Meeting held on Thursday 6th November 2003 in Martyr Worthy Parish Hall.
PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Martin Woodcock.
10.1 APOLOGIES: Paul Twelftree. 10.2 MINUTES of LAST MEETING The minutes of the meeting held on 2nd October 2003 were approved and signed. 10.3 MATTERS ARISING ACTION a) Mean Fiddler-Cheques for Village Halls Still not received. AM to ring. AM Homelands-Application for 2004 is on 5/12/2003. AM to write with similar comments as last year, traffic arrangements the same and help line to be available. AM
b) Address Management-Post Codes Station approach codes now agreeable to residents. Philippa Eldridge to look again at the renaming of the B3047. It is proposed that villages need not now have road signs with Winchester City Council on, but may choose which ones to have.- WCC to confirm.
c) Play Areas- Frequency of Inspection AM has enquired of other Parish Councils how frequently play equipment is inspected. IVPC to arrange with nearby residents to make regular inspections and to report concerns. Inspectionsto be logged. EL/FP FP to meet Stuart Dunbar-Dempsey to discuss new play equipment at Couch Green. FP
d) Pentex Oil An open meeting to be arranged at Easton Village Hall, when the planning application has been submitted. - Probably January.
e) Low Cost Housing Hyde Housing have spoken to HCC Highways department to discuss a strategy to slow traffic in Bridget’s Lane. IVPC wish to see strategy before it goes to the planning committee.The problem with the water main is progressing. AM to talk to DEFRA. AM
f) Aircraft Noise A letter was received from BAA Southampton stating that there had not been a significant increase in air traffic. New Alresford Town Council is also concerned. JF has spoken to Don Stewart of CPRE re aircraft noise. He is investigating.
g) Sewage A letter was received from Neil Baxter. A need for a replacement in Itchen Abbas was identified in 1999. CB is organising a petition to WCC, collecting signatures of nearby residents. CB
h) Finger Posts An estimate received from Norman Beaumont to renovate the finger post at Easton, to replace the flat signs in Itchen Abbas with a finger post and to paint the 3 green footpath signs is £1800 in total. £800 has been promised from HCC. A request for a further £600 has been asked from UIVS. Robert Stent has declined to add an arm to the Itchen Abbas post advertising the Golf Club. He favours a brown sign. AM to discuss this with him. AM Mr Dean to paint the sign at the top of Rectory Lane at a cost of £85.
10.4 COUNCILLORS’ REPORTS and QUESTIONS
EL reported that the Pinders’ hedge has been trimmed. She will ask if more could be removed. EL AM and EL to look at the signs in Church Lane, Easton. WCC are willing to remove the aluminium sign. AM,EL FP has met Southern Electricity at Couch Green to have the meter read. An adjusted bill is expected. (Now received-£252.34).
CB asked if any progress has been made on replacement bus shelters. No progress has been made.
GP was not able to report on Easton Village Hall meeting, as it was cancelled. Consultants are drawing up plans. She has emphasised to the committee that IVPC wish to see early plans. She asked about traffic calming. Easton is in the Charts queue for the next financial year. ET reported that the trailer has gone from Chapel Fields. MW asked about the stile in Main Road, Itchen Abbas. A replacement one has been ordered. He stated that the tennis court fencing is OK.
JF asked if AM had given a block apology from IVPC for the UIVS meeting. AM had. AM commented she had received complaints that it is difficult to contact the police through the call centre. An area Neighbourhood Watch meeting will be held on 13/11/2003, when she will raise this topic. The Dibden Bay enquiry and the New Forest National Park results will be out before Christmas.
The clerk was asked by Robert Stent to comment on the state of Low Grounds. The cattle grid has been repaired.
10.5 FINANCE The draft budget for 2004/2005 was discussed. This to be adopted at the December meeting. A donation of £50 was received from the Old School Field trust. The Audit Commission has returned the Statement of Accounts duly signed. 10.6 PLANNING APPLICATIONS

W18628 Mr Molton, 6, Bridgets Lane, Martyr Worthy. Single storey side extension. NO COMMENT
W07085/05 Mr and Mrs Collis, Demelza, Avington Park Lane, Easton. Extension to rear of garage including converting part of existing garage roofspace. NO COMMENT
10.7 PLANNING DECISIONS Noted as listed in the agenda 10.8. PLANNING MATTERS
3, Station Hill-AM has taken photographs of the shed which has been erected. JAE to send to the Planning Office and the Housing Department, stating that it is hard to credit that no planning permission was needed to erect the shed. An explanation requested. JAE
Banner Homes plan to develop a site in School Lane, Itchen Abbas. AM, CB, SG, MW have met a representative from Banner Homes to discuss issues of drainage, access. Plans will be displayed, and neighbours can voice their concerns at Itchen Abbas and Avington Village Hall on 22/11/2003. A Parish Councillor will attend.
Robin Cooper has been appointed as the new Planning Officer. IVPC would like to invite him to a Parish Council meeting in the near future. JAE
10.9 CORRESPONDENCE
Hampshire Playing Fields AGM 18/11/2003-FP and CB may attend SSAFA-Forces Help-FP
A report was received from Fred Haslam who attended HCC’s debate on GM food. HCC have banned all GM food in their schools.
