Minutes March 2008

 

Minutes of the meeting held on Thursday 6th March 2008 at 7pm in Easton Village Hall. 

PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, Shirley Howell, Elaine Labram, Bill Loader, Paul Moffatt, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor), Joyce Edgell (Clerk).

03.1 APOLOGIES: John Harris 

03.2 MINUTES of LAST MEETING

The minutes of the meeting held on 7th February 2008 were approved and signed. 

03.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR

Jackie Porter has acquired maps of highway ownership along the B3047.

HCC will carry out a speed review of the A31 and the top of Fair Lane during 2008/09.

Interest in the Village 30 scheme for Easton missed the 31.01.2008 deadline. It will be included in the next tranche. A meeting of Easton residents will be called.

A new application for Avington sewage works is expected. (Now received). Jackie has called a site meeting on 17.03.2008 at 2pm. 

Neil Baxter reported that progress is being made to purchase land for the Couch Green sewage works.

Local Development Framework meetings have been very well supported.

 

03.4 MATTERS ARISING                                                                                             ACTION

a) Couch Green

            The resurfacing of the car park is still ongoing.

            SG will see the retaining holes around the pitch at Micheldever Football Club to see whether they are suitable for             Couch Green.                        SG

            The play area inspection reports are being circulated.

            JAE has been informed that the play areas should have a more regular inspection from someone who is                 certificated. JAE to investigate cost.                                                                                               JAE

 

b) Old School Field

            The new fencing will be erected shortly. The hedging will be done in the Autumn.

£150 will be given to IVPC to help with the cost of the grass cutting.           

c) “The Paddock” sign

            JAE has ascertained that The Paddock has not been adopted by HCC.

            The old sign may be removed. UIVS has paid Norman Beaumont for the sign. 

d) Co-option of Parish Councillor

            Paul Moffatt signed his declaration of acceptance of office. 

e) Traffic Calming

            A new footway similar to the one in Bramdean along the A272

might be suitable for the B3047. JAE to contact the clerk of Bramdean.     JAE 

f) Representative on Martyr Worthy Parish Hall Committee

            Shirley Howell will represent IVPC on Martyr Worthy Parish Hall committee. 

g) Annual Parish Meeting

            The agendas for the Annual Parish Meeting will be distributed with the newspapers on Monday 31st March.

It was agreed to provide a glass of wine at the meeting. 

03.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS 

SR asked whether any notification has been received re inspection of the bridges across the river. JAE has received a letter from HCC. 

PM reported that the lighting at Shepherds Field has come back on. JAE will contact Hyde Housing.    JAE            

SH is investigating suitable play equipment for older children. She asked if a picnic bench could be provided. JAE to investigate.                                                       JAE 

03.6 FINANCE 

            Quotes for grass cutting have been received. It was agreed to accept Serco’s    quote. JAE to inform the firms who             quoted.                                                            JAE 

In response to articles put in the magazines for suggestions on how to spend our Open Space Fund, a tennis court was suggested and a permanent table tennis table. These suggestions were discussed. This item will be put back on the agenda for April.

            SG will attend the Open Space Presentation evening on 1.04.2008.                               SG

03.7 PLANNING  

Application: 

W14515/03 Mr and Mrs Reid, Cherry Tree Cottage, Avington Park Lane, Easton. Replacement porch. NO COMMENT 

Decisions: 

W11117/06TPOCA Mrs Pinder, Martyr Worthy Manor, Church Lane, Martyr Worthy. Fell 1 Horse Chestnut tree and 1 Yew tree. APPLICATION PERMITTED 

WTPO/1464/02 Ms Cornish, 1 Ash tree on main drive approach to property-prune 4 limbs towards power and telephone lines and prune lower limbs to NW to 6m. APPLICATION PERMITTED
