Minutes July 2010

Minutes of the meeting held on Thursday 1st July 2010 at 7pm in Martyr Worthy Village Hall.

07.2   MINUTES of LAST MEETING
The minutes of the meeting held on 19th May were agreed and signed.
(A meeting was not held in June because the scheduled May meeting was delayed by 2 weeks as a result of the General Election.

Mr Richard White, Bursar, Princes Mead School had attended the meeting to discuss a planning issue about fencing on their tennis courts and at 19:03 the meeting recessed into open Forum to permit him to raise the issue and leave the meeting early. He indicated that an application for an extension at the school is to be submitted in the near future but he wished to speak about a different application ie the installation of tennis courts. These are to be sited in a very unobtrusive location within the grounds and it is intended to make them available for public use – a club is envisaged. The WCC Sports Development Officer is in favour of the application, but the Conservation Officer and Landscape Officer have expressed opposition to the use of permanent fencing of the courts and have suggested that demountable fencing be used instead. The School does not see that as functional. The use of green mesh rather than standard zinc coated mesh was suggested, but there was some suggestion that the latter when weathered is preferable. The meeting resumed at 19:15.

   

07.3    REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
Cllr Baxter was unable to be present. Cllr Porter’s (JP) report is attached as Appendix A to these Minutes.
JP outlined a request for funding for FACABO (Friends of Alresford Citizens’ Advice Bureau), which envisaged a grant of 25p per elector for the next 5 years. IVPC undertook to consider this.
JP had circulated proposals for financing “lit signs” – speed indicator signs. JH had agreed to act as the IVPC contact on this matter.

07.3 MATTERS ARISING                                                                                          

a) Footpaths: The gravel path alongside IAA Village Hall: SR had spoken to Neil Broadbent regarding this and he will look into it. The Worthy Conservation Volunteers have been contacted regarding the proposed improvements to the footpath at the rear of Shelley Close.
b) Footway B3047: a request for footpath improvement is still in the list of proposed works.
c) Lit Signs: to be progressed by JH.
d) Couch Green
(i) Payment of outstanding debt by WCFC: the Clerk reported that the process is involved and a further approach had had to be made to the court, at a cost of £100. There was concern that additional charges were being incurred which is abortive expenditure if the debt cannot be recovered.
(ii) Water Bill: Southern Water: SW had agreed to accept 50% of the outstanding sum. Confirmation has been received that the remainder has been written off. Delete this item.
(iii) KGV Portkabin: a plumber has been asked to inspect plumbing fittings etc in the changing facilities with a view to rectifying any leaks and replacement where appropriate, with a view to their being available for use when required for the start of the season.
e) Tree planting: A fragrant lime memorial tree is to be planted in Avington. The relatives are pleased with the suggested species and the Clerk is to contact Mr Yeates regarding procurement of a tree and planting.

07.5     MATTERS FOR DISCUSSION/DECISION
a) Request for grant funding from Easton Village Hall (deferred from last meeting).
It was RESOLVED to make a grant of £3,250 representing 5 years forward funding to Easton Village Hall.
b) Request for funding from Alresford CAB. It was agreed to await a formal application for funding from FACABO.
c) Expenditure at couch Green: (i)  It was RESOLVED to authorise the necessary expenditure to refurbish the KGV portakabin for use by a football team in the 2010/2011 season. (ii) It was agreed to write to Serco confirming that their representative had admitted that they had been responsible for damaging the football nets in the small field and asking them to meet £45 of the cost.
d) Play Area Inspection report: Noted.
e) Provision of seats on local footpaths: An article is to be placed in the newsletters seeking views as to location of additional seats in the parish.
 f) Payment of the insurance premium for the Macpherson Easton School Field Trust: It was RESOLVED to meet the cost of the 2010/2011 insurance premium on the Macpherson Easton School Field.

07.11   PARISH CLERK VACANCY

PF reported that five applications had been received thus far for the Clerk vacancy. An Interview
panel comprising PF, JH and EL will consider the applications and arrange interviews.

County Council July 2010 Monthly report

Cuts, cuts, cuts!
The Children’s Services department has to cut its budget by £4.9million, and that’s a large amount whatever the starting point. One of the growing expenses is the number of children who are in the Child Protection ‘system’-around 6000 and also the number in care, growing monthly, but currently around 1200.
Foster placements are always needed- if you know of someone who may like to foster children or young people, please direct them to me or the Children’s dept.
There is also pressure on the Library Service, which is therefore undergoing another round of efficiency measures.
LEADER funding is under threat- I mention this just in case people have it in mind for helping to fund local projects- this is a real blow to the rural community as it provided funding which could conserve or create employment in the rural areas.

Responsibility for Concessionary Travel is moving to Hampshire County Council. Councillors are currently being asked their views on what works and what doesn’t. I am currently on a visiting programme to various older persons groups to ask them and would welcome your views too.

Safe, Secure and Warm is a vision you will hear in a new approach to Fuel Poverty for vulnerable and in fact all adults. The Adult Services department is answerable to the ‘Safe and Healthy’ Scrutiny team and Fuel Poverty is one of the aspects they are currently examining.

Operation Restore: This is in answer to the screams made by Councillors following pothole work in areas where something much more is needed- I am pleased to report that the centre of Itchen Abbas is on the list.

The South Downs National Park has been formed and the Authority is in full swing from April 2011.
Currently arrangements are being made for agency agreements whereby authorities will carry out the planning process on behalf of the authority- but it will be the National Park Authority who will set the policies.
In your area, it will affect both WCC applications and HCC applications (eg Waste and Mineral/footpaths/public buildings etc. Councillors will receive training on the new policies and there is an option for larger applications to be referred back to the SDNP authority.
