Minutes 4/5/06

 

Meeting held on Thursday May 4th 2006 in Itchen Abbas and Avington Village Hall. 

PRESENT: Alison Matthews (Chairman), Bob Banham, Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Geraldine Phillips, Joyce Edgell (Clerk). 

05.1 APOLOGIES: John Harris, Elaine Labram, Fiona Parry, Eric Thompson. 

05.2 MINUTES of LAST MEETING

The minutes of the meeting held on April 6th 2006  were approved and signed. 

05.3. ELECTION of PARISH COUNCIL CHAIRMAN

Alison Matthews was proposed by Jennifer Ffennell and seconded by Geraldine Phillips. There being no other nominations Alison Matthews was elected Chairman for the coming year. 

ELECTION of VICE CHAIRMAN

Steve Gapper was proposed by Geraldine Phillips and seconded by Cynthia Bolton. There being no other nominations Steve Gapper was elected Vice Chairman for the coming year.

05.5. APPOINTMENT of PROPER OFFICER to the COUNCIL

Joyce Edgell was proposed by Jennifer Ffennell and seconded by Steve Gapper. There being no other nominations Joyce Edgell was appointed for the next year. 

05.6 ADOPTION of MODEL STANDING ORDERS (Handbook Part2 with Amendments (see minutes 2004 11.3g)

Proposed by Steve Gapper and seconded by Geraldine Phillips and duly adopted. 

05.7 MATTERS ARISING                                                                                          ACTION

a)      Couch Green

In order to reduce the cost JAE will write to Robert Stent informing him that as football is no longer being played, the field will not need such regular cutting.                                                       JAE 

b) Old School Field

The new swings will be erected during the week beginning 12.06.2006. Exact position to be checked with Trustees. 

c)  Low Cost Housing

Letters have gone out to the people on the list. It was suggested to have an open day for local residents before the official opening.                   AM           

d) Pinder Centre Signs

AM has received a reply to the letter she wrote to the chairman. A new chairman has been appointed. AM will get in touch with him.          AM 

e) Footpaths

HCC is carrying out a Parish Paths Poll on Sunday 18th June, from 8am to 6pm. Volunteers are needed to carry out this survey, working in 2 hour slots. CB will circulate information during the Rogation Sunday walk and will put articles in the magazines.                                         CB 

CB checked that HCC is responsible for maintenance on the boardwalk paths.

CB commented again on the state of the pavement by the Trout. SG will talk to the landlord.          SG

f) Traffic Calming

Jackie Porter has called a meeting on 23.05.2006 to discuss traffic calming along the B3047. Representatives from Parish Councils are asked to attend. It is hoped Jo Cleary’s report will be available at the meeting.

JAE reported that WCC thought the traffic calming at Easton was completed. Mike Barber who was in charge has now left. 

05.8 COUNCILLORS’ REPORTS and QUESTIONS

            GP is in touch with the enforcement team regarding the new driveway at Pheasants.

GP said it was sad to see the cattle go from Avington Open Space. AM will ‘phone HCC to say how much pleasure they have given.                                                           AM 

CB commented that a skip at the industrial units seems to be there permanently. She will contact the planning office asking about the rules.                                        CB 

BB commented on the rubbish at Strawberry Lane corner. AM will contact the owners.          AM                                 

AM commented that poplars have been felled in Avington Park and JAE had checked with WCC that consent had been given. The South Downs Joint Committee is meeting in Itchen Abbas and Avington Village Hall on 7.07.2006. AM asked for help with the teas.

The residents of Church Lane, Martyr Worthy have suffered damage from contractors’ vehicles. JAE will write to the owners of the house being renovated.                     JAE

05. 12 PLANNING MATTERS 

The motocross has been refused as a planning application. The 14days allowance without permission needs to be clarified. 

The Homelands helpline number is 840899. AM urged people to ring if they have any complaints. 

The draft SE Plan has been received. 

AM has received a letter from Michael Gove MP, shadow housing minister with comments about rural exception sites.
