Meeting held on Thursday 7th October 2004 in Martyr Worthy Parish Hall.Charlie Robson and Janine Wright from Planning Enforcement sent their apologies. PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Fiona Parry, Geraldine Phillips, Paul Twelftree, Martin Woodcock, Joyce Edgell (Clerk). One member of the public was present. 09.1 APOLOGIES: Steve Gapper, Elaine Labram, Eric Thompson. 09.2 MINUTES of LAST MEETING The minutes of the meeting held on Thursday 2nd September 2004 were approved and signed. 09.3 MATTERS ARISING ACTION a) Couch Green The clerk reported that she had received quotations for mowing the fields. As all three estimates were nearly identical it was agreed to continue with Robert Stent. JAE to write to him and the other contractors. JAE Norma Pratt to be consulted re the cost of hiring the football pitch. AM/FP CB produced a play equipment catalogue which might be suitable for Couch Green. FP to visit the school to see similar apparatus. CB/FP The drain cover is missing again. ET to be asked to replace. ET JAE to contact Michael Gray to ask for the hedges to be cut. JAE b) Low Cost Housing The criteria for Low Cost Housing was discussed. AM to contact Nigel Baldwin with comments. List of adjacent villages confirmed. AM c) Finger Posts and Sign in Church Lane, Easton The Avington sign has been mended and the back of the footpath; sign at Martyr Worthy has been painted. JAE to remind Norman Beaumont about the Pinder Centre sign to be put on the back of the Golf Club sign in Itchen Abbas. JAE The Church Lane sign in Easton to be discussed with the Dhands. AM/EL/GP d) Footpaths CB has commented to Marilyn Meeks that the anti fouling dog signs can be confusing. The words “No dog fouling” to be added. The footpath post leading to the railway line in Itchen Abbas has rotted. Charlie Yeates to be asked to mend. CB e) Traffic Calming PT put a map on The Cricketer’s wall and an article in the village magazine. As there were no adverse comments, AM to ring and confirm with Graham Clifford. AM f) Draft Consultation on Code of Conduct for Local Government Employees/Review of Restrictions on Political Activities and Pay of Political Assistants. PT commented on the consultation documents and drafted a reply which IVPC approved. JAE to respond. JAE 09.4 COUNCILLORS’ REPORTS and QUESTIONS AM stated that the extension to the Pinder Centre should be finished by June. Neil Broadbent to be contacted asking if something can be done to stop rain water running down into the centre, drain needs clearing. JAE GP asked if permission is needed to erect a mirror. It is thought not. She asked what restrictions are in place re bonfires. She will contact the Environmental Health department. GP JF commented on the speed of the traffic in Martyr Worthy. AM to speak to Sue Glasspool. AM 09.5 FINANCE The following cheques were approved and signed: 101337 The Park Golf Club (Aug/Sept) £277.61 101338 Joyce Edgell (Salary & Expenses September) £229.93 101339 Charlie Yeates (Footpaths-September) £54.00 The clerk’s salary was increased as agreed. 09.6 PLANNING APPLICATIONS W02013/06 Whitbread Restaurants plc The Percy Hobbs, Alresford Road, Winchester. 1 external illuminated double sided freestanding sign, 1 directional car park sign, 2 lettering fascia signs, 1 welcome sign, 1 internally illuminated menu sign and 2 non-illuminated wall signs. (Objected to flag sign, which has been withdrawn). W19208 Mr and Mrs Ray, Police House, Main Road, Itchen Abbas. Demolition of existing dwelling and replace with 1 5-bedroom detached dwelling with detached double garage and office, 2 2-bedroom semi-detached dwellings with triple carport, alterations to existing access and new pedestrian access. No plans have been received. An extension to the closing date will be asked for. W19202 Dr and Mrs Lewis, Rustenburg, Old Station Road, Itchen Abbas. Conservatory to rear. NO OBJECTION 09.7 PLANNING DECISIONS Noted as listed in the agenda. 09.8 PLANNING MATTERS Outline planning permission for Chillandham Cross has been approved. FP spoke at the meeting, and still has concerns re increase of traffic. The Banner Homes application has been deferred. A new plan will be submitted. Close neighbours to be consulted as to what will be acceptable. AM and CB to meet the architect on 19/10/2004. Goldstar have withdrawn their appeal. The enforcement department are investigating the problem of 2 gates at The Worthies. South Downs National Park. The enquiry into administrative areas is ongoing. The boundary has been settled. AM to attend a meeting in Worthing on 13th October to discuss admin arrangements. IVPC has endorsed its objection made 3 years ago to the planning application for flats and cottages at Abbots Worthy House. (Owners have appealed). Lunways Inn. JAE to ask Micheldever Parish Council if there is any news about development at the Lunways. JAE AM to talk to Hazel Brushett to ask why IVPC was not notified about clearance work at Nell Gwynn’s Bathing House. AM 09.9 CORRESPONDENCE Data Protection Act 1998-Notification-MW to read. MW HAPTC - Filling a Vacancy. JAE to write stating a secret ballot would be much less divisive in a village situation. JAE HCC-Managing Countryside Paths-16/11/2004. CB and JAE to attend Letter from G M Fisher re the hedge at The Corner, Easton. EL to respond. EL The Alzheimer’s Society. An acknowledgement has been received re the Queen’s Award for Voluntary Service. JAE to inform Alan Fowler.
