3.2 MINUTES of LAST MEETING
The minutes of the Ordinary Meeting held on 4 February 7 January 2010 were agreed and signed. |

At 7:05pm the meeting recessed into open forum and resumed at 7:20. |
|
PCSO Ashcroft (HA) introduced herself to members and handed out various contact information. She listed incidents which had occurred: (i) Trespass at Graces/Folly Farm, (ii) Night hawkers (using metal detectors), (iii) Criminal damage, Itchen Stoke, (iv) Suspicious vehicle, probably poachers, (v) Speeding – PC Stockton has completed training with, and will be using, a speed gun to catch offenders in the area (vi) a mobile police station initiative is now operating and a schedule of dates and locations was handed out), (vii) Community boxes have been installed in 2 local churches inviting information on police issue of concern to parishioners, (viii) checks are being made at local beauty spot car parks, (ix) local patrolling continues as normal.
HA recognised the ongoing problem of travellers, which is predominantly a matter to be addressed by landowners. The police do however work closely with HCC’s Gypsy Officer. The Clerk referred to police powers in the Police and Criminal Evidence legislation. The Clerk is to identify the precise legislation.
Nick Price, of Greentythe (NP) attended to make a short presentation on a planning proposal at the Hobbs & Fisher Bungalow, which is near/behind the Percy Hobbs public house, These are a prototype, environmentally friendly, carbon neutral dwellings, single storey, 120square metres, each with two bedrooms. They will replace old prefabricated housing. NP hopes to confirm that this will meet permitted development requirements. NP offered to meet any member on site to further outline the proposal.
On a separate issue – he is a co-director of the Trout Farm and hoped that IVPC would not oppose the planning application for an agricultural dwelling on that site. BB confirmed that he was meeting a trout farm representative the following day.

3.3 REPORTS FROM COUNTY & CITY COUNCILLORS
The reports of JP and NB are at Appendices B & C to these minutes.
JP confirmed that HCC will not install lighting at Shepherd’s Field; that will be a matter for Hyde Housing, who should be asked to install a single light as a trial. |

3.4 MATTERS ARISING
a) Footpaths
(i) Strawberry Lane: Work completed. Delete
b) Footway B3047: We have requested that a stretch of footway has been included in the HCC programme. Monitor.
c) Lit Signs: JP offered a grant of £2,000 towards a new unit, to be shared by a number of neighbouring parishes.
d) Couch Green
(i) Payment of outstanding debt by WCFC. The Clerk will vigorously pursue clearance of this item.
(ii) A further letter has been sent to the water company asking them to address the issues IVPC’s initial letter.
e) Model Standing Orders: The new Model Standing Orders are being personalised by the Clerk. |

3.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS
BL reported that he had asked for rubbish to be cleared and was very impressed by the prompt response.
SH referred to an item in the local newsletter claiming that Couch Green playground was infested with dog fouling; she had checked and found no such evidence.
PF reported that a tree had fallen across a footpath in Avington (parallel to the road from the last house in Avington to the golf course). It was agreed to ask Mr Yeates to clear the debris.
BB reported that the Trout Farm management appear to be trying to co-operate as regards the suspect trees and noisy equipment at the site. He undertook to circulate information from his impending meeting with them.
EL gave her apologies for the April meeting and referred to the dog faeces problem on the footpath near The Chestnut Horse. The Clerk confirmed that he intended to clear what is there and to mail-drop adjacent house.
EL complained about the state of the footpath behind Shelley Close which was so muddy and unsafe that she had had an accident resulting in injury and unconsciousness involving an ambulance being called. The Clerk is to complain formally to the rights of Way office. SG and PM are to inspect the path and suggest methods of improving the surface.
SG reported that he is in course of preparing his Annual report for the Annual Parish Meeting. |

It was reported that the developer had damaged the grass verge on the corner near Lower Chilland house, but had agreed to re-instate.
The Hobbs & Fisher Bungalow application had been received and a response had to be submitted by 22 March.
IVPC had originally objected to the Archimedes Screw application, in particular because of concerns about the extraction of water which was not replaced and the effect on river levels. It was reported that the Environment Agency (EA) had granted a licence for the Archimedes Screw. The advantage of the licence was that, despite the fact there are no general regulatory controls, the licence gave EA the opportunity to stipulate the flow. The mechanism is automatic and self regulating. EA will also install a gauge which anyone passing by can check at a glance and report any occasion where the water level is below what it should be. English Heritage were said to be objecting to this application, and it was agreed to await sight of that objection before considering whether IVPC might withdraw theirs.

3.9 DATE of FUTURE MEETINGS
The next meeting will be: Thursday 1 April 2010 at 7pm at Martyr Worthy Village Hall . The Annual Parish Meeting will be held on Wednesday 21 April Itchen Abbas & Avington Village Hall
The May meeting will need to be postponed due to its clash with local/national elections on 6 May.
An alternative date of 13 May was suggested, but will depend upon the availability of the village halls.
