Minutes of the meeting held on Thursday 6th November 2008 at 7pm in Easton Village Hall.
PRESENT: Steve Gapper (Chairman), Bob Banham, Penny Flemons, John Harris, Elaine Labram, Shirley Howell, Bill Loader, Sarah Robinson, Jackie Porter (County Councillor), Neil Baxter (City Councillor), Joyce Edgell (Clerk). 8 members of the public.
11.1 APOLOGIES: Paul Moffatt, Eric Thompson.
Residents of Easton were invited to discuss the Village 30 scheme for their village.
Chris Patey from Mott Gifford attended the meeting. Plans were produced for residents to see what is proposed.
Concern was raised about the road from the B3047 into Easton, which is derestricted. This does not come into the plan.
A question was asked as to how the speed limit would be enforced. Money has been made available from HCC to Hampshire Constabulary for enforcement.
Results of recent speed checks will be made available.
SG will produce a questionnaire and a copy of the proposed plans for Easton residents.
11.2 MINUTES of LAST MEETING
The minutes of the meeting held on 2nd October 2008 were approved and signed.
11.3 REPORTS from COUNTY COUNCILLOR and CITY COUNCILLOR
Jackie Porter has met residents and representatives of various organisations to discuss the lighting in Bridgets Lane. This meeting was held in the dark. It was agreed that some lighting is needed, but it needs to be more controlled. The Upper Itchen Valley Society has been approached for possible funding.
A resident of Main Road has asked that the 30mph sign at the bottom of Bridgets Lane be moved up the lane a little way. JP will follow up.
An e-mail has been received regarding the accuracy of distances between the 30mph signs along Main Road. These will be checked.
Neil Baxter informed the meeting that affordable housing is planned on the old sewage works in Itchen Abbas. The meeting agreed to this in principle.
NB will attend the Scrutiny Committee meeting. IVPC has had problems with e-mails re planning applications being lost, planning applications being received late and in an unsatisfactory condition. NB will report.
11.4 MATTERS ARISING ACTION
a) B3047 Footway
Householders along the B3047 have received a letter inviting
them to the Parish Council meeting on 4th December to discuss the
proposed footway alongMain Road
b) Play Equipment
SH and JAE will meet a representative from Playdale Playgrounds on 10.11.08 to discuss the positioning of the new play equipment. SH/JAE
c) Footpaths
Nothing has happened with the Strawberry Lane footpath. Some residents are not happy with the siting of the Zigzag footpath. SG will contact Sarah Mason for her views. SG
Nothing has happened to the Fulling Mill bridge.
JAE will furnish SG with a list of outstanding footpath issues. SG will contact Peter Watson. SG/JAE
PF contacted Robert Stent re the steep slope on the footpath from the Golf Club to Avington. He agreed that IVPC could adapt as necessary.
d) Trout Farm Trees
Nothing to report
e) Lit Speeding Signs
SG attended a meeting re sharing the cost of a lit sign with other parishes. IVPC agreed to this in principle.
f) Fuel Poverty
An e-mail has been received re the fuel allowance which householders receive, with a suggestion it could be given to needy people. PF suggested that the Winchester Villages Trust could be the link. SG to respond to the e-mail. SG
11.5 FREEDOM of INFORMATION ACT
EL/JAE will meet on 17.11 08 to discuss. This needs to be adopted by 31.12.08. EL/JAE
11.6 PARISH COUNCILLORS’ REPORTS and QUESTIONS
BL reported on damage to telephone wires in Church Lane, Easton.
SR attended the Countryside Access Forum. Grants are available for gates,
village maps showing footpaths etc..
JH commented on the tree damage in the hedgerow of KGV.
PF presented sketches for improvement to the Avington War Memorial. IVPC approved these plans.
BB commented on the consistent flooding near The Trout. SG replied that the
drain is blocked and needs jetting. This is in hand.
EL is now on the Easton Village Hall Committee. Progress is being made.
Demolition of the old hall is hoped to take place in September.
11.7 FINANCE
IVPC is changing its banking facilities to the Abbey.
The meeting approved the following people to be signatories on the cheques:
Steve Gapper, Penny Flemons, John Harris, Elaine Labram, Bill Loader, Joyce Edgell. Three signatures are required for each cheque.
£1,500 has been received from the Open Space Fund for the new play equipment at Couch Green.
The Audit Commission has signed off the accounts for 2007/08. JAE has put
notices on the notice boards and will put an article in the village magazines. JAE
