Meeting held on Thursday 3rd June 2004 in Martyr Worthy Parish Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Paul Twelftree, Martin Woodcock, Joyce Edgell (Clerk). One member of the public was present. 06.1 APOLOGIES: Steve Gapper. 06.2 MINUTES of LAST MEETING The minutes of the meeting held on May 6th were approved and signed with addition at 05.7f to include Easton to Martyr Worthy section. 06.3 MATTERS ARISING ACTION a) Couch Green A letter was received from a resident of Couch Green asking for an additional street light. FP to discuss with him and others whether a light is required. FP AM and FP to discuss other uses of the KGV field. AM/FP b) Old School Field EL to ask organisers of the fun day if they could make a contribution to IVPC from the proceeds to help with insurance costs. EL c) Low Cost Housing Little progress has been made. Hyde Housing solicitors are still trying to agree the terms of the contract with Defra’s solicitors. AM to continue pushing for progress. AM d) Finger Posts An arm on the finger post at Avington has been damaged. JAE to contact Norman Beaumont. She will remind him about the revised plan for Church Lane, Easton. JAE e) Footpaths The board walk footpath is now open. The path has become very overgrown. JAE to write to Peter Watson thanking him and asking if the vegetation could be cut back. She will also ask advice as to what can be done to eliminate dog fouling. JAE A resident near the Chestnut Horse in Easton was depositing garden rubbish and horse manure on the footpath. GP has spoken to the resident and this practice has ceased. f) Homelands A survey was completed. JAE to write to Inspector Sergeant to comment on the difficulty contacting the call centre and messages not being relayed. JAE g) Itchen Abbas and Avington Village Hall The work on the Boules Piste has been completed. h) HAPTC AGM Resolutions to be put on the July agenda. i) Traffic Calming JAE to inquire on progress with the traffic calming in Easton. JAE 06.4 COUNCILLORS’ REPORTS and QUESTIONS FP reported that Vitacress has built a reservoir. JAE to write to the Environment Agency asking if this is permissible. JAE CB asked if the police notice board in Itchen Abbas could be removed. It depends if it is inside the property or not. AM and CB to look at the sight lines for cars at The Lawns. AM/CB GP commented about a shed which has been erected in a garden in Easton. She will contact the planning office to see if it is within permitted development rights. GP GP reported that as the Village Hall planning application has been refused, there is a meeting arranged to discuss further action. AM has received an invitation to the opening of Princes Mead’s Sports Hall. The meeting felt she should accept. 06.5 FINANCE The internal audit has been completed. AM signed the document. The auditor mentioned that IVPC should consider increasing the Fidelity Bond. The meeting felt this was unnecessary. He asked whether there is an adequate Health and Safety Policy in place. JAE to find out the situation with Charlie Yeates’ insurance policy. JAE He commented on giving grants to local organisations without first ascertaining the need but the meeting agreed to continue grants to halls, churchyards etc. without asking for evidence of need each year. The bank account has been changed into a higher interest account. APPLICATION WITHDRAWN WTPO31/14 Mr and Mrs Sparkes, Tree Tops, Alresford Road. Fell 2 Beech trees, prune 1 Beech tree, fell 1 Sycamore tree, prune 1 Sycamore tree, and prune, thin and crown several Yew trees. APPLICATION PERMITTED 06.8 PLANNING MATTERS Martyr Worthy Place Rubbish to be cleared by Amenity Services. Stillwaters House Nothing received from HAPTC’s legal advisor. JAE to contact. JAE The Worthys The planning office have asked if IVPC would withdraw its objection if the western access is blocked and if the walls are not built. AM to request a landscaping plan first. AM Morn Hill AM attended the meeting for the application for the extension of a year re the building of a hotel. The application was poorly advertised. AM to write to Robin Cooper complaining about the way this has been handled. AM Easton Village Hall The application for a new hall was refused. The planners objected to the building of the 2 houses as being inconsistent with the emerging local plan. Banner Homes This will be heard on 28/06/04. The planning office has been expecting revised plans as there was a problem with the oil pipe line but is now recommending approval. AM has put an article in the magazine about the application. The Planning Development Control Committee Dates have been received. 06.9 CORRESPONDENCE BT wish to remove the telephone box on the A33. IVPC endorses this proposal. JAE to write. JAE WADPC-Nominations for elections. JAE to contact Norman Chapman stating AM and JF wish to continue. No other nominations. JAE CPRE-Guide to Quiet Lanes.
