Minutes of the meeting held on Thursday 4th November 2010 at 7pm in Easton Village Hall.

10/021  Minutes of Previous Meeting: - Minutes of the meeting held on Thursday 7th October 2010 at 7pm in Martyr Worthy Village Hall were accepted and signed as a true and accurate record

10.022 Apologies: Apologies were received from Councillor Shirley Howell (SH) and County Councillor Jackie Porter (JP).

10.023 Public Participation

a) The members of the public had all attended to discuss Winchester City Council’s Blue Print Initiative. Their main purpose being to establish how the Parish Council intended to obtain the most accurate information about the community. The information needs to be completed with some urgency as there is a deadline imposed that the information must be submitted to Winchester City Council by the 12th December.

It was decided that there should be several approaches to get the most representative response:

i) Councillor Flemons said that she would email the questionnaires to the widest possible audience.

ii) Councillor Robinson said that she would establish small working parties and try to establish a consensus amongst them.

iii) A member of the public attending suggesting that when the analysis of the findings is being made then the Itchen Abbas design statement should be taken into account and that he would provide copies of the document.

It was agreed that all the information obtained should be collated at the next meeting of the Parish Council.

10.024 Reports from County and City Councillor:

 

a) District Councillor Baxter see appendix I

b) County Councillor Porter could not attend and did not present a written report.

c) Questions:

i) Councillor Robinson said that she was considering getting solar panels and asked Councillor Baxter if these will be fitted to other houses within the village?

Councillor Baxter said that he would keep Councillor Robinson informed

 10.025 Matters Arising

a) Councillor Flemons reported that a grant had been agreed from Hampshire County Council for the repairs to the public right of way adjacent to St John the Baptist church at Itchen Abbas, which has been prone to flooding during periods of heavy rain.

Councillor Gapper said that preparatory work would commence on the Sunday 7th November and that he was looking for volunteers to assist him.

b) Councillor Flemons said that she would check with County Council ‘Rights of Way’ about the responsibility for clearing the path that runs opposite Mrs Alison Matthews’s house.

c) Councillor Banham reported that the verge is overgrown on the B3047 at Easton and that he would be reporting it to County Highways.

d) Footway B3047 – nothing to report.

e) Lit signs – nothing to report

f) Couch Green – nothing to report.

g) Bench at Itchen Abbas by the ‘Downs House’ – approval to position the bench has now been agreed with the landowners. It was agreed that Mr Dave Woolscroft should be asked to construct and fit the bench.

h) Street Lighting – after examining all the correspondence Councillor Gapper was now of the opinion that the contract for the street lighting was held with Hampshire County Council and that therefore the withheld payment should now be made.

It was unanimously agreed that the Clerk should approach Southern Electric Contracting and ask them to provide a quotation for maintaining the Parish Council’s street lights.

10.026  Matters for Decision/Discussion:

a)  Councillor Loader said that he had been asked by a resident, Mr Vernon Tottle to see what could be done about what Mr Tottle considered to be an eyesore at the Veterinary Centre. Councillor Loader said that he would ask the Centre to cut back the surplus plastic from around the old pathway.

b) Councillor Robinson reported that there is a team of Youth Opportunity Workers; an initiative financed by Hampshire County Council available for use within the area. She said that she would obtain a schedule of their work programme so that the Parish Council would know the available times to utilise the team’s services for local projects.

c) Councillor Harris said that he had attended the Hampshire Association of Local Council’s AGM and that because of the cutbacks their subscriptions would have to go up by 6%. He still felt that this was value for money and that the availability of information provided on the web-site was invaluable to local councils.
    
Councillor Harris asked the Clerk to provide all Councillors with the Name and Password for the HALC website.

10.031 Date of the Next Meeting – The next meeting will be held on Thursday 2nd December Itchen Abbas and Avington Village Hall at 7:00pm.

There being no additional business the meeting closed at 9:20pm

Appendix A

10.024a)   Report of the District Councillor

 

i) Winchester City Council Blueprint

The Pack has all been issued and when completed it will be used as the groundwork for the Local Development Plan. Theme Localism

ii) Low cost housing

iii) Letter has been received from Mark Bennett saying that there is land available in the old Sewage Treatment Works. Hyde Housing Association have been approached and have said that they are not interested in obtaining the land however, another Housing association named Radian has expressed an interest and negotiations with Radian are making good progress. If the land is developed there is the potential for 6 two or three bedroom houses to be built on the site. I will give a progress report at next month’s meeting.

iv) Couch Green Sewage treatment Works. No progress.

v) No further news on the Barton Farm development in Winchester because we are awaiting the decision from the High Court.

vi) Planning application for 2000 homes has been turned down by committee.

vii) Reminder that Itchen Valley Parish Council needs to get its application for Open Space Funding for the King George V refurbishments in as soon as possible.
