Minutes 1/6/06

 

Meeting held on Thursday 1st June 2006 in Martyr Worthy Parish Hall. 

PRESENT: Alison Matthews (Chairman), Bob Banham, Cynthia Bolton, Jennifer Ffennell, John Harris, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Joyce Edgell (Clerk), Neil Baxter (Winchester City Councillor).

06.2 MINUTES of LAST MEETING

The minutes of the meeting held on May 4th were approved and signed.

06.4 MATTERS ARISING                                                                                          ACTION

a)      Couch Green

JAE has spoken to Robert Stent about the cost of mowing. He isn’t able to reduce the cost. It was agreed to continue with Robert until the end of the financial year and then acquire estimates from other contractors. JAE to inform him.                               JAE

FP has received an estimate of £789 to replace the existing metal fence with wood. JAE to find out if the cost can be covered through the Open Space Fund.                                                                 JAE

FP has taken photographs of the equipment at Couch Green and will enter the Worst Playground Competition.                                         FP 

b) Old School Field

CB to contact Charlie Yeates re cutting down a branch from an Ash tree before the erection of the new swings.                                     CB

Rabbit holes are a problem on the field. JAE to contact Hampshire Playing Fields Association for advice.                                                           JAE 

c) Low Cost Housing

The electricity work is still to be carried out. The water main will then be redirected. Hyde Housing will liaise with HCC for specification for the steps down to the footpath.

            An Open Day for local people was suggested.

            Hyde Housing is starting to interview prospective occupiers.           

d) Footpaths

More volunteers are needed for the Parish Polls Partnership survey on June 18th. Three sites have been identified. Hampshire County Council will supply the documentation. It was decided not to implement any part of the Clean Neighbourhoods and Environment Act at present.

e) Traffic Calming

AM reported on the meeting held with Jackie Porter and representatives from neighbouring Parish Councils re traffic calming on the B3047. It was agreed to use the services of an external consultant if HCC will accept the report.

f) Hi-Fi South 2006-Survey

This was completed. It was concluded that the wind direction protected Itchen Valley from the noise. 

g) Pinder Centre Signs

            AM to meet the new chairman, Angus Sladen, to discuss the signage.           

06.5 COUNCILLORS’ REPORTS and QUESTIONS 

SG sent his report that The Trout had started tidying up the footway. The damaged pub sign should be removed soon. 

CB is investigating why a large skip has been by the industrial units in Itchen Abbas for so long. 

FP said that no demands have been made on money from the Winchester Villages Trust. She has suggested that the school might like to apply for money to finance outings. 

JH will contact the planning office to find out the situation with Chillandham Cross. 

BB commented that the Strawberry Lane corner has been tidied. 

GP reported that the driveway at Pheasants is permitted development. 

AM asked for the possible diversion of footpath in Easton to go on July Agenda.

W19917/01 Steve Dixon, Martin Mansbridge, Proposed Motorcross site, Alresford Road. The application for a proposed operation is made under section 192(1)(b) of the Town and Country Planning Act 1990. OBJECT                                                    AM

Re-installing windows on north façade; removing 1950s chimney on north-east corner of building, door to replace window to east of this. Door to be removed on north elevation of northern range. Internal alterations; Removing walls and erecting walls, removing hearth near northeast corner. AM declared an interest. NO COMMENT

06.8 PLANNING DECISION 

W02013/08A The Percy Hobbs, Alresford Road, Winchester. 1 free standing externally illuminated advertising sign. PERMISSION REFUSED 

06.9 PLANNING MATTERS 

            Ivy Cottage, Easton has been approved. 

            Morn Hill has been deferred. 

An appeal has been lodged against WCC’s refusal of the holiday bungalows at Park Farm. IVPC supports this appeal. AM to write.                                       AM

IVPC is not prepared to back the removal of the Highway Rights at the Police House at the moment. A planning application is expected. 

AM stated that there is not sufficient infrastructure to support the number of houses planned in the SE Regional Plan and will comment accordingly. 

            AM reported on the “Sludge” meeting she attended at Micheldever. 

Winchester City Trust has written to WCC complaining about the absence of “W” numbers in the planning booklet. The Trust has asked for our support. IVPC has ascertained that there is a computer error and the numbers are to be reinstated. 

06.10 CORRESPONDENCE 

The AGM of HAPTC is to be held at Intech. JAE to write to Stephen Lugg stating that no councillors from Itchen Valley will attend the AGM, as Intech is in breach of planning conditions in letting the building for non-educational meetings.                JAE 

Silver Hill Renaissance Public Exhibitions will be held on June 8/9/10. It is important for this to be visited and comments made.
