Minutes of the meeting held on Thursday 7th May 2009 at 7pm in Itchen Abbas & Avington Village Hall.

ACTION

05.1 APOLOGIES: Apologies were received from Cllrs Bill Loader , Paul Moffatt, Sarah Robinson, Jackie Porter (lateness).

 

 

 

05.2. MINUTES of LAST MEETING
The minutes of the meeting held on 2nd April were agreed and signed.

 

 

 

05.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
NB said that as was customary during the lead up to local elections, his report was restricted. He mentioned that the Government has directed local councils to remove Green belt protection to a number of areas in the South East; the new housing numbers in the SE Plan have also been increased from 28,900 to 32,700 per annum ie 654,000 by 2026.
This is likely to cause problems of water resources, water quality, air quality near regional airports, increased flooding problems, and biodiversity.
The Barton Farm Preferred option paper is to go ahead for public consultation at eleven sites – the nearest to the parish being on 6 June in the Old Goods Shed at Alresord. NB also commented on local housing issues, Old Station Road, the redundant sewage treatment works and the sewage works at Couch Green.
Plans are under discussion to use the Bapsy Bequest (£1.2 million) to build a new community hall – attached to the Winchester Guildhall.
WCC’s new Sports Stadium has been opened; this year’s Mayor Making, to install Cllr Dominic Hiscock, will take place on 20 May.

05.4 MATTERS ARISING                                                                                         
a) Footpaths
            Zigzag: Neil Broadbent has indicated that necessary work will be done soon.
Strawberry Lane: no information.
Grace’s Farm Bridge: B3047: no update available.

b) Footway B3047: no progress.

c) Lit Signs: No information.

d) Parish Plan: not to proceed at present. Delete.

 

 

 

 

 

 

05.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS

SG reported that he had received a note of thanks from the retired clerk, Joyce Edgell acknowledging the retirement gift made to her at the APM.
SH referred to a broken side gate at Couch Green recreation ground. The Clerk was asked to contact Mr Yeates for an estimate of repair/replacement, and also to check the stability of notice board support posts.

 

PF reported that a neighbour had expressed concern about an unstable tree and asked whether it could be taken down.  It was suggested that the resident contact the WCC arboriculturalist to ascertain whether the tree was covered by a TPO before proceeding.

JH had received a complaint regarding travellers and will follow this up.
JH suggested that a routine should be established for regular cutting of the grass around the Martyr Worthy War Memorial. Clerk to contact Mr Yeates.
The Clerk is also investigate the convention that IVPC pays a contribution to grass cutting at the Park Golf Course, and arrangements for cutting the Old School Field.

The Clerk is to ensure that the procedure for the issue of IVPC Agenda includes a reminder, about a week beforehand, to display notices on the boards.

BB expressed concern that appropriate safety checks are carried out on play equipment at IA&AVH play area. SERCO to be approached subject to Nick Adam’ confirmation of the appropriate frequency of checks.
BB was disappointed at the speed at which a complaint about a pothole on the A3047 had been handled. He was subsequently advised that a 40-60 metre section of this road (Shelley Close/Station Road) is to be resurfaced, subject to funding.

EL reported that work had been undertaken to cut back overgrowth around the footpath sign near the Chestnut Horse. She also said that an information board had been installed by Martyr Worthy Bridge and this initiative is to be covered on local TV .

Reference was also made to the flooding of fields in areas of the village, which is due to the height of the water table.

A report had also been received that a resident is proposing to install a solar panel on a Grade 2 Listed Building in a Conservation Area. A planning application is to be submitted, which IVPC would support in view of its policy on energy conservation initiatives.

Having now arrived County Cllr J Porter offered to take questions from members. She said that there is currently no money for footways in the 2009/2010 and the only possibility might be the Safer Routes to School initiative. As regards the proposal to divert Footpath No 14 she indicated her intention to object to the proposal.
