Minutes of the meeting held on Thursday 7th June 2007 at 7pm in Easton Village Hall.PRESENT: Steve Gapper (Chairman), Bob Banham, John Harris, Shirley Howell, Bill Loader, Fiona Parry, Sarah Robinson, Eric Thompson, Jackie Porter (County Councillor), Neil Baxter (City Councillor) , Joyce Edgell (Clerk), 12 members of the public. 06.1 APOLOGIES: Elaine Labram The members of the public present were concerned about the proposed Avington Water Treatment Works. JH said he had spoken to residents of Avington and their concerns were regarding smell, noise, and choice of site. Avington residents also object to the size of the treatment works. JP will visit a smaller unit at Minstead and try to organise a meeting with a county engineer and residents on 20.06.2007 at Avington. NB has consulted a city council engineer. SG urged local people to write individually to the planning office objecting to the proposed scheme. 06.2 MINUTES of LAST MEETING The minutes of the meeting held on 10th May 2007 were approved and signed. 06.3 MATTERS ARISING ACTION a) Couch Green The play equipment is being erected. The second portakabin is due to arrive in a couple of weeks. FP has found some residents who will paint both cabins with green paint. Itchen Abbas Primary School’s field is not fit to use. A request has been made to use KGV field. The meeting agreed to this charging a nominal rent. JAE to meet Andrew Robson to draw up an agreement. JAE People with metal detectors have made holes in the field. Mr and Mrs Howell have filled them up. Charlie Yeates to be asked to cut the grass around the posts. SR b) Old School Field Hedge will be planted in the winter. e) Footpaths SR reported that the railway line footpath has been used for scrambling. A cost is awaited for the steps up to the railway line footpath from Bridgets Lane. Hyde Housing have been approached for financial help. Money can be used from the Open Space Fund. Worthies BTCV members are available to help tidy up the railway line footpath if required. f) Speed Limits Itchen Abbas has been granted a 30mph limit. JP has revisited her 2005 survey. The majority of residents are in favour. As decided at the May meeting no 30mph speed limit will be requested for Easton. g) Itchen Abbas VDS Ongoing h) Co-option of Parish Councillor The Parish Council has received one application. JAE to check whether her length of residency qualifies. If this is satisfactory IVPC will accept her application. JAE i) Code of Conduct Booklets were distributed. To be discussed at the September meeting. 06.4 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR JP presented her report. Besides items already covered during the meeting she is asking for people to contact her if they would like a cycle path along the A33/A34 road to Winnall. She is also involved with the car parking problem in Alresford. NB reported on the meeting re the Premises Licence at Matterley Bowl. NB and EL had attended the meeting. The licence was granted but with a reduction. The general feeling of the meeting was that IVPC should appeal. A reduction to 3 events would be appropriate. Should the appeal be lost a cost would be involved. SG to contact UIVS to see if they would be prepared to give financial back up. SG SG to contact the chairman of Chilcomb Parish Meeting to see if they are going to appeal. SG 06.5. PUBLIC QUESTION TIME A member of the public asked if IVPC would reconsider the 30mph speed limit planned for Itchen Abbas. The speed limit has been granted and JP’s survey suggests this is the majority’s choice. 06.6 PARISH COUNCILLORS’ REPORTS and QUESTIONS FP reported that the inter village football tournament has been cancelled through lack of support. JH reported that a tree had come down near Lower Chilland House. The County Council have been notified as there may be damage to the bridge. Residents are being consulted about the lighting at Lower Chilland House. BL asked if a householder is entitled to put a chain across her driveway to prevent rubbish being dumped. SG replied that he could see no reason why not. 06.7 FINANCE BB and JH are looking at Unity Trust’s offer of banking services. Ken Abraham, internal auditor, will audit the accounts on 11.06.2007. £182 has been received from UIVS for the cost of the Shepherds Field nameplate. JAE to investigate and check on insurance for the new swings at Old School Field. JAE 06.8 REPORT from the PLANNING COMMITTEE Applications: W20638 Mr and Mrs Compton, 1, Chapel Field, Chapel Lane, Easton. Partial demolition of rear extension, replacement 2 storey rear extension. NO COMMENT W01155/10 Mr Large, Moorside Place, Moorside Road, Winchester. Sub-division of existing units 2,4,5 and 6 to create 8 smaller units. APPLICATION NOT YET RECEIVED W04447/10 Southern Water, Avington Park. Change of use for land to be leased by Southern Water, construction of a control building to house motor control centre, blowers and generator, primary tank, biozone, humus tank and boundary fence. BL to draft a letter of OBJECTION BL W14776/02 Mr and Mrs Norman, Gorse Cottage, Main Road, Itchen Abbas. Replacement of existing flat roofed garage and utility room with pitched roof. BB to contact neighbours BB Decisions as listed in the agenda 06.9 PLANNING MATTERS Matterley Bowl Premises Licence (Under City Councillors Report) Morn Hill Hotel Site SG has written to GOSE commenting about the poor handling by the City Council. 06.10 CORRESPONDENCE WCC have agreed to put up nameplates at Easton Lane and Long Walk. A conservation area sign will be put up in Easton Lane. The Long Walk sign will have the WCC crest on it. EL commented that the Fair Lane sign has no crest. JAE to contact Ron Duff to discuss.
