Minutes of the meeting held on Thursday 5th October 2006 in Martyr Worthy Parish Hall.PRESENT: Alison Matthews (Chairman), Cynthia Bolton, Jennifer Ffennell, Steve Gapper, John Harris, Jackie Porter (Hampshire County Councillor), Joyce Edgell (Clerk). 09.1 APOLOGIES: Bob Banham, Elaine Labram, Fiona Parry, Geraldine Phillips, Eric Thompson. 09.2 MINUTES of LAST MEETING The minutes of the meeting held on 7th September 2006 were approved and signed. 09.3. MATTERS ARISING ACTION a) Couch Green The new fencing is being erected. The damaged down pipe is still to be mended. FP is to meet a play equipment representative. A new surface may reduce the cost. FP b) Old School Field Trustees meeting on 14.10.06 c) Low Cost Housing The electricity work has been completed. The water work will be done at the end of this month. The clause allowing variation of the S106 agreement has been removed. AM would meet members of the housing dept. (WCC) to discuss the application of the local criteria. d) Footpaths There are countryside access grants available. CB to investigate. CB A draft Itchen Valley Churches Trails has been prepared by WCC for comments by IVPC. The meeting was concerned at the suggestion that cyclists should use the footpaths. CB to ask for more information. CB AM and CB to meet the person responsible at WCC. AM/CB The dead tree on the Shelley Close footpath has been felled. The hedges bordering the path at the end of Chillandham Lane need cutting. JAE to contact the landowner. JAE e) Traffic Calming JP has asked why the buff strip at Easton has not been replaced. Approval has been granted from the police for the extension of the 40mph along the B3047. The traffic calming design can now go ahead. f) Avington Silver Jubilee Tree JAE to meet a tree surgeon. (Now planned for 8.10.2006) g) Telegraph Poles AM commented that duplication of poles is likely to increase. 09.4 COUNCILLORS’ REPORTS and QUESTIONS CB has received an estimate from Charlie Yeates for renovating the bus shelters. JAE to write and accept. JAE SG commented that the Yew tree on Station Hill has not been cut. JAE to enquire. JAE JF reported that the DEFRA houses in Bridgets Lane have been purchased by local people. AM and JP attended the Alresford Town Council meeting and inter alia discussed parking in Alresford for shoppers. AM has been asked if the hedges alongside the A31 can be cut. JAE to contact Neil Broadbent. JAE Chairmen of Parish Councils have been invited by George Beckett to attend a liaison meeting. AM will attend. AM 09.5 FINANCE The clerk presented the draft budget. The precept has to be applied for by the end of January. IVPC has been contacted by Mapledurwell and Up Nately Parish Council asking if they would be interested in investigating cheaper insurance. Conversion of carport into study and shower room and alteration of roof over store. Neighbours still to be consulted. Condition that there is no overnight sleeping accommodation, and not to be occupied separately. W Mrs Elsmie, Wellswood, Easton Lane, Easton. Fell 1 Fir tree. INFORMATION ONLY W06401/06 Mrs Graham Maw, Avington Lodge, Avington. Demolition of garage and shed. Erection of garage and office to include reflexology treatment studio and new access gate. Fell a Sycamore and cut back a Yew tree. INFORMATION ONLY 09.7 PLANNING DECISION W02980/05 Banner Homes, Abbotsbury, School Lane, Itchen Abbas. 1 temporary non illuminated display sign. APPLICATION REFUSED 09.8 PLANNING MATTERS The Gospel Hall and the Motocross applications went to committee in August. IVPC was not informed. An apology has been received from Fiona Tebbett. AM, JP and NB met officers of the City Council and County Council to discuss problems arising from the Motocross event. WCC has asked for feedback from the public. JAE to ask if the questionnaire can be inserted in the magazines. JAE AM has responded to the Statement of Community Involvement. JAE JAE to put the contact number and e-mail address of Banner Homes in case residents have problems. JAE 09.9 CORRESPONDENCE HAPTC - The Employment Equality Act JAE to ask if there are model policies.
