Minutes 5/6/03

 

 

Meeting held on Thursday 5th June 2003 in Itchen Abbas and Avington Village Hall.

PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Paul Twelftree, Martin Woodcock.

 

06.1 APOLOGIES: There were no apologies.

 

06.2 ACCEPTANCE of OFFICE

Geraldine Phillips, Paul Twelftree and Martin Woodcock signed the Declaration of Acceptance of Office. Martin Woodcock confirmed that he was willing to be Vice Chairman.        

06.3 MINUTES of LAST MEETING

The minutes of the meeting held on May 8th 2003 were approved and signed.

 

06.4 MATTERS ARISING                                                                                                ACTION

a) Couch Green

An estimate has been received for a post mounted litter

bin opposite KGV. There is no longer a post there, so

project to be shelved.

The KGV accounts were noted.

Another football team has shown an interest in using the

football pitch. This to be considered and discussed with the

existing users.

b) Old School Field

Nothing to report

c) Footpaths

GP stated that there is no sign of tipping on the footpath

alongside the Chestnut Horse.

Some owners are still leaving dog faeces on footpaths. CB to

put a letter in the magazines.                                                                                    CB

d) Traffic Calming

WS Atkins to meet with Graham Carter from HCC to present

a detailed scheme for Easton. IVPC would like the whole scheme

to be implemented at the same time.

e) South Downs National Park

Nothing to report

f) Address Management

No progress has been made re naming roads. JAE to find out

who has replaced Alan Gutteridge.                                                                     JAE

The metal sign in Avington has now been painted. Other metal

signs which need renovating are the footpath sign in Easton,

by the Park Golf Course and by the Village Hall in Itchen Abbas.

Orders have been made for wooden signs at Bridgets Lane,

Church Lane, Martyr Worthy and mending the sign by Martyr

Worthy bus shelter.            

g) Low Cost Housing

Southern Water have agreed that only 4m need to be left clear

of the water pipe. A new plan is being drawn up.

Drainage may need to be put into nearby land. The application for

3 additional houses has been submitted.

h) VDS

Bus Shelters-WCC (Vivienne Fyfield) expects IVPC to pay the

first £1500 but she will provide a top-up to achieve a higher

standard of construction.

i) Flooding

Work of opening up the ditch should start by the end of July.

Individual home owners have been contacted asking about

flooding during the winter 2002/2003.

The flooding action plan to be filled in after the ditch has been opened.

j) Homelands Review

The survey was completed. Noise level was acceptable.

 

06.5 COUNCILLORS’ REPORTS and QUESTIONS

 

MW commented on the increase and low level flying of helicopters.

He will make enquiries.                                                                                              MW

MW has commented to the bus company about buses stopping

by the sign in Martyr Worthy, which blocks the road. IVPC to request

that the sign be removed so the buses will pull off by the War memorial.                      MW

 

EL stated that the hedge on the corner in Easton will be professionally

trimmed in the Autumn. It may be cut back in 2 stages.

 

CB asked about the tree stumps in Station Road. JAE to find out when

they are being removed. JAE to ask for the Station Close sign to be painted.          JAE

CB voiced concern about the number of private cars at Prince’s Mead

collecting children at the end of the school day. AM to ring headteacher.                AM

As a result of the Play Inspection report, the Itchen Abbas and Avington

Village Hall Committee has approached the maker who will investigate.

NB and CB are becoming concerned about the state of a house in Station Close.

 

SG apologised that the software for IVPC website is problematic.

Rubbish bags have been left by the bin by the Itchen Abbas bus shelter.

JAE to monitor if they are collected.                                                                           JAE

 

FP commented that the kerb stones in Church Lane, Martyr Worthy

are not on the works’ list. She will talk to Neil Broadbent.                                                 FP

She queried whether cycles could be ridden on footpaths. They cannot.

 

GP stated that there is to be a consultation exercise, asking residents their

opinions about the new Easton village hall. The Electoral Roll to be used.

GP to arrange with JAE a suitable time to access it.                                                            GP

 

JF said that Charlie Yeates has mended the Martyr Worthy bus shelter.                         

06.6 FINANCE

 

The car allowance for the clerk is now 49.9p a mile.

W17262LB Mr and Mrs Howlett, Meadowside, Avington Park Lane, Easton. Alterations to Provide Single Storey Extension to South Elevation, Conversion of Existing Attached Garage to form Bathroom/Utility with new Window, Detached Single Garage. Neighbours still to be consulted.

 

W03711/01 Easton Manor Farm, Long Walk, Easton. Removal of Condition 3 on Planning Permission WIR 11605 (Agricultural Occupancy) OBJECT-to release it would conflict with Local Plan Policy.

 

W07002/22 South Coast Fencing, Alresford Road, Winchester. Removal of Condition 2 of Planning Permission W07002/20 (Office Use Restriction) SUPPORT-but only to be used in connection with the fencing business.

 

06.8 PLANNING DECISIONS

    Noted as listed in the Agenda.

 

06.9 PLANNING MATTERS

 

Oil Exploration-A31 Gap Closure. Discussions have been held with HCC

about the way the gap closures were handled. In future there will be

more consultation with residents.

 

The Heather Glen Appeal was well attended by residents.

 

The owners of Southwood House, Itchen Abbas informed IVPC that

they wish to build a tennis court. A formal application will be submitted.

 

Planning Aid-Helping to Vitalise your area-a scheme to give free advice.

 

CROW ACT 2000-Couch Green is not shown as common land.

AM will remind the Countryside Agency again.                                                                AM

 

 

06.10 CORRESPONDENCE

 

The Itchen Abbas and Avington Village Hall has been left off the

plan of the Winchester District Landscape Character Assessment.                                    AM

 

AM will respond to the Local Plan Review. The development frontage

policy in Itchen Abbas conflicts with the densities proposed in PPG3.                        AM
