Minutes of the meeting held on Thursday 11th June 2009 at 7pm in Itchen Abbas & Avington Village Hall.

06.2 ELECTION OF PARISH COUNCIL CHAIRMAN

 

Steve Gapper, was elected to serve as Chairman for the coming municipal year & Cllr Gapper made his Declaration of Office.

 

 

 

06.3 ELECTION OF VICE CHAIRMAN

 

John Harris, was elected to serve as Vice-Chairman for the coming municipal year & Cllr Harris made his Declaration of Office.

 

 

 

06.4. MINUTES of LAST MEETING
The minutes of the meeting held on 7 May were agreed and signed.

 

 

It was then agreed to alter the order of business to permit Mr S Percy to provide background and take questions on a request from the Easton Village Hall funding body for further grant support, to permit him to leave and attend another meeting elsewhere.

06.6 ADOPTION OF MODEL STANDING ORDERS (Handbook Part 2 with Amendments (see minutes 2004 11.3g)
These were adopted. The clerk undertook to draft Itchen Valley specific standing orders.

06.7 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
NB  reported that the Baring Close street lighting was now operational and that the Heritage Lottery Fund had granted £50k to Winchester City Museum Service. He referred to an article in the local press about the Glade festival which promised to be “louder and longer”. This was felt to be simply a resort to free marketing, because the organisers must adhere to noise level rules. There was concern however that an extension of this festival may be attempted by stealth and residents should be encouraged to complain as the need arises. PF referred to an article in The Times, which listed all major festivals, but Glade was not included.
While on the subject of noise, SR complained about low flying helicopters. The Clerk is to provide her with the RAF Odiham telephone number.

NB spoke of widespread concern about the proposed Barton Farm development, which had been
The subject of a number of local seminars, and undertook to provide details of future ones.
NB has been appointed to the Southdown National Park Committee and will keep IVPC abreast of developments. The effect of this Park on local parishes will be principally in the planning field, but there may be others.

In a written report, JP  regretted being unable to be present due to the WCC Full Council meeting being held at the same time, which involved a number of contentious issues on the agenda requiring her attendance there. Her full written report is contained in Appendix A to these Minutes.

06.8 MATTERS ARISING                                                                                         
a) Footpaths
Zigzag: work was to have started 2 weeks earlier, but has not done so yet. HCC and contractors to be pressed for action.
Strawberry Lane: local landowners have agreed to carry out works. They should be pressed to do so every year.
Grace’s Farm Bridge: B3047: delete.

b) Footway B3047: chairman to progress this via JP.

c) Lit Signs: No progress.

The Clerk provided, and the Council accepted, a quotation for replacing the pedestrian gate etc at Couch Green recreation ground. This is to include any necessary work on the adjacent fence, within a limit of £120.

The Clerk reported having been able to identify a contact at WCFC with whom the matter of the outstanding debt of £539 had been raised. Failing a satisfactory response beforehand, the Clerk intended to attend a general meeting of WCFC and raise the matter there. An alternative is to approach WCFC’s sponsors.

The problem of travellers was then discussed and the Clerk undertook to contact the owner of the land on which one group had been camped for some time.

It was reported that minor works were required to a footbridge over a River Itchen feeder. PM undertook to effect a repair.

06.9 PARISH COUNCILLORS’ REPORTS and QUESTIONS

BB reported that some patching had been done on the A3047, but the ideal solution would be complete resurfacing. BB also said that the Play Area safety report by Nick Adams was generally satisfactory. Members and residents will carry out regular visual inspections, supplemented by quarterly inspections by Serco and annually by Nick Adams.
BL reported that the rails on Fulling Mill Bridge had been repaired, but that further research was needed to establish whether and by whom a new notice on the bridge was to be erected.
EL said that works near a footpath which crossed the A3047 near Princes Mead School did not appear to have impeded access. New bark chippings are required and climbing frames are n need of preservative treatment in the McPherson School Field. This work is to be carried out by the Chair of the Trust and invoiced to IVPC.
Climbing frames in other play areas may also need re-proofing
In response to a question from SG, an explanation was given as to the current arrangement for grass cutting at the M/W War Memorial by Mr Yeates. PM kindly offered to strim the grass around the M/W War Memorial.
SG also reported that a resident had expressed concern about the potential for petty theft in the parish and asked whether Neighbourhood Watch could help. SG has contacted the Co-ordinator.
Vandalism of the K6 phone box at Couch Green was reported and the Clerk agreed to advise BT.

06.11 GRANTS TO OTHER BODIES

It was agreed to revisit a request from the Easton Village Hall funding body for further grant support, in April 2010 at the end of the current support period. If possible the Council would like to repeat the previous grant.

It was agreed not to make a grant to the Victim Support Charity

What I would like to achieve in my next four years as County Councillor for the Itchen Valley (order does not designate priority)

  • Better relationship between tenants and social landlords, I want to work with groups and councillors to develop stronger working  links to influence their local environment
  • Sat Nav Insanity: A programme of action to cut down the impact of lorries using our country lanes
  • Quiet Please! Although the division is semi rural, traffic noise blights many places I will campaign for the use of quieter tarmac surfacing to reduce the noise of traffic heard in the area
  • Better support for cyclists – there is evidence of a growing use of bikes- we must welcome  first time riders and encourage them to remain as cyclists
  • Library service- fitting it to our rural and homebound users
  • Monitor and influence the impact of the National Park in one part of the division on employment, housing and our landscape across the whole area
  • Continuing to challenge decisions which don’t benefit Itchen Valley Division residents
  • Continued support for
    • walk to school initiatives
    • pavement improvements and repairs
    • users of Public Transport
    • young people to ensure they can enjoy life in and out of school
    • The Carbon Challenge- to improve sustainability  individually, as a community and globally-including road surfaces, recycling facilities, street lighting
  • Celebrating the value of volunteering in our community for both volunteers and recipients

County Report June 2009

I apologise for not being able to get to your Parish Council Meeting tonight, as I have a prior engagement. After a very busy week last week, and in deference to the European elections, I am also trying to adhere to the European working time directive, sticking to 48 hours for a few weeks after the election at least!

The first part of this report is to remind you of the Good Neighbour Awards, deadline 26th June- contact HCC website or me for more details. It is an excellent  opportunity to recognise volunteering in the community with a ceremony in the Great Hall in early October.

The LDF (planning for Winchester district) meetings are in progress, as the draft is out for consultation. Please ensure your Parish Council responds to WCC by 5pm on the 3rd July, and encourage others to do so too.

You will see a letter from me in the Chronicle this week, after disabled spaces were closed off in the High Street for most of the day. This was raised as an issue with me by residents in Alresford and Kings Worthy, so obviously does affect residents across the division. It also raises another question about who should be consulted when a TRO is advertised- which is relevant everywhere. You may want to consider this for your area.

Overleaf I have written out my priorities for the next four years. As soon as I had done so, an incident raised its head at one of the County’s care homes. Of course, I will continue to support local communities and their issues, but the attached priorities touch more than one Parish.

Alresford:
Road works

  • Nursery Road now repaired
  • Mill Hill and New Farm Road on list for 2009. Bridge Road, Pound Hill still outstanding
  • Still trying to seek support to reduce camber at exit of Sun Lane (for bus)
  • More accidents in the shopping areas- now re-elected am due to meet HCC officers for solutions

Putting Pedestrians First- these items will be pursued as necessary

Wonston

  • Met with Chairman on day of meeting when we discussed priorities
