Minutes of the meeting held on Thursday May 1st 2008 at 7pm in Itchen Abbas and Avington Village Hall.PRESENT: John Harris (Vice Chairman), Bob Banham, Penny Flemons, Elaine Labram, Bill Loader, Paul Moffatt. Joyce Edgell (Clerk). 05.1 APOLOGIES: Steve Gapper, Shirley Howell, Sarah Robinson, Eric Thompson. Jackie Porter (County Councillor), Neil Baxter (City Councillor). The organiser and the event manager of the Pop Festival at Matterley Bowl in July attended the meeting. The festival will be on a smaller scale than previous ones. The limit being 5000. Sound levels will be lower. There will be no outside music after 11pm. A telephone number will be available for any concerns. For safety reasons the A31 crossing places will be closed.. PF asked if a sign could be placed in Avington to this effect. The campsite will be open from Thursday evening. There will be a lucky draw for residents to win free tickets. JAE to put article in magazines. Winchester City Football Club has taken over Eastleigh Rangers. The football field will still be needed. b) B3047 Footpath Ongoing c) Tennis Court It was decided not to continue with this project. 05.10 PARISH COUNCILLORS’ REPORTS and QUESTIONS JH commented that IVPC was well represented at Keith Thompson’s Memorial Service. EL has had many requests for more play equipment at Old School Field. EL will contact play equipment firms. EL PM commented that the lights are still on at Shepherds Field. JAE will contact Hyde Housing. JAE PF would like to speak at the hearing on 21.05.08 re the Avington Sewage Treatment Works. Avington drains need attention. The new contractor will be clearing all drains as soon as possible. PF has attended the Winchester Villages Trust meeting. She has asked councillors to be aware that there is money available for anyone who needs it. 05.11 FINANCE The insurance quote for 2008/09 has been received. There is a chance of committing for 3 years with a reduction of premium. JAE to find out if all 3 years need to be paid in advance.
