Minutes 2/10/03

 

 

Meeting held on Thursday 2nd October 2003 in Easton Village Hall.

 

PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson, Martin Woodcock. Also present: Susan Glasspool (County Councillor).

 Susan Glasspool reported on Cabinet Priorities. A pilot project is running in Andover with relation to Older People. Other priorities are education attainment (skills), mobility and accessibility (transport) and youth and crime.

 Comment was made about the unsuitable siting of the new library in Winchester. She was asked about the situation with travellers.

 09.2 MINUTES of LAST MEETING

The minutes of the meeting held on September 4th were approved and signed.

 09.3 MATTERS ARISING                                                                                                                                                                                 ACTION

           a) Mean Fiddler-Cheques for Village Halls

These have not yet been received. AM to ring.                                                                                      AM

 

b) Avington Gate

A key is to be given to Nigel Smith who lives near. The cattle grid has been cleared of weeds. Neil Broadbent to be asked if                          it would be acceptable for Nigel Smith to weedkill the grid. Neil had asked if we need the cattle grid. It was agreed that it is                          needed.

The cattle grid at the opposite end needs attention. JAE to contact Neil Broadbent.                      JAE

 

c) Address Management

AM and Neil Baxter are to meet Philippa Eldridge to discuss the naming of the B3047 and the change of post codes for the                          Station Approach area.                                                                                                                         AM, NB

 

d) Play Areas

JAE has contacted Allianz Cornhill, insurance company to discuss the frequency of playground inspection. She was informed                          that the equipment should be monitored on a weekly basis and the information logged. AM to seek advice from WADPC.                                                                                                                                                                                                    AM

FP has had a request that new play equipment be put at Couch Green. She will further this suggestion.           FP

 

e) Oil-Meeting with Pentex

AM and Neil Baxter have had a meeting with Russell Jordan, the managing director of Pentex. Progress on the site will move                           slowly. There is a forward plan for seismic research. He has said that Pentex will not seek to close gaps on the A31. A                           possible site visit for IVPC to be considered. 

f) 3, Station Close

Some clearing of the site has been done. The Planning Officer (J Hearn) has advised that permission is not needed for the                           shed. 

g) Low Cost Housing

FP to attend a meeting with Hyde Housing and WCC (N Baldwin).The purpose is to find a way to pressure highways into                          relaxing their restrictions.                                                                                                                         AM,FP

The problem of the water pipe has not yet been resolved. An article to be put in the November magazines informing people                           of the situation.                                                                                                                                          AM,FP             

 

09.4 COUNCILLORS’ REPORTS and QUESTIONS

          JF reported that the signposts for Martyr Worthy have been erected. A metal post needs to be removed. CB to ask Charlie Yeates if                                     

             he could remove it.                                                                                                                                               CB

          GP reported on the progress of Easton Village Hall. IVPC wish to see the outline plans before they are submitted.                                                                                                                                                                                               GP 

CB has spoken to a horse rider who continues to ride along the old railway line. She was most unpleasant. FP to monitor any                damage this might be causing to Couch  Green.                                                                                                FP

          A resident of Rectory Lane asked CB if a pavement could be made alongside the B3047. IVPC prefers to see the footpath from Baring                Close improved.

HCC are to repair rabbit damage.

          AM contacted HCC asking if the resurfacing of Bridgets Lane could be deferred until the Low Cost Houses are built. This will not be               delayed, as the road needs to be in a better state to take construction vehicles.

          SG commented that the sewerage work has been particularly smelly this summer. JAE to write to Patrick Aust about this including the              Couch Green works.                                                                                                                                                 JAE

SG stated that there is an increase of aircraft over Itchen Abbas. JAE to write to the General Manager at Southampton Airport.                                                                                                                                                                                                  JAE

SG stated that the web site is now working. 

FP asked if the Parish Council has any powers. AM responded saying generally the Parish Council has duties, but not powers.              There are some powers relating to eg. burial grounds, street lighting and footpaths.

             ET asked when the Pinders’ hedge is to be cut. EL to find out. (Oct.23rd.)                                                         EL

             A box van appears to be permanently parked in Chapel Fields.  ET to find out who owns it and to ascertain how long it will remain.                                                                                                                                                                                                   ET 

EL asked if IVPC could support Mr and Mrs Pinder’s planning application for a garage. It was agreed to support it.                                                                                                                                                                                                   JAE 

AM reported on a letter about KGV. She is happy to remain as a trustee. FP to be the other trustee. 

AM had attended an Audit Commission Assessment meeting re. WCC.       

 

09.5 FINANCE 

The clerk’s salary and allowances to be increased to £2,500 in total.

09.6 PLANNING APPLICATIONS

W 18136/01 Mr Blanchard, 20, Couch Green, Martyr Worthy. Single Storey Side Extension. SUPPORT 

W 04895/07TPOCA Mr and Mrs Peake, Larchwood, Avington Park Lane, Easton. Cypress to be Felled. NO COMMENT 

W 02224/03 Mr Dixon, Chillandham Cross, Chillandham Lane, Martyr Worthy. Erection of 1 four bedroom and 1 two bedroom detached dwellings with garaging and new access. (Outline). OBJECT STRONGLY                                                      AM

 

09.7 PLANNING DECISIONS

 09.8 PLANNING MATTERS 

1. Punch Bowl-Breach of condition

A letter was read from the enforcement team, stating that the seeding of the trackway is in compliance with the planning                           permission.

2. Mr Sly, Phoenix Cottage, Itchen Abbas.-Appeal allowed.

3. SDNP Enquiry

IVPC to have written representation. 

09.9 FINGER POSTS

          Estimates have been received from Norman Beaumont to renovate the finger post by Itchen Abbas and Avington Village Hall and the             one in Easton. HCC are prepared to pay half of the cost which will be approximately £800.

Norman Beaumont to be asked to estimate for painting various green footpath signs in the valley.                                                                                                                                                                                              JAE

AM commented on the resolutions for HAPTC Annual General Meeting

A letter was received from a resident of Church Lane, Easton, asking whether the signing could be improved to prevent lorries               having to turn in Church Lane. Councillors to consider.
