Declaration of Acceptance of Office 05.3 MINUTES of LAST MEETING The minutes of the meeting held
on April 3rd 2003 were approved and signed. 05.4 ELECTION of PARISH COUNCIL
CHAIRMAN AND VICE CHAIRMAN Chairman: Alison Matthews was
proposed by Jennifer Ffennell and seconded by Eric Thompson. Vice Chairman: In his absence,
Martin Woodcock was proposed by Fiona Parry and seconded by Jennifer Ffennell. Should he not accept, a second
candidate, Fiona Parry was proposed by Cynthia Bolton and seconded by Eric Thompson. 05.5 APPOINTMENTS of

ACTION a)
Couch Green The
playground inspection report was presented. All equipment is
in a satisfactory condition. It was agreed that this year IVPC should
pay for the inspection of the play equipment in Itchen Abbas. The
windows in the changing rooms have been repaired. Concern was
expressed that there is no ventilation. ET to dispose of all rubbish around the changing rooms.
ET A
request has been received for a bin near the bus stop opposite the
field. A pole-mounted bin will be considered. A
letter from the Charity Commission suggests that the dedication of KGV fields by Parish Councils amounted to a sale
at an undervalue
and may be invalid. The NPFA hope that we will not opt
out. It was decided to continue as before. KGV
accounts will be circulated with the June agenda. b)
Old School Field Play
equipment report as above. c)
Footpaths Tipping
is taking place on the railway line footpath. A standard letter to be written to residents. A letter received from
WCC re.
AM/JAE fly tipping. An article to be put in the June Magazines.

to write to WCC saying that more notice is needed, as the fly tipping relates to May, too late for the May issues.

have been erected at fiveways. Nothing
has been done about the padlock on the gate into the railway
line footpath. Tape is still missing on the Board Walk path. JAE to contact Peter Watson.

Traffic Calming W S Atkins and HCC are meeting to discuss
progress and finance.

South Downs National Park A
place to be reserved at the inquiry. Evidence is only to be given re. administrative arrangements as we support the proposed
boundary. JAE
f) Address Management About
5 years ago a request was made to repair the metal signpost
in Avington. This is now being done. AM asked councillors
to suggest any other signposts that need renovating. The
UIVS have in hand the wooden signposts.

Low Cost Housing A
problem has arisen. The proposed development is too near a
SW pipe. The units may need to be redesigned. Hyde Housing will
arrange another meeting with Smiths Gore. AM will ask Hyde Housing
to write to people on the housing list informing them of the situation.

VDS Bus
shelters-Nothing to report. Vivienne Fifield has been reminded several
times. i)
Flooding JF
reported on a meeting with John Young of the Environment Agency
at the footpath across the field from Martyr Worthy to Easton.
It has been agreed with the farmer to open up the ditch and
put in a new pipe. This to be done before the end of July. 05.9 COUNCILLORS REPORTS
and QUESTIONS CB
commented that the untidy site in Station Close has been cleared. The
Japanese Knotwood has not been killed. JAE to remind HCC about this and the Avington gate.

said many villagers have commented about the lack of information regarding
the proposed new village hall in Easton. The AGM is on 13/05/2003
when information will be available. SG
stated that drains have still not been cleared. ET asked if anything will be done about the Pinders
hedge. EL to investigate.

asked that the ditch in Church Lane be dug. The bus shelter and the finger
post at Martyr Worthy have been vandalised. Charlie Yeates has agreed
to mend it. The notice board from inside the bus shelter has been stolen. 05.10 QUALITY PARISH COUNCILS To
qualify for Quality Parish Council status, certain criteria need to be followed.
Many of these are covered. As the present clerk is not prepared to

05.14 PLANNING MATTERS AM
and Neil Baxter have written to the Director of Development, HCC to complain
about the way the A31 road closures were handled. WCC
are coming under pressure not to have high density developments. (PPG3) A
resident is concerned about the small pieces of agricultural land sold off around
the cricket pitch in Easton. The Parish Council should be alert to the fact
that conversion to gardens requires planning permission but that over a period of 10 years garden use may become established. 05.15 PRINCES MEAD AM
has visited Princes Mead. A
list of councillors will be sent to the school as Princes Mead wish to invite the
councillors to the opening of the new Sports Hall. 05.16 CORRESPONDENCE A
letter was received from a resident commenting about the state of the trees alongside the
road from Itchen Abbas to Avington. Enquiries to be made re. ownership.
