Meeting held on Thursday November 3rd 2005 in Easton Village Hall.PRESENT: Alison Matthews (Chairman), Bob Banham, Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Paul Twelftree, Joyce Edgell (Clerk). 10.1 APOLOGIES: There were no apologies. 10.2 MINUTES of LAST MEETING The meeting held on October 6th 2005 were approved and signed. 10.3 MATTERS ARISING ACTION a) Couch Green Estimates are to be obtained from local people re removing old play equipment. FP b) Low Cost Housing Hyde have asked if a notice could be put in the magazines in January to ascertain if there is anyone else interested in applying for a dwelling. JAE c) Sign in Church Lane, Easton An estimate is awaited from Norman Beaumont. d) Footpaths A tree is down on the Fulling Mill footpath. Charlie Yeates has been informed. The wooden bridge footpath over the main river at Martyr Worthy is slippery. CB to ask Marilyn Meeks if something can be done, e.g. putting wire on it. CB
e) Traffic Calming A sketch of the proposed gateways in Easton is awaited. Jackie Porter called a meeting with Ruth Olczk of HCC and representatives from Parish Councils to discuss the problem of speeding traffic along the B3047. IVPC was asked to comment about moving the village signs. It was decided that the Itchen Abbas sign on the Itchen Stoke side of the village should be moved nearer to Itchen Abbas. f) Tesco Free Bus Service Tesco has introduced a free bus service on Tuesdays and Fridays to pick up people from Itchen Abbas, Avington and Easton. JAE to put an article in the magazines asking for comments. JAE g) Payphones JAE will write to BT stating that there is no objection to removing the coin boxes in the Parish JAE A reply is awaited from the planning office re which telephone boxes are listed.
10.4 COUNCILLORS’ REPORTS and QUESTIONS CB reported that the drain on Station Hill needs cleaning out. The path at the end of the zig-zag needs clearing. Neil Broadbent to be reminded. JAE PT reported that the work on the foundations at the Morn Hill hotel has been started. There is a query as to whether this satisfies the Section 106 agreement. Neil Baxter will speak to WCC legal dept.. FP will ask the Post Office about the addresses in Chillandham Lane.At present Chillandham Lane is in Itchen Abbas. The residents feel it should be in Martyr Worthy as the Parish Boundary is to the east. FP FP will ask the landowner to cut the hedge opposite Couch Green bus shelter FP FP stated that the hedge on the bend on the approach to Itchen Abbas needs cutting. JAE to write to Ashburton Estates. JAE FP asked if there are plans to improve the traffic situation at Junction9 of the M3. She will ask Jackie Porter. FP AM stated that progress on the Itchen Abbas sewage works was being held up by the land agents for the vendor. A similar situation is delaying the Couch Green works. JF will liaise with Neil Baxter. JF AM reported on a meeting she attended re the South Downs Forum Launch. BB stated that flooding has occurred opposite the War Memorial in Martyr Worthy. 10.5 FINANCE The increase in the Fidelity Bond was discussed. BB to oversee the issuing of cheques. AM/JAE to fill in the application form from Cornhill. AM/JAE The budget for 2005/2006 was discussed. JAE to present the budget for approval at the December meeting. OBJECT AM Objection based on lack of information re drainage, design, effect on setting of listed building, height of roofline cf with adjacent buildings, overlooking of neighbours. 10.7 PLANNING DECISIONS Noted as listed in the agenda 10.8 PLANNING MATTERS The planning office is waiting for the drainage proposals for the Banner Homes application. There will be a 2 week comment period before it goes to committee. The Chillandham Cross application is awaiting drainage plans. The application is planned to go before committee on 1.12.2005. AM/NB met the new Director of Development, Fiona Tebbutt to comment on the way planning applications are dealt with. An application has been received for 2 Motorcross events at Matterley Farm. These will be in June and September. Concern was voiced re noise and traffic disruption. A formal application is expected. AM will write to HCC to complain about the abundance of “Physiotherapy Centre” signs that have been erected in the valley. The planning application for 3, Railway Cottages, Itchen Abbas and The Farmyard, Easton go before committee on 9.11.2005. 10.9 CORRESPONDENCE Hampshire Playing Fields Association-AGM and Newsletter - FP Statement of Community Involvement Seminar 2.12.2005 - AM to attend. 10.10 DATE of NEXT MEETING Thursday 1st December 2005 at 7pm in Itchen Abbas and Avington Village Hall.
