Minutes May 2010

 

Minutes of the meeting held on Thursday 19th May 2010 at 7pm in Martyr Worthy Village Hall.

 

 

PRESENT: Steve Gapper (SG), Bob Banham (BB), Penny Flemons (PF) (Chairman), John Harris (JH), Shirley Howell (SH), Bill Loader (BL) , Paul Moffatt (PM),Eric Thompson (ET), Ron Darley (Parish Clerk) (RD).

 

ACTION

05.1 APOLOGIES: Apologies were received from Cllrs, Elaine Labram, Sarah Robinson, Jackie Porter (County Councillor) (JP), Neil Baxter (City Councillor) (NB).

 

 

 

At 19:02 the meeting recessed into Open Forum to permit a member of the public to speak on the issue of the provision of benches in the parish. Mr V Tottle suggested that there residents would benefit from the provision of additional benches and he proposed that one be installed up Northington Lane, similar to one provided in Avington. It was agreed that an item would be placed in the newsletter(s) to establish where others might be considered. The meeting resumed at 19:07.

05.2. ELECTION OF PARISH COUNCIL CHAIRMAN & SIGNATURE OF DECLARATION
Penny Flemons was elected to serve as Chairman for the coming municipal year & Cllr Flemons  made her Declaration of Office.

05.3. ELECTION OF PARISH COUNCIL VICE CHAIRMAN

John Harris, was elected to serve as Vice-Chairman for the coming municipal year.

 

 

 

05.4. MINUTES of LAST MEETING
The minutes of the meeting held on 1st April were agreed and signed.

 

 

 

05.5 ADOPTION OF STANDING ORDERS
It was RESOLVED to adopt the new form of Model Standing orders, as customised by the Parish Clerk. A copy of SOs is to be sent to all members.

05.6 APPOINTMENT OF REPRESENTATIVES
It was RESOLVED to appoint the following representatives:

b. Winchester District Association of Parish Councils – Penny Flemons.

f. Footpath Representative – Sarah Robinson.
g. Winchester Villages Trust – Penny Flemons.
h. Prannell Trust Representative – Penny Flemons will liaise with Rev. A Micklefield..
i. Web Master – Steve Gapper.
j. Highways Representative – John Harris.

05.7 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
Cllrs Baxter and Porter were unable to be present. Their reports are as appear in the village magazines.

05.8 MATTERS ARISING                                                                                         
a) Footpaths
(i) PF had been contacted by IAAVH to say that water was running down the path from a gate at the rear of IIAVH to the Trout Public House. It was agreed to ask SR to investigate and if appropriate refer the matter to JP       
(ii) No progress has been made regarding improvements to the footpath behind Shelley Close, and the boardwalk.
b) Footway B3047: no updates. JP is following up.

c) Lit Signs: JP had indicated agreement to financing this via her community allowance, subject to parishes agreeing a one off payment of £1,000.

d) Couch Green:

(i) Payment of outstanding debt by WCFC: The Clerk has obtained the necessary forms to pursue a Third Party Debt Order.

(ii)  Water Bill: Southern Water had agreed to settle the account on payment of £596.40. It was agreed to accept that compromise.

05.9  PARISH COUNCILLORS’ REPORTS and QUESTIONS
SH reported (i) a fly-tipped metal grill at Couch Green. WCC to be asked to remove it.
(ii) a hole had been filled in, but needs to be monitored. (iii) the grass had not been cut. Clerk to contact Serco.
BB asked whether Mr Yeates had been asked to carry out repairs to bus shelter. Clerk to follow up.
Play Area inspections: Clerk to instruct Mr Adams to proceed.
SG asked that the actions on the list he had produced by cleared and updated systematically.
SG reported that 2 football teams had expressed an interest in playing at Couch Green and a copy of an agreement is to be sent to one of them. It was felt that IVPC should be provided with a fixture list before the season starts and seek some form of damage deposit in advance.
BB felt that the police should be asked about criminal damage which occurred throughout the parish at the time of the elections (which included the Couch Green Notice Board. and what is being done about it. It was agreed that Mr Yeates be asked to provide a quotation to supply and install a replacement board.
ET commented that overgrowth on Chapel Lane had still not been rectified. Clerk to pursue & copy JP

05.13. DATE of NEXT MEETING

The meeting scheduled for Thursday 11 June at 7pm was cancelled. The next meeting will be held on 1 July at 7pm in Martyr Worthy Village Hall.

05.14 RESIGNATION OF THE PARISH CLERK

The Parish Clerk had tendered his resignation, effective as soon as a suitable replacement had could be appointed. Suitable job descriptions are to be agreed and advertising undertaken on notice boards, via HALC etc.
