Minutes 2/3/06

 

Meeting held on Thursday March 2nd 2006 in Itchen Abbas and Avington Village Hall. 

PRESENT: Alison Matthews (Chairman), Bob Banham, Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Geraldine Phillips, Eric Thompson, Joyce Edgell (Clerk).

Jackie Porter (County Councillor), Neil Baxter (City Councillor) were also present.

 

03.1 APOLOGIES: Elaine Labram, Fiona Parry.

 

03.2 MINUTES of LAST MEETING

The minutes of the meeting held on February 2nd were approved and signed.

 

03.3 MATTERS ARISING                                                                                  ACTION

a)      Couch Green

JAE to remind Sara Mason to supply a breakdown of the ages of the children who would use the play equipment                                                         JAE

HPFA to be approached to see if funding could be available.       FP

JAE to respond to the Open Space Strategy consultation.                      JAE

A vehicle has been driven on the field. The police have identified the driver. FP to obtain a quotation to mend the broken rail.                              FP 

b)  Low Cost Housing

Hyde Housing has come to an agreement with the electricity board. Building will proceed when the electrical work has been done.           

c) Pinder Centre Signs

            Costing still awaited from WCC (Mr Crisp). 

d) Footpaths

The bridge over the river at the bottom of Church Lane, Martyr Worthy is now clear.           

e) Traffic Calming

            The Easton Traffic calming is delayed waiting for the rustic posts.

AM to obtain a precise costing from Jo Cleary’s consultancy to prepare a report on the B3047, similar to “Rural Roads at Risk”.             AM

JP gave her report on the survey she conducted with residents along the B3047. A meeting has been arranged on 27th March to discuss the way forward. 

f) Annual Parish Meeting

Fiona Tebbutt, Andrew Robson, Jackie Porter and Neil Baxter will attend the Annual Parish Meeting and give reports. 

g) Martyr Worthy Place

The meeting agreed that the site is untidy but IVPC cannot get involved as rubbish in gardens is a matter for the owner in the absence of an environmental health problem. 

h) Parish Council Vacancy

            This has now been advertised in the magazines and on the notice boards.  

03.4 COUNCILLORS’ REPORTS and QUESTIONS 

JP presented her monthly report. Hatching may be possible on the road from the Percy Hobbs to the Avington turn. Also being investigated is a footpath through the Old House grounds to the school. 

NB felt IVPC should respond to the article in the Hampshire Chronicle about the proposed Motocross events.  AM/NB

The actions of HCC and WCC Tourist Boards re advertising the events before permission has been given were discussed. AM will write to Chief Executive at WCC about this.                                                      AM

            NB continues to push for progress on the sewage works. 

            JF was assured that local people will be allocated the Low Cost Houses. 

SG reported that there have been three accidents recently by the Trout. He will give JP the details. He asked if IVPC was aware that an application might be made to demolish a house on Main Road. There are no immediate plans for this. 

ET reported bollards have been damaged on the double bend in Chapel Lane. JAE to inform Neil Broadbent.    JAE

Speed is a concern on Fair Lane. JAE to enquire if speed humps are allowed.   JAE

He commented that thick tarmac had been laid on Long Walk. He felt this  was a waste of money. JP to be asked if Parish Councils could be asked to state their priorities.                                                                                     JAE 

GP reported that a resident has complained about motorbikes using footpaths. It was `  suggested that hedges be left             to grow. 

CB stated that a rail on the hump back bridge is loose. Neil Broadbent has been notified.

She has had a response to the letter she wrote to the Planning Department re the way the Banner Homes meeting was conducted.

She has contacted the editors of the Easton and Martyr Worthy News re their comments about subscriptions. 

AM thought the Oil Well on Matterley Farm was too well lit up at night. She will check the planning conditions with the Planning Department.                    AM

AM reported that EL had been asked to remove the stones on her grass verge. The meeting agreed this was the law. 

03.5 FINANCE

BB stated that HCC are not interested in tendering for insurance on a global basis. HAPTC are aware of the problem but it is one of their low priorities. JAE to contact another insurance company for a quote.    JAE

03.6 PLANNING APPLICATIONS 

W01598/08 Mr and Mrs Mitchell, Three Acres, Chapel Lane, Easton. Two storey rear extension. NO COMMENT 

W01598/09 Mr and Mrs Mitchell, Three Acres, Chapel Lane , Easton. Double garage with workshop to rear. NO COMMENT 

W19431 Mr Bellairs-Wray, Pits Farm House, Alresford Road, Winchester. Revised plans. Replacing flat roof with a pitched roof and enlarging patio doors. NO COMMENT 

W02331/04 Mr and Mrs West, Stillwaters House, Avington Lane, Avington.  Demolition of existing house and erection of 1 4-bedroom dwelling. NO COMMENT 

W05311/03 Mr and Mrs Peploe, Daffodil Bungalow, Fair Lane. Retrospective application for change of use from agricultural buildings to mixed use maintenance and storage of trailers, caravans and cars; siting of temporary office building.

Proposed to ask for condition linking use to ownership of Daffodil Bungalow and restricting further building on the site subject to discussion with the planning officer. 

W19952 Mr and Mrs Owens, Southwood House, Main Road, Itchen Abbas. Two-storey side, single storey front and link extensions; conversion of garage; pool plant and shower rooms. NO COMMENT subject to consultation with neighbours. 

The last two applications were not on the agenda as they were received just before the meeting. 

03.7 PLANNING DECISIONS

Noted as listed in the agenda 

03.8 PLANNING MATTERS 

            Homelands- The Licensing Committee will meet on 27.03.2006. AM will attend.

            IVPC will continue to object. It has been suggested that signs erected on the B3047 will be covered but removed should             an emergency occur. 

Motocross - IVPC will object to this application. Support has been expressed from other local Parish Councils.  AM

            It was noted that Parish Council Training will take place in 2006/2007. 

The planning application to convert the piggery at Park Farm, Avington to 2 holiday cottages has been refused. Robert Stent is to appeal and IVPC agreed to write a letter to support the appeal.                AM                   

WCC Legal and Planning Departments are meeting on 7.03.2006 re Morn Hill Hotel breach of S106 agreement. 

IVPC will write to object to the construction of earth bunds to reduce noise of clay pigeon shooting at Wallers Ash.(W14061/09) on grounds of disruption to public rights of way on Alresford Drove caused by heavy lorry traffic.                       AM 

03.9 CORRESPONDENCE 

Moviola - A film scheme to bring cinema to rural communities passed to SG as Village Hall Representative. 

Hampshire Constabulary Meeting 7/03/06-AM to attend 

03.10 DATE of NEXT MEETING 

Thursday April 6th 2006 at 7pm in Easton Village Hall.  

The meeting closed at 9.10pm 

The meeting had to be held in the Village Hall kitchen due to the usual room being full of nursery equipment. It was unanimously agreed that because of this IVPC would not pay for the hire of a room for the meeting.
