meeting he and PF had with Patrick Aust, City Engineer. There is a possibility that Avington Sewage can be piped into either Itchen Abbas or Easton.

Neil has spoken to Kevin Cloud about the trees belonging to the Trout Farm along the B3047. JAE to formally write to the manager as no response has been made from her ‘phone call.

The charity motocross event at Matterley Bowl will go ahead before the enforcement is made.

07.4 MATTERS ARISING                                                                                           ACTION

a) B3047 Footpath - Ongoing

b) Play Equipment
EL submitted plans for Old School Field equipment. This was agreed by the council. JAE to apply for the Open Space Grant. It was agreed to spend a similar amount on KGV.                                                         JAE

c) Shepherds Field - The lighting has now been turned off.

d) Easton Village 30
The meeting with residents was not well attended. The majority voted in favour. The next step is a speed check.
A letter from a resident commenting on the danger at the Cricketer’s corner is being dealt with by Jackie Porter. There are valid points in his concerns. SG will respond to the letter.                                                  SG

07.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS

BL has arranged a meeting with Neil Broadbent to discuss various highway issues.
PF reported on a successful Avington fete. The proceeds will go towards renovating the War Memorial. JAE has contacted the planning department to see if planning permission is needed.
PF has been enquiring if anything can be done with the Ragwort in Avington Park.

07.7 PLANNING

Applications:

W14049 Ms Valenti, Shroner Wood, Basingstoke Road, Martyr Worthy. Relocation of 600m diameter Orange PCS Ltd. transmission dish to height of 30.5m on existing 30m mast including new support poles and ancillary electrical cabling. NO OBJECTION

W14115/17 Mr Bruce, Temple Copse, Matterley Farm, Alresford Road. Construction of a steel framed building. OBJECT-FARM SHOP WILL CAUSE TRAFFIC CONCERNS

W20376/01 Ms Lewis, Lone Farm, Northington Road, Itchen Abbas. Demolition of existing dwelling and outbuilding and replacing with a 5 bedroom detached house and double garage block with widened vehicle access. NO OBJECTION

W09675/07LB Mrs Williams, The Old Post Office, Avington Park Lane, Easton. Construction of brick and flint wall with wooden gate surrounding car park area.

Decisions:

W09485/15TPOCA Mrs Janssen, Dymoke House, Church Lane, Easton. Crown reduce 1 Sycamore tree by 10% and crown thin by 10%. NO OBJECTION

W13303/02 Mr Grant, 1, Winton Cottages, Rectory Lane, Itchen Abbas. Two storey side extension. APPLICATION PERMITTED

Planning Matters:

JH met the developer of Chillandham Cross. Only light traffic will use the KGV car park. Only a few vehicles will use it at a time. JH will distribute a letter of understanding for comments. The entrance to KGV has not been left in a good condition since the gas works.   A letter will be sent to Transco asking for reinstatement.                               JH/JAE

A meeting with the architect of Lower Chilland Mill has been arranged for 24.07 08 at 6pm in IA and Avington Village Hall.
