Minutes 3/3/05

 

Meeting held on Thursday March 3rd 2005 in Martyr Worthy Parish Hall.

 PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Fiona Parry, Geraldine Phillips, Paul Twelftree, Neil Baxter (City Councillor), Joyce Edgell (Clerk). Two members of the public were present. 

Neil Baxter commented on two items. 

1) He had attended a gathering at the Great Hall, at which there were presentations to Quality Status Parish Councils. He urged IVPC to consider becoming a Quality Status Council as grants would become available. He will look into the qualification necessary. 

2) The Standards Board is looking for members to stand on the committee, and he asked the meeting if anyone would be interested.

03.2 MINUTES of LAST MEETING

The minutes of the meeting held on Thursday February 3rd 2005 were approved and signed. 

03.3 MATTERS ARISING                                                                                                              ACTION        

            a) Couch Green

                        A new sign to be made asking dog owners to keep their dogs off the football pitch and to clear up any dog                         faeces.                                                                                                                          JAE

FP has arranged for storm damaged trees to be removed.

The play area inspections have taken place. IVPC have been advised to remove a rope from the Old School Field,             Easton play area.                                                                                                           FP  

b)      Low Cost Housing

The start on building the houses has been delayed by WCC on minor issues. NB to enquire why there is a delay.           

c) Sign in Church Lane, Easton

            Nothing to report 

d) Footpaths

            All landowners have been informed that IVPC has applied to have the Railway Line footpath added to the Definitive                         Map. The application has been made to HCC.

            A letter has been received from a concerned landowner at the proposal that the footpath be extended to Bridget’s                         Lane.

JF declared an interest.

A consultation draft re usage of paths/bridleways. IVPC has no BOATs in the parish. Concern was expressed at the             use of RUPPs. CB to invite Sylvia Seeliger of HCC to discuss this issue.

            A suggestion was made that as IVPC has so many footpaths, the paths could be split into areas for annual                         inspections. Maybe an article in the magazines asking for volunteers. 

e) Traffic Calming

            A meeting was arranged with Ruth Olczek on 18/02/05 to discuss traffic calming in Itchen Abbas. As a short term                         measure a slow sign will be put near the bend by the Village Hall.

PT stated that the Easton Traffic calming will be started within a month. 

03.4 CLEAN NEIGHBOURHOODS and ENVIRONMENT BILL

            This bill gives Parish Councils more power re dog fouling and litter. CB will put a short item in the  magazines.                                                                                                                                                                  CB

03.5 EASTON and MARTYR WORTHY CRICKET CLUB

            A list of members has been received from the Cricket Club. It was agreed to support a grant of £1000 from the Open Space             Fund. JAE to write to Stuart Dunbar-Dempsey and Roy Paramor.                                   JAE 

03.6 ITCHEN ABBAS and AVINGTON FLOWER SHOW

            A suggestion has been received asking if IVPC would sponsor a prize for a garden. This was decided to be inappropriate.             JAE to write.                                                                                                                             JAE 

03.7 PARISH COUNCIL VACANCY

            A letter written on 18/02/2005 was received from Martin Woodcock resigning from the Parish Council with immediate effect.             This vacancy to be advertised.                                                                                              JAE 

03.8 ANNUAL PARISH MEETING

            The Annual Parish meeting will be held on Monday 25th April 2005 in Easton Village Hall at 7.30pm. County Councillor             Susan Glasspool and City Councillor Neil Baxter to be invited. The Chairman’s report to be circulated with the newspapers             and an article to be inserted in the magazines.                                                                    JAE           

03.9 COUNCILLORS’ REPORTS and QUESTIONS

            EL commented about a suggestion that a tennis court could be built at Couch Green. This has been investigated previously             and found to be too expensive given the small number of potential users. 

            SG mentioned litter on the B3047. Fly tipping has occurred on Easton Lane.

            JF stated she had attended the SE Plan Meeting, only to find it had been postponed. Neil Baxter to enquire why.

W02013/07A Whitbread Restaurants PLC, The Percy Hobbs, Alresford Road, Winchester. Display of 1 externally illuminated free-standing flag sign. OBJECT on the grounds that there are already enough signs. 

WAG/PN/240/01 Mr Waldron, Itchen Down Farm, Northington Road, Itchen Abbas. Erection of agricultural machinery store. (This application may affect the setting of a public right of way). FULL APPLICATION REQUESTED 

W16315/08 Mrs Metcalf, Itchen Down House, Northington Road, Itchen Abbas. Change of use from agricultural land to residential land and construction of a greenhouse. NO COMMENT 

W16178/02 Ms Panizzon, 5, Manor Cottages, Easton Lane, Easton. Renewal of consent for single storey side extension. NO COMMENT 

WTPO/1547/01 Mr Langley, The Willows, Avington Park Lane, Easton. Trim 2 Willow trees. NO COMMENT 

03.12 PLANNING DECISIONS

03.13 PLANNING MATTERS 

The rubbish at Martyr Worthy Place cannot be removed as it is on private land. 

A letter has been received asking IVPC to support an application for a Nursery School at The Lunways. A reply has been sent stating although it would be good to see the site tidied up, more detail is needed before support can be given. 

Banner Homes appeal-AM to attend. 

A copy of a letter written to WCC by a resident re the application for sewage treatment works in Itchen Abbas was read. The letter stated that no indication of traffic, soak aways etc. was mentioned. 

A letter written by a resident to Alun Trott, WCC, was read, commenting that pedestrian access to Intech was promised but has not materialised.
