Meeting held on Thursday 4th March 2004 in Martyr Worthy Parish Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Paul Twelftree. 03.1 Henry Labram on behalf of Easton Village Hall Committee made a presentation and answered questions re their proposed planning application. He showed the Council a plan on which the outline planning application would be based and asked for their support. This to be discussed later in the meeting. 03.2 APOLOGIES: Steve Gapper, Martin Woodcock. 03.3 MINUTES of LAST MEETING The minutes of the meeting held on Thursday 5th February 2004 were approved and signed. 03.4 MATTERS ARISING ACTION a) Play Areas FP has found two people who have agreed to make regular inspections of the play equipment at The Old School Field and Couch Green respectively. A letter will be sent thanking them for their offer. Notebooks will be provided. FP/ JAE b) Low Cost Housing AM reported on a meeting she attended on 11/02/2004. The residents wish to use the existing drain so that land is to be sold to the residents. Hyde Housing will build 10 houses. DEFRA’s solicitors have not drawn up contracts. CB to contact Mark Oaten. CB c) Traffic Calming A resident provided information about “Ripple Effect”. Easton’s Traffic Calming is on the CHTS list for 2004/2005. d) Finger Posts AM and JAE to meet Norman Beaumont in Itchen Abbas to discuss the positioning of the new finger post. He has given an estimate of approximately £200 to make a “No turning beyond here” board for Church Lane, Easton. AM/JAE e) Footpaths Easton Footpath 24 will be closed during the week beginning March 22nd. Charlie Yeates estimates that it will cost £70 to clear the footpath behind Couch Green. IVPC accepted his estimate. CB f) Old School Field FP to obtain an estimate for the fencing around Old School Field. She will liaise will Stuart Dunbar-Dempsey. FP Concern was raised re the necessity to use barbed wire. AM to check the deeds. AM 03.5 COUNCILLORS’ REPORTS and QUESTIONS JF reported that 2 trees at Couch Green have been blown down. CB to mention to Charlie Yeates. CB PT to attend a residents’ meeting with Mean Fiddler on 17/03/2004. GP noted in the Insight paper that elections are due in the Itchen Valley this year. As this is not the case JAE to investigate. JAE
FP commented about the unsightly state and possible tree damage of the road frontage of Martyr Worthy Place. As this is a Grade 2 Listed Building, JAE to write to Michael Edwards. OBJECT, commenting on the size, the site and the colour. AM 03.8 PLANNING DECISIONS Noted as listed in the Agenda 03.9 PLANNING MATTERS WCC to reform the Enforcement System to make it more efficient. Mr Loader appeal-9/03/2004. A member of IVPC to attend. AM Enforcement order re Princes Mead car park now closed. Banner Homes may redesign the plots in School Lane, Itchen Abbas.
