Meeting held on Thursday June 2nd 2005 in Martyr Worthy Parish Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Fiona Parry, Eric Thompson, Paul Twelftree, County Councillor Jackie Porter, Joyce Edgell (Clerk). County Councillor Jackie Porter and one member of the public were present. 06.1 APOLOGIES: Elaine Labram, Geraldine Phillips 06.2 MINUTES of LAST MEETING The minutes of the meeting held on Thursday 5th May 2005 were approved and signed. 06.3 MATTERS ARISING ACTION a) Couch Green Neil Broadbent will meet councillors on site to discuss posts alongside Couch Green. FP/PT FP asked if she could proceed with researching new play equipment for Couch Green. It was agreed that she could. FP FP to check if the rope has been removed from Old School Field. FP Children are using the rubbish behind the garages at Couch Green to make camps. Serco to be asked to remove the rubbish. JAE More bark is needed for the play area and also Old School Field. JAE to contact Steve Carmichael. JAE As there is no money in the KGV account at Barclays Bank, IVPC agreed to close it. JAE b) Low Cost Housing The contractors now have possession of the site. The diversion of SEB transformer is delaying construction. c) Sign in Church Lane, Easton Nothing to report d) Footpaths David Bishop to put up a sign on his property stating no through road for motor vehicles. CB stated how dangerous it was to emerge from the boardwalk footpath onto the B3047. She wondered if the footpath should be closed. Councillors were asked to walk the path and give their opinion. ALL CB distributed maps asking councillors to say which footpaths they are prepared to monitor. ALL FP stated that the RUPP at the top of Chillandham Lane was widened in the 1960s. There is still a query as to whether it was originally a track for vehicles. e) Traffic Calming Another plan needs to be given to IVPC re the traffic calming at Easton. HCC needs to work on the levels for large lorries. Red road markings with SLOW written on are to be put at the bend by the village hall in Itchen Abbas. f) Homelands PT declared he had received tickets for the festival. A survey was completed, stating little disruption but no signs were erected re road closures. 05.4 COUNCILLORS’ REPORTS and QUESTIONS PT reported that the banners have been removed from the Percy Hobbs. He will insist that the posts are also removed. He will again consult Neil Broadbent. PT He has made inquiries about indemnity insurance. He will again consult the insurance company when he has the reference number. PT/JAE CB asked if the post box at the top of Station Hill Itchen Abbas could be painted. She will contact the Post Office. CB She asked FP if either of the charities she represents could fund the hard surface of a small pavement. CB/FP FP asked if kerbing could be put alongside Church Lane, Martyr Worthy. Neil Broadbent to be consulted. SG reported that the web site is running well, but there are not many hits. JF (declaring an interest) stated that no progress is being made with the Couch Green sewage treatment work. Planning permission has not yet been given for Couch Green or Itchen Abbas. JAE to contact Neil Baxter. She said that next year IVPC will be invited to see the formal gardens. 05.5 FINANCE Appointment of Internal Auditor Fiona Parry proposed that Ken Abraham be appointed internal auditor. This was seconded by Eric Thompson. All were in favour. The car allowance for clerks is now 52.7p a mile. NO COMMENT 05.7 PLANNING DECISIONS Noted as listed in the agenda 05.8 PLANNING MATTERS JeanWhite – Response letter from WCC to her letter re new sewage treatment works. Noted Copy letter from CPRE objecting to development at Chillandham Cross Prowting Homes are appealing re development at Abbots Worthy House. This will be a written appeal. IVPC wish to know the result. JAE 05.9 PARISH COUNCIL VACANCY Three people have applied for the vacancy as a result of the resignation of Martin Woodcock, namely Bob Banham, Sarah Robinson and Robert West. A secret ballot was taken and Bob Banham was co-opted on to the Parish Council. JAE to write to all three candidates. JAE 05.10 CORRESPONDENCE
She responded to an issue in the magazine re traffic calming and showed the meeting a poster which could be put on the bins. The meeting felt each individual could make the choice. The forestry commission is hosting a meeting at Micheldever Station Village Hall on 16/06/06 to discuss a forest design plan. AM to attend. AM The new director of HAPTC will be Steven Lugg who takes up his post on July 1st. AM has received a reply from Mark Oaten about his campaign literature. He apologises. AM will ask him about the new Roadchef-Costa Coffee sign being erected. AM The Alzheimers Society were unsuccessful in the Queen’s Award for Voluntary Service. 05.11 DATE of NEXT MEETING Thursday July 7th 2005 at 7pm in Easton Village Hall. Meeting closed at 8.45pm |
