Minutes of the meeting held on Thursday 1st November 2007 in Easton Village Hall.PRESENT: John Harris (Vice Chairman), Bob Banham, Penny Flemons, Shirley Howell, Bill Loader, Sarah Robinson, Eric Thompson. Neil Baxter (City Councillor, Joyce Edgell (Clerk). 10.1 APOLOGIES: Steve Gapper, Elaine Labram, Fiona Parry. 10.2 MINUTES of LAST MEETING The minutes of the meeting held on 4th October were approved and signed. 10.3 MATTERS ARISING ACTION a) Couch Green SH commented on the amount of litter left on the field. JAE to ask for a litter bin. JAE The dog mess problem seems to have improved. SR has been approached to see if equipment could be provided for older children. JAE to consult Stuart Dunbar-Dempsey to see if this could be financed through the Sports element of the fund. JAE Grant forms will be acquired for resurfacing the car park. JAE SR to find out who surfaced Itchen Abbas and Avington Hall’s car park. SR b) Footpaths Steps have been made from Chillandham Lane to the old railway line. SR has thanked Neil Broadbent and reminded him about the pathway from Shepherds Field to the old railway line. The draft Open Access Plans have been received. These will be discussed at the next Parish Council meeting. The meeting queried what “The Right to Roam” actually allows walkers to do. c) Traffic Calming An update has been received re the 30mph on the B3047. Tubes have been put across the road to survey the speed of the traffic. d) Code of Conduct JAE reported that the acceptance of the Code of Conduct has been advertised in the Hampshire Chronicle and in the village magazines. e) Avington Seat Ongoing 10.4 REPORT from CITY COUNCILLOR NB reported re the licence for functions at Matterley Bowl. An improved offer has been made in the number of events. An enforcement order has been made for the removal of the Motocross track. There have been no further developments re the Morn Hill hotel. 10.5 PARISH COUNCILLORS’ REPORTS and QUESTIONS PF asked about the Sycamore tree in Avington Park which has a TPO on it. NB to make enquiries. The telephone box in Avington has been vandalised. BB has received an e-mail re reduction of the 67 bus. In her absence FP asked if the Martyr Worthy notice board Perspex could be replaced. The meeting agreed. JAE to investigate. JAE JAE reported that the Annual Parish Meeting has been arranged for Monday April 14th 2008 in Easton Village Hall. 10.6 FINANCE The budget for 08/09 was presented. On the advice of the auditor it was suggested that grants to local organisations should not be automatically given but issued on a needs basis. JAE will write to the organisations.
